About this file

This is a Conductor Study Analysis Report appendix prepared for Jacksonville Electric Authority (JEA) in support of the Progressive Design-Build Services solicitation for the Brandy Branch to Normandy 230kV Transmission Line project. The report documents technical analysis related to conductor selection and specifications for the new overhead 230kV transmission circuit (circuit 979) planned to extend from JEA's Brandy Branch substation at 15701 Beaver Street West, Jacksonville, Florida to the Normandy Substation at 9801 Crystal Springs Road, Jacksonville, Florida. The project requires design and construction teams to provide comprehensive engineering, permitting, surveying, design, structure and material procurement, and construction services. The solicitation has a due date of September 15, 2026, and bidders are expected to deliver integrated design-build solutions for this critical transmission infrastructure.

The Conductor Study Analysis Report serves as supporting technical documentation to inform bidders of the engineering analysis and recommendations regarding conductor type, size, and performance characteristics for the 230kV transmission line. This appendix provides detailed technical data necessary for responsive bid preparation and ensures that design-build teams have access to completed preliminary engineering studies. The report supports the overall project objectives of establishing reliable transmission capacity while meeting applicable electrical and structural standards. As part of the design-build procurement process, this technical information enables qualified bidders to develop cost-effective and compliant designs during their proposal phase.

2. General Information

2.1. Introduction

Chen Moore and Associates (CMA) was contracted by Jacksonville Electric Authority (JEA) to evaluate and recommend one of the industry available high temperature-low sag conductors.

This recommended conductor will become a new standard conductor in the JEA system.

Additionally, this selected conductor will be modeled and evaluated on Circuits 940, 941, 944, and 957.

2.2. Background

JEA wants to add a new high temperature low sag conductor to their standard conductor list. This conductor is to be used primarily on 230 kV circuits, replacing the existing 1590 ACSR Falcon. The demand for larger capacity on the JEA 230 kV transmission system while utilizing existing structures is the driving force behind this effort. The existing 1590 ACSR has a current carrying capacity of 1736

Amps at 212°F. JEA requires that the new conductor be capable of providing a minimum of 2500

Amps at maximum operating temperature, but with a preference of 3000 Amps while maintaining the

230 kV line clearances and not exceeding the structural capacity of the existing transmission structures. The industry available manufacturers of these conductors are: 3M, CTC Global, Southwire, and TS Conductors.

2.3. Applicable Codes

The Institute of Electrical and Electronics Engineers Standard (IEEE) 738-2006 was utilized to determine the various conductor’s ampacity rating for the specific project location.

The Institute of Electrical and Electronics Engineers Standard (IEEE) National Electrical Safety Code

(NESC) C2 2017 was utilized to determine the loading criteria on the conductors.

2.4. Methodology

There are several factors to consider when determining the most appropriate conductor for the project requirements. The main factors to consider are maximum ampacity, operating temperature, conductor sag, physical properties (dia., weight, etc.), conductor availability, and cost.

Conductor analysis was performed using the Steady-State Conductor Temperature and Steady-

State Thermal Rating tools in the Power Line Systems, Inc. PLS-CADD program, version 19.01 for the

ACCR, ACCC, ACCS/TW/C7, and TS conductors. These tools verified the ampacity and related temperatures of each conductor.

CMA modeled the various conductor options in PLS-CADD at the same tensions as the existing 1590

ACSR Falcon being replaced. Each conductor sag was then evaluated in various span lengths to determine which option would provide the least amount of sag with the greatest amount of ampacity, without increasing tension.

2.5. Conductor Analysis and Results

Table 1-1 provides a summary of the conductor physical properties, electrical properties, and ampacity.

Table 1-1 – Summary of Conductor Properties and Ampacities

*Ampacity rating calculated using IEEE Std. 738-2012, with 32°C (90°F) air temperature; 2.0 ft/s wind speed

(at 90° angle between wind and conductor); solar radiation at 68.405 Watt/ft2; **emissivity of 0.8 and solar absorptivity of 0.5. elevation at 50 ft above sea level.

**Emissivity and solar absorptivity numbers were taken from JEA FAC-008 documents for facility rating methodology.

2.6. Cost Analysis and Comparison

CMA obtained budgetary estimates for comparison between the four manufacturers. All provided quotes are based on a total cable length of 85,000 feet. Prices are budgetary and are valid for 90 days.

Table 1-2 – Summary of Conductor Costs

The prices of the four manufacturers’ conductors range significantly with CTC being the least expensive and 3M with the highest cost. CTC and TS conductors are significantly less expensive when compared to the 3M product. The difference in price is directly related to the costs of the two significantly different core materials. The 3M ACCR uses a high strength aluminum matrix core while the CTC and TS use a carbon fiber thermoset polymer matrix composite core.

Other considerations were the cost of conductor accessories (suspension clamps, compression dead-ends, etc.), the installation and labor of these accessories, and time to perform the work. After reviewing both manufacturers for splicing, dead-end compressions, and terminations, CMA does not see a significant difference in the methods and procedures, or the time required to perform the work.

The accessories are not exclusive to the conductor manufacturer and can be obtained from reputable industry sources such as Preformed Line Products and AFL. This makes price of the accessories not a factor for comparison purposes.

2.7. Loading Analysis and Comparison

A wind/weight span report was run to determine the largest wind/weight span to evaluate the effects of the new conductor on structure loads. The loadings were evaluated using NESC 2017 loading criteria with 120 mph 250C wind. Based on the wind/weight report, structure 60 was selected because it had the largest load and a method 4 PLS Pole model was created using drawings and specifications provided by JEA. JEA was unable to provide manufacturer shop drawings on these structures, so we made our best effort to create the method 4 structure as accurate as possible.

After resolving the vertical, transverse, and longitudinal load case vectors into magnitudes for the 1590 Falcon and the 2118 Blanca, the largest increase in load magnitude is 1.14%. The overall effect on the structure due to the new conductor is negligible.

3. Recommendations

3.1. Recommendations

After comparing the different conductors in this analysis, CMA’s first recommendation is the TS Blanca conductor. The Blanca conductor meets the ampacity and physical requirements, while being marginally higher in cost than the CTC Falcon. Based on discussions with industry partners, the TS conductor is more desirable in terms of installation and construction as the TS conductor does not require special handling or installation techniques. TS conductor is compatible with all standard work methods making installation crews more amenable to working with it. The TS conductor has no risk of galvanic corrosion due to its encapsulated core, making it desirable for use on JEA’s coastally adjacent transmission lines. Lastly, while the TS conductor is new in the market, it is currently in service in the states of North Dakota, Illinois, Tennessee, and Florida.

CMA’s second recommendation is the Southwire ACCS/TW/C7 Zion conductor. Southwire is more expensive than TS and CTC, but the company has been in the overhead conductor industry longer than the other companies and has a proven track record and reputation. The ACCS also may have more perceived reliability due to a multistrand core and installation methods are similar to those of ACSR.
