About this file

This is a Project Description document for the SJC Rio Chama Trail Staircase, a federal capital improvement project managed by the Bureau of Reclamation in Rio Arriba County, New Mexico. The project is authorized under U.S. Code Title 23, Highways, Chapter 2 (Sections 201 and 203), and involves replacing an existing mixed material (steel and wood) staircase and hand railing system with new steel construction featuring a Corten rust-finish for long-term sustainability and minimal maintenance requirements. The staircase provides public access to the Rio Chama Trail, a 5-mile hiking route between Heron and El Vado Lake State Parks. The existing composite staircase, originally constructed in the early 1980s by the Bureau of Reclamation and Youth Conservation Corps, was closed to the public in 2018-2019 due to safety concerns.

The contractor's key work activities include attending a pre-construction meeting, picking up government-furnished materials, confirming design dimensions prior to fabrication, mobilizing to the project site, removing existing hand railing and staircase sections, inspecting concrete foundations with the government, installing new hand railing and staircase sections, installing new kiosks, removing the existing cableway bridge (which was replaced with a concrete deck steel bridge in July 2022), completing punch list items, and performing site cleanup. The project location is at Latitude 36°39'40.5" and Longitude 106°41'54" along the Rio Chama upstream of Heron Reservoir. The document includes site photographs and a location map showing existing conditions of the staircase and surrounding terrain.

SJC Rio Chama Trail Staircase Project Description

Purpose: During the engineering and alternative analysis process, the decision to replace the existing composite staircase with a steel staircase was determined the best value for BOR and NMSP. This option will extend service life and reduce O&M efforts on the staircase and hand railing for several decades. The installation of a new steel staircase and hand railing systems will comply with OSHA public access codes. Once the bridge is replaced, the Rio Chama trail will become fully open to visitors to hike the Rio Chama trail between Heron and El Vado state parks.

Authority: The authority is found under the U.S. Code Title 23. Highways, Chapter 2. Other Highways, and these Sections:

• 201. Federal lands and tribal transportation programs

• 203. Federal lands transportation program.

Background The Heron Rio Chama Trail Bridge (bridge) and Staircase (Staircase) was designed and constructed by the Bureau of Reclamation (Reclamation) and Youth Conservation Corps (YCC) in the early 1980s. The current bridge length is approximately 150 feet featuring a cable suspension system providing access across the Rio Chama at the Heron trail head. The Rio Chama trail travels approximately 5 miles between Heron and El Vado Lake State Parks. NM State Parks closed access to the bridge in 2018 and staircase the following year due to safety concerns for the public.

The staircase is in Rio Arriba County, New Mexico along the Rio Chama upstream of Heron Reservoir outlet works at the entrance to the Rio Chama Trail at Latitude 36º 39’ 40.5” and Longitude 106º 41’ 54”. Rio Chama Trail is approximately 5 miles in length and starts at Heron reservoir and travels to El Vado reservoir and is managed by the NMSP-RTP.

Reclamation replaced the cableway bridge in July 2022 with a concrete deck steel bridge just upstream of the existing location.

Purpose To replace the existing mixed material (steel and wood) staircase and hand railing systems with new steel staircase and hand railing systems. The use of steel materials shall provide a long-term sustainable installation and featuring Corten’s rusty red finish will provide a visual benefit that the new staircase and hand railing systems have been here for several decades and provide minimum annual maintenance for NMSP.
