1412206079 Appendix A – Scope of Work

Progressive Design-Build Services for the Brandy Branch to Normandy 230kV Transmission Line

SECTION 1: OBJECTIVES AND DESCRIPTION OF PROJECT

1.1 General

JEA is seeking experienced and qualified design and construction teams to perform all engineering, permitting, surveying, design, structure/material procurement, and construction services needed to install a new overhead 230kV transmission circuit, designated as circuit 979, from the existing JEA Brandy

Branch substation located at 15701 Beaver St. W, Jacksonville FL, 32234 to the existing JEA Normandy

Substation located at 9801 Crystal Springs Road, Jacksonville FL, 32221. The project location is shown below in Figure 1.

Figure 1: Existing Transmission System Map Location

1.2 Background

JEA’s transmission system has been historically designed to transfer generated power at Brandy Branch

230 kV, and imported power through FP&L’s Duval substation, eastward using transmission circuit 940, 941, 944, 957, and 954 into Normandy 230 kV and Jax Heights 230 kV substations. JEA’s 2026 Ten Year

Site Plan filed with the Florida Public Service Commission indicates the importance of increasing this transmission capacity as JEA’s resource mix changes and native load increases in the future. Electric

T&D Planning has completed transmission studies indicating that the shared transmission poles for circuits 940 and 941 could present a transmission capacity concern. The loss of a single shared pole will result in both lines being out-of-service simultaneously, leading to overload conditions on circuits 944 and 957 during peak-load scenarios. Electric T&D Planning is requesting a new transmission circuit between the Brandy Branch 230 kV and the Normandy 230 kV substation to be built on dedicated transmission poles, to provide another eastward path for power into JEA and strengthen the transmission system in this area.

1.3 Brandy Branch to Normandy 230kV Line Route Study Report

JEA hired an engineering firm, Chen Moore and Associates, to perform a high-level route study for a new high ampacity overhead 230kV transmission circuit between the Brandy Branch and Normandy substations. The study evaluated route options for a new transmission circuit that met the following criteria:

- The new circuit must utilize a high-performance conductor and hardware capable of providing a summer continuous rating between 2500-3000 amps.

- Avoid double circuit construction on common structures

- Tie in existing circuit 941(future circuit 975 once the Miller Interconnect is placed into service in

August 2026) to existing circuit 936 and bypass the Normandy Substation.

- Minimize environmental and social impacts

- Ensure compliance with national and local permitting requirements

Various route segments were analyzed as shown below in Figure 2.

Figure 2: Analyzed Route Segments

Upon completion of the route study, route option 1 was recommended as the preferred alignment because it avoids densely populated areas, minimizes environmental impacts, and follows existing utility and transportation corridors. Route Option #1 is shown below in Figure 3. As illustrated, this route represents the preferred alignment for the new circuit for which JEA is now seeking design and construction services. The design and construction team should take into consideration the Brandy Branch to

Normandy 230kV Line Routing Report and recommend to JEA the final route for the Brandy Branch to

Normandy project. The design and construction team must account for and be capable of designing and constructing the project as illustrated in route option #1 if directed to do so by JEA.

Figure 3: Recommended Route Option#1

1.4 Conductor Study Analysis Report

JEA hired an engineering firm, Chen Moore and Associates, to perform a conductor study to identify a new high performance, low sag, high temperature conductor to be added to JEA’s standard conductors for new 230kV construction. The goal is to use this new high-performance conductor to build the proposed new 230kV circuit 979 between the Brandy Branch and Normandy substations. The selected new conductor will also be used on future 230kV transmission greenfield and brownfield projects. The new conductor will be used in place of JEA’s standard 1590 ACSR “Falcon” conductor. Since the chosen conductor will be used in the future to reconductor other existing 230kV circuits, the new conductor must meet the following requirements to avoid and/or reduce the need for future pole replacements by reducing structure loads when compared to the standard 1590 ACSR “Falcon” conductor:

- Must have similar or smaller diameter (1.545 inches)

- Must have similar or smaller weight/foot (2.0421 lbs/ft)

- Must have similar or higher rated breaking strength (54,500 lbs)

- Must have similar or smaller sags at maximum rated temperature

- Must provide a minimum continuous rating between 2,500 and 3,000 Amps (3,000 Amps is preferred) using JEA’s rating methodology as identified in JEA-FAC-008 documents.

- Must consider overall costs (purchase price, maintenance costs, supporting hardware costs, etc.)

- Must consider lead times and availability for this specific circuit 979 installation

- Must consider overall impacts (ease of installation, material handling, availability, reliability, track record, reputation, etc.)

Per the study and at the time of its completion, Chen Moore and Associates recommended that JEA utilize either the 2118 TS “Blanca” M9 or the 1590 Southwire ACCS/TW/C7 “Zion” conductor. The design and construction team should take into consideration the Conductor Study Report and recommend to JEA the conductor to be used on the circuit 979 Brandy Branch to Normandy and future projects. A list of top considered conductors is shown below in Figure 4; however, the design and construction team may also consider a conductor that is not listed.

1.5 Project Description

The project will modify the existing circuit configurations between JEA’s existing Brandy Branch, Normandy, and SJRPP substations, while also upgrading conductor and existing infrastructure. For reference, the existing circuit configuration is shown below in figure 5. Please note that not all circuits are shown for simplicity. The objectives of the project are as follows:

Figure 5: Existing Circuit Configuration

1412206079 Appendix A Scope of Work Page 5 of 18

1.5.1 The project shall construct approximately 8.3 miles of new 230kV transmission circuit 979 between the existing Brandy Branch substation and the intersection of existing circuit 936 with

Beaver Street, utilizing a new high-performance conductor (see section 1.4 above). The routing of this new circuit shall consist of segments BBN01, BBN02, BBN06, BBN08, BBN12, AND

BBN17 (see section 1.3 above). An alternate route path may be proposed and recommended to

JEA by the design and construction team.

1.5.2 Existing circuit 936 from SJRPP to Normandy and existing circuit 941(soon to be 975) from

Miller to Normandy, shall be split at their respective W Beaver Street crossings. Approximately

0.82 miles of new 230kV transmission circuit shall be built between the split of circuit 941 (soon to be 975) and the split of circuit 936, combining the two circuits together to form new circuit 936 from Miller to SJRPP. New high-performance conductor shall be utilized to connect the two circuits together over the 0.82-mile section, the reminder of the circuits will remain as-is. For clarity, this new section of circuit 936 is shown in yellow, below in figure 6.

Figure 6: New Section of Circuit 936

1.5.3 A section of existing circuit 941 (soon to be 975) from the W Beaver Street crossing to the

Normandy substation shall be either removed or abandoned in place. If abandoned, the conductors shall be dead ended where applicable, and the span directly into the Normandy substation shall be removed. For clarity, this to be abandoned or removed section of circuit 941

(soon to be 975) is shown in dashed yellow, below in figure 7.

Figure 7: To be Abandoned or Removed Circuit 941/975

1412206079 Appendix A Scope of Work Page 6 of 18

1.5.4 An approximately 0.8-mile section of existing circuit 936 from the W Beaver Street crossing to the Normandy substation shall be rebuilt with new high ampacity conductor and new independent pole structures. This new section shall be connected to the reminder of circuit 979, shown in yellow, below in figure 8. Existing circuit 947 will need to be modified at the crossing of W

Beaver Street, so that new circuits 979 and 936 can cross it, shown in orange, below in figure 8.

Circuit 947 that currently shares structures with circuit 936, shall be separated so that new circuit

979 does not share any common structures with existing circuit 947. Where feasible existing structures shall be reused for either new circuit 979 or existing circuit 947 to the extent possible, while meeting EMF and clearance requirements.

Figure 8: Circuits 947 Crossing and 936 Rebuild

1.5.5 To meet the Electric and Magnetic Field (EMF) requirements per the Florida Administrative

Code, Chapter 62-814, it is expected that existing sections of circuit 832 from the Moncrief

Switching Station to the Normandy Substation and circuit 835 from the Ritter Park Substation to the Normandy Substation will need to be rebuilt from the W Beaver Street crossing to the

Normandy Substation, shown in yellow, below in figure 9. If required, both Circuits shall be rebuilt utilizing a configuration that is most feasible on new pole lines with standard 954 ACSR

“Cardinal” conductors and 3#6 AW shield wires. In addition, circuit phase orientation of circuits

832, 835, 920, 921, 927, 936, 940, 941, and 947 may need to be rearranged to meet EMF requirements for the corridors impacted by this project.

Figure 9: Circuits 832 and 835 Rebuild

1412206079 Appendix A Scope of Work Page 7 of 18

1.5.6 The project shall include the construction of a new A-frame termination structure, PTs, conduit, cables, and a new breaker at The Brandy Branch Substation to facilitate the addition of new circuit 979. Circuit 941 will need to be modified and moved onto the new A-frame termination, shown in orange, below in figure 10. New Circuit 979 will terminate at the existing A-frame of circuit 941, shown in yellow, below in figure 10.

Figure 10: Brandy Branch Modifications

1.5.7 The construction of new Circuit 979 will tie in the new circuit into the Normandy Substation at the current termination point of existing circuit 936, shown in yellow in figure 11 below. To improve reliability, the termination of circuit 940 will need to swap bays with the termination of circuit 941 (soon to be 975). Circuit 940 will need to be modified and moved onto the existing A-frame termination of the to be abandoned/removed circuit 941 (soon to be 975), shown in orange in figure 11 below.

Figure 11: Normandy Modifications

1412206079 Appendix A Scope of Work Page 8 of 18

1.5.8 The construction of new Circuit 979 is expected to require the crossing of existing circuits 940, 941, 947, and 975 at several locations. At two (2) locations, at the Miller Interconnect and at the intersection of Otis Road, it is expected that there will be double circuit crossings. At crossings of double circuits, the new circuit should cross underneath the double circuits, where feasible.

At project completion, the final orientation of the circuits shall be as shown below in figure 12. The desired In-Service-Date is 9/29/2028.
