About this file

This Addendum 1 modifies the progressive design-build services solicitation issued by Jacksonville Electric Authority (JEA) for the Brandy Branch to Normandy 230kV Transmission Line project in Duval County, Florida. The project requires comprehensive engineering, permitting, surveying, design, procurement, and construction services to install a new overhead 230kV transmission circuit (Circuit 979) connecting the existing Brandy Branch Substation (15701 Beaver Street West, Jacksonville, FL 32234) to the existing Normandy Substation (9801 Crystal Springs Road, Jacksonville, FL 32221). The scope encompasses all phases from initial planning through full construction completion, with proposals originally due September 15, 2026. Design phase milestones include 10% design completion by February 26, 2027, 30% design by April 9, 2027, and final design by September 30, 2027, with the project required to reach in-service by September 29, 2028.

The contract utilizes a two-phase Guaranteed Maximum Price structure, with Phase I covering planning and design deliverables at 10%, 30%, 60%, and final design stages, and Phase II encompassing final design documents, permitting, and full construction. Minimum qualifications require respondents to have successfully completed or be currently completing three Engineering, Procurement, and Construction projects within the past ten years involving overhead transmission lines at 115kV or higher in NESC Light or Medium Loading Districts, with all firms maintaining an Experience Modification Rating of 1.0 or less for the past three years. Evaluation criteria allocate 100 points across Professional Staff Experience (15 points), Similar Project Experience with three reference projects (30 points), Project Schedule (20 points), Design Approach (15 points), Construction Approach and Resource Availability (15 points), and Jacksonville Small Emerging Business participation (5 points). Liquidated damages are set at $1,000 per calendar day for design phase milestone delays, capped at ten percent of total contract price, and performance bonding requirements include 100% Performance Bond and 100% Labor and Material Payment Bonds.

TIME OF RECEIPT: 12:00 PM EST

THIS ADDENDUM IS FOR THE PURPOSE OF MAKING THE FOLLOWING CHANGES OR

CLARIFICATIONS:

1. Clarification: It was noted during the pre-bid call that JEA was exploring internal options to transmit the large

“.bak” files; however, a viable solution could not be reached. As originally communicated, please contact Jason

3. Question: Can you extend the bid due date?

Answer: At this time, JEA will not extend the bid due date.

4. Question: Is it possible to have a site visit to the existing ROW in the area between Brandy Branch and Otis
