QUESTIONS AND ANSWERS

TECHNICAL RELATED

1. Sub factor 3D in the solicitation asks for the preliminary construction schedule to be submitted in Microsoft Project format. Specification section 01 32 10 asks for the project schedule to be submitted in Primavera P6 format. Can the contractor submit the preliminary schedule in P6 in lieu of Microsoft Project?

a. Yes

2. Please specify what DR rating the 42” HDPE comprising the Feeder Canal will be required to be and if it is DIPS or IPS.

a. 42-inch (DIPS), DR 32.5. Section 33 11 18 – HDPE Pipe has been revised to include these requirements.

3. Please provide a manufacture and model name/number for the 42” slide gate and actuator as a design standard reference.

a. This is an incomplete list of manufacturers that produce a cast iron slide gate that can meet the specification. Each gate manufacturer works with hoist manufacturers to provide a hoist and gate as a package that can meet the specification. Note that it is the Contractors responsibility to work with the gate manufacturer to ensure that the supplied cast iron slide gate meets the specifications and size restraints.

i. Hydro Gate, Heavy Duty HG560

ii. Waterman, Heavy-Duty Cast Slide Gates, AWWA C560

iii. Rodney Hunt, Cast Iron Sluice Gates

4. Specification Section 01 57 30 states the Dredge Fill Permit will be obtained by the BOR and transferred to the Contractor. If the conditions of the permit require additional or unanticipated work by the Contractor, will the costs to comply with the permit be reimbursed by the BOR?’

a. The 404 permit does not currently require any work outside the current scope.

5. In reference to Amendment 0005 Question and Answer 8: Would the evaluation team reconsider this requirement and allow several relevant past projects to demonstrate the work elements collectively? Additionally, the Cement Bentonite Cut-off Wall is highly specialized work and is often demonstrated in proposals by a key subcontractor. Would you consider allowing a key subcontractor’s experience be used to meet this criterion as an additional project beyond the minimum 3 past projects?

a. Yes, the evaluation team will consider several relevant past projects to demonstrate the work elements collectively. Key subcontractors’ experience can be used to meet the project criterion.

6. Will you please provide clarification on the fittings for the pvc pipe? The specs state manufacturer pipe recommendation; however, pipe manufacturers don’t really recommend fittings. We can do gasketed pvc fittings, or ductile fittings with mj glands or restraints. But without any additional spec or information it is kind of all up in the air.

Ductile fittings with glands will be significantly cheaper. However, it would need to be stated if they should be epoxy and then if they needed SS hardware and if they could just be a gland due to no pressure, or if they needed to be restrained.

a. Specification section 33 46 36 2.01.D has been modified to be more specific:

D. Fittings and Couplings:

1. Shall meet the requirements of AWWA C900 2016.

2. Epoxy-coated ductile iron.

3. Mechanically restrained.

4. Exterior protected with Poly Wrap.

5. Elbows shall be 22.5 degrees or less.

7. Contract Drawings 153-D-60010 to 153-D-60013 show the bottom elevation of the C-B

Cutoff Wall approximately 20 ft below the top of the bedrock. Note 1 of drawing 153-D- 60010 mentions that the “final elevation of bottom of cutoff wall could be higher […] if refusal is encountered as defined in the specifications […] [or] deeper than shown if highly weathered or fractured bedrock exists locally.”

The refusal criteria as defined in SS 31 56 20 paragraph 1.02 C. is as follow: “Inability of the Contractor’s production equipment to excavate more than 1 foot of depth over a bottom trench length of 20 feet within a time period of 60 minutes. Production equipment is in proper and effective operating condition and excavator bucket is equipped with ripper teeth on the back of the bucket.”

Slurry Wall Contractors use different type of excavators to excavate cutoff walls and it is important to specify the minimum break-out force at the bucket necessary for the implementation of the refusal criteria. On a previous project where the cutoff wall excavation was designed to be keyed in partially weathered rock or weak rock formations, the specifications required that the Contractor to demonstrate that its equipment has a break-out force at the bucket of at least 45,000 pounds at the maximum design depth.

We recommend that specifications include a minimum break-out force at the bucket.

a. The following specification clauses have been revised:

31 56 20 1.04.C.3:

3. Description of proposed method of trench excavation, including equipment and sequence of constructing the cutoff wall.

a. Include the power rating curve for the excavator that will be used to excavate the cutoff wall.

31 56 20 3.01.B:

B. Excavating equipment:

1. Capable of excavating 3.0-foot-wide trench through compacted embankment, overburden soil and underlying weathered foundation rock. Refer to Section 53 10 00 – Geologic investigations.

2. Capable of continuously excavating 3.0-foot-wide trench to the full depth shown on the drawings.

3. The Contractor shall modify or replace equipment when necessary, as determined by the COR, to maintain productions rates in accordance with the Contractor’s construction schedule.

4. A large excavator, having a minimum of 475 HP, shall be used to excavate the cutoff wall.

8. SS 31 56 20 paragraph 3.02 B. 1. b. mentions that the minimum trench width is 30 inches. Construction Drawing 153-D-60014 shows the width of the cutoff wall being 3.0

ft. Please confirm the minimum width of the cutoff wall.

a. See response to question 7. The correct dimension is 3.0 feet. The specifications have been revised to reflect this dimension.

9. Can CAD files be provided to bidders to allow for more accurate and consistent takeoff quantities?

a. No.

10. Sheet 153-D-60036 Detail 2 and Sheet 153-D-60043 Detail 1 calls for 6” water stop at the Inlet and Impact Basin interface with the Pipe encasement. 40-D-60003 General Notes cover portion attached calls for 2” minimum clearance on bar #8 or less. The 3” projection of the 6” water stop into the structure will be in conflict with the rebar. How will this be addressed so it can be constructed per the specifications?

a. This question will be answered via Amendment 0007.

11. If the 9” min coverage is utilized at the Feeder Canal Headworks conduit encasement as called out on sheet 153-D-60040,41, proper placement and consolidation will not be possible due to rebar congestion. Is this the intent of the design?

a. The concrete shall be placed and finished within tolerances specified in 03 30 00 in the Specifications.

12. There are no construction joints identified on the Drop Structures plans, it is assumed the invert slabs will be placed monolithically with the cutoff walls. During the site visit it was noted that the structures are to be replaced in sandy soils unable to hold a vertical cut. Please confirm it is the design intent to over-excavate the foundation, import structural backfill with the ability hold this vertical, and re-excavate at these locations.

Please confirm it is the design intent to add construction joints at the tops of the cutoff walls.

a. The location of construction joints shall be determined by the contractor and submitted for approval to the COR, in accordance with Section 03 30 00 – Cast-

In-Place Concrete, paragraph 3.06 and RSN 03 30 00-2, Concrete Placement Drawings.

b. The contractor shall form as needed so that the completed work meets specified structural deviations, surface tolerances, and finish requirements in accordance with Section 03 30 00 – Cast-In-Place Concrete, Table 03 30 00C – Deviations from Specified Lines, Grades, and Dimensions. Forming against earthfill is allowed as long as minimum reinforcement cover is met.

13. On Drawings 20 & 22, the cleanout detail specifies a “24-inch dia. protective casing”.

However, in spec section 33 46 36-5 (Toe Drains), part 2.03.B. (Caps) states "sized to fit cleanout pipe”. Can a detail be provided for the protective casing at the cleanouts? Can the detail also provide how the casing is secured within the lean concrete?

a. 12” diameter protective steel covers are acceptable for toe drain cleanouts. The design intent was to have something similar to the well cover shown below.

When using a 12” steel cover with 12” C900, a Marmac type of coupler or specialty MJ fitting can be used to connect the steel pipe to the C900 and the connection would then be encased in concrete as shown on the drawings. When using with 8” C900, the 12” protective cover would fit over the PVC pipe, similar to what is shown on the drawings.

14. Regarding the Chain Link Fence Bid Item (CLIN # 00010-42), spec section 32 31 10, Part 1.01.A.1.a. requires a lump sum price for the existing fence at the spillway crest access road. Given that the bid drawings do not show the extent of the existing fence at the spillway crest access road, can this existing chain link fence be quantified by the

BOR?

a. At the spillway crest access road, Reclamation estimates that the existing gate needs to be removed (8 feet high, 15 foot single swing, assume remove of 2 gate posts) and that 10-feet (8 feet high, 1 terminal fence post) of fence needs to be removed.
