About this file
This is a Questions and Answers document for federal contract solicitation 140R4026Q0100 regarding FCCO Construction Trailer Relocation, issued by Reclamation on 7 July 2026.
The document addresses six key inquiries from potential contractors regarding the transport and relocation of a double-wide construction trailer. The trailer, manufactured in July 2002, can be separated into two 12-foot-wide sections for transportation. The government cannot provide current structural certification for the trailer's condition, though it was deemed safe for over-the-road transport approximately 10 years ago when moved from Durango, Colorado to Yah-Ta-Hay, New Mexico. Regarding documentation, some VIN/serial numbers and manufacturer data plate information are available in attached photos, with contractors directed to contact the government for additional requirements needed to obtain New Mexico DOT transportation permits. The contractor is responsible for supplying tires (two axles per side), towing hardware, and ensuring the running gear meets roadworthy conditions, as no tires are currently under the trailer and the hitches/tongues are detached but available. For site preparation, the two smaller wooden decks on the north and south ends can be removed and disposed of, while the large deck must be dismantled and reinstalled at the destination. The government confirms no known structural limitations of the trailer beyond the age-related considerations.

FCCO Construction Trailer Relocation Solicitation Number: 140R4026Q0100
Questions & Answers 7 July 2026
1. Can the double-wide trailer be separated into its two 12-ft-wide sections for transportation, or must it be moved as one complete 24-ft-wide unit? Yes, it can be separated into 2 sections.
2. Is the trailer currently rated, certified, or otherwise confirmed as safe for over-the-road transport in its current condition, including axles, tires, frame, hitch/tongue, and structural connections? It was safe for over-the-road transport when it was moved from Durango, CO to Yah-Ta-Hay, NM, approximately 10 years ago. To say the tongue, axles, frame etc. is structurally certified, the government cannot answer the question with confidence.
3. Will Reclamation provide the trailer title, registration, VIN/serial numbers, manufacturer data plates, or any other documentation needed to obtain New Mexico DOT transportation permits? Some information with these numbers is posted in the newly attached photos. If there is further information needed, please reach out to the government.
4. Towing hardware / running gear: Are towing hitches/tongues currently attached to each trailer section, and are the axles and tires road-ready for transport? If not, is the contractor responsible for supplying towing hardware and bringing the running gear to roadworthy condition? No tires are under the trailer.
The hitches/tongues are not attached but are under the trailer. The contractor would need to provide tires;
there are 2 axles per side. The contractor would be responsible for supplying towing hardware and bringing the running gear to roadworthy conditions.
5. Entry deck: The PWS photographs show a wooden entry deck/landing in addition to the stairs. Is relocation or removal of the deck within the contractor's scope of work? If so, is it to be dismantled and reinstalled at the destination, or removed and disposed of? The 2 smaller decks located on the north and south end can be removed and disposed of. The large deck will need to be dismantled and re-installed when the trailer is set up (also in work statement).
6. Structure age and condition: Please provide the manufacture date (or HUD data-plate information) and any known structural condition limitations for the unit, so that transport risk can be properly assessed.
The date of manufacture; 07/2002. There are no known structural limitations of the trailer. Please see photos attached to this amendment for further plate information.
