140R4022R0010 Clarification Questions Round #2
1. Question: Can you provide any information regarding the time that permanent power will be provided to the site? We understand it is the contractor’s responsibility to provide all temporary power, but it is helpful to know when permanent power will be provided.
Reclamation Response: A date cannot be provided at this time. Reclamation will be working with the provider to supply permanent power, but the date of install cannot be guaranteed. While this is a high priority for Reclamation to complete permanent power installation to the site, offerors should assume they will need to provide temporary construction power from start of construction through testing and commissioning of both pumping plants.
Section 01 51 00 – Temporary Utilities has been revised to include “Construction Temporary Electric Power” and “Testing and Commissioning Temporary Electric Power” for Measurement and Payment. Please note the included language that if and when utility power is available, actual costs billed from the Utility (NTUA) will be reimbursed by Reclamation rather than CLIN pricing used for contractor provided power. Price Schedules 1 and 2 have been revised to include two additional CLIN items for Price Schedules 1 and 2, one for Construction Temporary Electric Power and one for Testing and Commissioning Temporary Electric Power (CLIN 1-3A, 1-3B, 2-3A, 2-3B).
2. Question: Please clarify if the PPQ references are to submit the completed form directly to the Contracting Officer and Contracting Specialist by the RFP due date or back to the offeror to submit with the RFP.
The RFP states: The offeror shall submit the PPQs to their references and have the references complete and return the questionnaires via email to aloveless@usbr.gov and carbon copy ajones@usbr.gov by the date and time indicated on the form.
The form states: RECLAMATION REQUESTS THAT THE CLIENT COMPLETES THIS QUESTIONNAIRE AND SUBMITS DIRECTLY BACK TO THE OFFEROR. THE OFFEROR WILL SUBMIT THE COMPLETED QUESTIONNAIRE TO RECLAMATION WITH THEIR PROPOSAL, AND MAY DUPLICATE THIS QUESTIONNAIRE FOR FUTURE SUBMISSION ON RECLAMATION SOLICITATIONS. CLIENTS ARE HIGHLY ENCOURAGED TO SUBMIT QUESTIONNAIRES DIRECTLY TO THE OFFEROR. HOWEVER, QUESTIONNAIRES MAY BE SUBMITTED DIRECTLY TO RECLAMATION. PLEASE CONTACT THE OFFEROR FOR RECLAMATION POC INFORMATION. THE GOVERNMENT RESERVES THE RIGHT TO VERIFY ANY AND ALL INFORMATION ON THIS FORM" Reclamation Response: The references/clients can choose whether to submit the form directly to Reclamation or to the offeror to submit with their proposal. Either is acceptable.
3. Question: Tank floor slab type and thickness: Section 33 16 51 Concrete Wire Wrapped Tank makes no reference to a required posttensioned floor; however, the drawings used in the plans (Sheets 60874 and 60875) reference a post tensioned floor. It appears the concrete tank drawings in the plans are indicative of a D115 tank as specified in 33 16 52 – Concrete Prestressed Tank. AWWA D110 Tanks can be designed with free spanning dome roofs excluding the loads of internal columns on the tank floor. Furthermore, it is the standard of AWWA D110 tanks to have a minimum 4” floor.
Please confirm that,
(a) Post-tensioned floor requirements do not apply to the proposed AWWA D110 prestressed concrete Type III wire-wrapped tank specified in Section 33 16 51, and
(b) The floor slab for this tank may be the standard 4-in. thick membrane floor conforming with the provisions of the AWWA D110 for Type III tanks.
Reclamation Response: Post-tensioned concrete floors, as noted on drawings 1695-D-60874 and 1695-D-60875, are required for both the AWWA D110 and D115 water storage tank options. Specification Sections 33 16 51, Concrete Wire Wrapped Tank, and 33 16 52, Concrete Prestressed Tank will be revised to include additional language for clarity.
4. Question: Floor surface slope: In Section B of Sheet 60874 (117), the 0.51’ rise in floor slab elevation from the tank wall to tank center is not consistent with the slope s = 0.015 but corresponds, instead, to a slope 0.0125+/-.
With respect to the tank floor slope, please confirm that the governing criterion in Section “B” of Sheet 60874 is the 0.51’ difference in elevation between the wall and tank center rather than the slope s = 0.015.
Reclamation Response: The slope of the tank floor is measured from the tank center (high point, El. 0.51) to a circular centerline located at a radius of 34-feet measured from the tank center (low point, El. 0.0). The tank floor is flat from the low point to the tank wall. The information is correctly shown on the current drawings.
5. Question: Hydrostatic uplift: Given that, according to the boring log, no groundwater was encountered in the upper 50’± below existing grade, please confirm that it is not necessary to design the tank against hydrostatic uplift due to high groundwater or flood levels.
Reclamation Response: The Contractor’s assessment of the geologic information included as part of the Solicitation is accurate. Contractor’s engineer will need to determine if the tank should be designed for hydrostatic uplift. Reclamation is not the Engineer of Record for the water storage tank.
6. Question: Top-of-bedrock elevation in Pumping Plant 3 (PP3): According to the Table in Sheet 60832, top of competent bedrock is 1.0’ below Datum 0.0’ (namely at elevation 5578.50’±). Since this elevation is nearly at and above the bottom of the minimum 12” leveling base (5578.68’ at tank center to 5577.50’ under the perimeter footing), it is expected that excavation into the bedrock will be required.
| However, given that (a) According to Sheet 60879, existing grade elevations are 5576’ to | 5580’; and (b) According to the PP3 boring logs, depth to bedrock is 3’ to 3.5’ below grade, the top-of-bedrock elevations would be expected to vary from 5573’ to 5576.5’ – both of which lie below the bottom of the minimum 12” leveling base elevations and, therefore, do not require any bedrock excavation. |

7. Question: Section 331651-6 item 2.01 A.2.c states “Where tank surface is exposed to earth, weather, or liquid and less than 2-inches of concrete cover is provided, strand or wire shall be galvanized per requirements ASTM A586, Table 4, for Class A coating.”; please revise as follows: The minimum cover over prestressing wires measured to the outside face of the wall shall be 1”.
Reclamation Response: Per Specifications Section 33 16 51, Paragraph 3.01.G.9, the Contractor shall provide a total shotcrete cover coat thickness of not less than 2-inches over the prestressing wire or strand. The Specifications will be revised to remove the requirement of Paragraph 2.01.A.2.c.
8. Question: Section 331651-8 item 2.02 A references and “Access Door”; please confirm a 24”CL 31” OD manway is an acceptable alternative.
Reclamation Response: Access doors (wall accessways) are not required for either the AWWA D110 or AWWA D115 tank type options. The Specifications and drawings will be revised accordingly.
9. Question: Please confirm the tank manufacture may design the overflow and associated wall penetration elevations.
Reclamation Response: The Contractor, or their sub-contractor, is responsible for the design of the overflow weir box, weir box supports, and overflow pipe supports within the parameters shown on the drawings and outlined in the Specifications. Refer to drawing 1695-D-60944, Note 2, and Specifications Section 33 16 40, Paragraphs 1.04.A.6, 1.04.A.10 and 1.04.A.11. The final tank overflow pipe centerline elevations and associated wall penetration elevations may vary from what is shown on drawing 1695-D-60944 provided the permitted minimum/maximum weir box dimensions.
10. Question: Are submitters allowed to alter Attachment 7 and 8 forms by creating their own templates with the required information?
Reclamation Response: As long as the information is presented in the same manner and can be evaluated the templates can be altered.
11. Question: In Master Plan 2: Past Performance / Experience it states that: the table can list up to four projects that differ from the projects submitted in the first paragraph of this Master Plan.
Are those four additional projects required to also be submitted on Attachment No. 7 Experience Forms? Or is Attachment 7 only to be used for the three to five relevant projects?
Reclamation Response: Templates are not required for additional projects but are preferable.
