About this file

This is a Questions and Answers document dated April 15, 2026, for the SJC Rio Chama Trail Staircase solicitation issued by the Department of the Interior Bureau of Reclamation. The document addresses 13 clarifications regarding project requirements, scheduling, and administrative procedures. Key clarifications include: the project schedule is 77 days after Notice to Proceed (not 333 days as initially noted); the staircase (5.1 tons x 2) and final grading and seeding (556.0 SQY) items have been converted to lump sum pricing in the updated Section B; and the Government will review Requests for Notice (RSNs) within 14 calendar days instead of 21 days, with email submission now acceptable and preferred over hard copy mail.

The Government confirmed that technical and pricing proposals may be submitted as a single combined document; the onsite Safety Representative with OSHA 30-hour certification may have additional duties given the project's size; New Mexico Gross Receipts Tax has been added to CLINs 010 and 020; and soil compaction and concrete testing will only be required if foundation conditions warrant such discussions between the contractor and Government. Regarding coatings, Section 09 97 00 applies only to handrail panels at the staircase entrance and repair of damaged existing coatings, with the Government's primary requirement being that all steel remain protected with no bare steel after installation. Shop assembly prior to shipment is not mandatory if onsite fabrication is planned, provided the contractor demonstrates proper fit with existing foundations. Quantity surveys are not required, though a final inventory of installed Government-furnished materials is expected. Environmental consultants are required only to develop the Stormwater Pollution Prevention Plan (SWPPP).

Questions and Answers 4-15-2026

1. What, if any, permits are required?

· Government Reply: The only permits I'm aware of are the Stormwater Pollution Prevention Plan (SWPPP) and if New Mexico State Parks requires an access permit.

2. Section F notes a schedule of 333 days –

· Government Reply: The Schedule is 77 days after Notice to Proceed. The clause 52.211-18 has been removed as it is now reserved per the Department of the Interior clause deviation and will be updated in the award document.

3. Is it possible to change the CLIN’s for the Staircase (5.1 tons x 2), and the Final Grading and Seeding (556.0 SQY) to lump sum items? The Government did an excellent job detailing the steel required for the new stairs and the potential Contractor should keep restoration of disturbed areas to a minimum. This may prevent a Mod for Variation of Estimated Quantities at project completion.

· Government Reply: The staircase and final grading and seeding have been updated to lump sum on Section B. Updated Section B is included in the amendment

4. Considering the amount of RSN’s and the contract schedule being 77 days, is it possible to have the Gov’t review RSN’s within 14 days instead of 21?

· Government Reply: Yes, the Government will review RSNs within 14 calendar days from time of receipt.

5. It appears that the RSN’s need to be hard copy mailed to Reclamation? If that is the case, can the Gov’t accept electronic or emailed RSN’s instead?

· Government Reply: Yes, email is acceptable and preferred.

6. Please confirm that the technical proposal can be combined with the pricing proposal? (They don’t have to be separate files?)

· Government Reply: It is acceptable to submit the Technical and Price proposal in a single document.

7. 01 35 30 requires the Onsite Safety Representative to possess an OSHA 30hr certification. Please confirm that this individual can have other duties other than safety.

· Government Reply: Based on the overall size of the project, yes, the Safety Representative can have additional duties onsite.

8. Are sales taxes required in our pricing proposal?

· Government Reply: The New Mexico Gross Receipts Tax has been added to CLIN 010 and 020 on the updated Section B.

9. The specifications require soil compaction and concrete testing. What, if any, testing will be required for this project?

· Government Reply: These sections only come into play if the foundations are found not suitable for installation of the staircase, landings, and columns. If this is the case discussions between contractor and Government will occur.

10. Can the Gov’t please clarify what coatings are required? Section 09 97 00 is extensive for field coatings (including containment, surface prep, quals, field quality testing, etc.). Generally, is the expectation that all the metal will meet ASTM A588? Tabulation No. Metal has a surface prep “Method A” followed by “Method H”.

· Government Reply: Section 09 97 00 Metalizing and Coatings section is provided for guidance on the additional handrail panels at the entrance of the staircase and if during fabrication or installation the existing GFM coatings are damaged. The Government’s requirement is to make sure all steel is protected and there is no bare steel existing after installation and during the walkthroughs. If the contractor provides methods and best practices in their technical proposal on how they plan to repair damaged surfaces and is acceptable to the Government should meet the specification requirements.

11. 05 12 00.2.06 requires shop assembly before shipment. Is it acceptable for the stairs to be assembled onsite and not in a shop beforehand?

· Government Reply: If the awardee determines to fabricate onsite then this requirement will not be required. The Government does expect the Contractor to show that the fabrication will fit the existing foundations with very little field adjustment during final installation.

12. Are Quantity Surveys required as stated in 01 71 20 3.02?

· Government Reply: The Government does not expect quantity surveys to be required. The Government does expect to get a final list of installed materials related to the Government Furnished Materials that were provided.

13. Are environmental consultants required for site assessments as stated in 01 74 00 3.04.B?

· Government Reply: Only to develop the SWPPP.
