About this file

This document is a Site Visit Minutes record for federal contract solicitation 140R4026R0012, the SJCP Rio Chama Trail Staircase project, conducted on April 10, 2026, at the Chama Field Division in Chama, New Mexico.

The project involves removal and replacement of an existing Rio Chama Trail Staircase located approximately 25 miles southwest of Chama near Heron Reservoir. The Government will furnish materials (GFM) including steel stringers, prefabricated steps, hand railings, wire mesh balusters, newel posts, landing gratings, and hardware (three boxes of bolts and anchor bolts) that have been in storage since October 2020. The contractor is responsible for fabricating remaining components (handles, drilling holes), picking up all GFM, and completing installation within 77 days from Notice to Proceed, with a Government project goal of July 31, 2026. Key requirements include verification by a certified Professional Land Surveyor (PLS), AWS standard welding certifications, removal of an existing cableway bridge with all debris removed from the water, replacement of approximately 50 feet of hand railing panel fencing, and site restoration. The contractor may fabricate in the trail parking lot or near the riprap stockpile area west of the parking lot, use crane equipment and temporary cable elevators (with subsequent site restoration), and run equipment down to the cable bridge area if land is repaired to original condition. Access is limited due to 650-foot cliff drop-offs on both sides; the area will be closed during construction. The Government may provide equipment and staff assistance for loading GFM if available. Notice to Proceed is estimated 4-5 weeks after solicitation closure. Bureau of Reclamation is the contracting agency, with Kristen Ruiz Jimenez serving as Contracting Officer.

Questions & Answers 1.) Does steel have all the holes in it?

No will need to fabricate except the steps are already prefabricated.

2.) Are the handles prefabricated?

No, they are just pieces and steel wire mesh is in sheets and not cut to fit

3.) Will contractor be responsible for picking up the GFM?

Yes, the contractor is responsible for picking up the materials

4.) Is there a requirement for a surveyor?

Yes, want contractor to verify the drawings, etc. and needs to be certified PLS in any state

5.) On the Lidar Scan?

Is an option for evaluating the current installation to the design installation, not required other field verification methods may be acceptable to the Government.

6.) Thoughts on demolition of bridge?

Need to remove anything from the water – nothing left behind – restricted water for fish – Also may need to have Government onsite when removing bridge

7.) Access to bottom of staircase?

No equipment accesses due to cliff drop off approximately 650 feet left and right of project site.

8.) Do you have a list of GFM’s?

Yes, it starts on pg. 73 of Statement of Work.

9.) Are Technical Specs required for Section L since specs are provided?

Section L addresses the contractor’s technical approach to how they will perform the work.

10.) When do you estimate Notice to Proceed (NTP)?

4-5 weeks after solicitation closes.

11.) In Solicitation it states completed by July 31, 2026, but also states 77 days from NTP?

Government’s project goal is to be completed by July 31, 2026, but the actual period of performance is 77 days from NTP.

12.) How many bolts are there?

Three boxes of hardware which include bolts and anchor bolts, see GFM staring on pg. 73 of the Statement of Work.

13.) How long has the steel been stored?

Steel and hardware were ordered in September 2020 and delivered by October 2020.

They might if they have equipment and staff available

No, only fencing around the staircase and no GFM’s were acquired for this location.

Approximately 50 feet of hand railing panel fencing.
