PERFORMANCE WORK STATEMENT (PWS)

JANITORIAL SERVICES FOR GRAND COULEE DAM

1. BACKGROUND

Grand Coulee Dam is the largest power generation plant in the United States and is among the largest power generating facilities in the world. Grand Coulee Dam is a critical infrastructure and contains equipment which is highly sensitive and critical to power production for the Western United States. Additionally, Grand Coulee is listed as a National

Historic Site and needs to be maintained to a level appropriate for that status.

In addition, Grand Coulee Dam is a major tourist attraction and is therefore exposed to a great deal of public scrutiny. This janitorial requirement has been developed to ensure high standards requirements are maintained. Prospective offerors are advised that this work is not the "run of the mill" janitorial work, and we suggest that you study the special requirements carefully and be prepared to offer a proposal that shall accommodate these requirements.

2. OVERVIEW OF REQUIREMENT

This contract is to provide comprehensive janitorial services throughout the Grand Coulee

Dam complex. This encompasses 76 separate buildings, offices, industrial shops, storage areas and publicly used areas. Total square footage is approximately 1,426,733 square feet.

The service will include, but not be limited to, office buildings and spaces, tourist facilities, control bays, service bays, powerplants, pump/generating plant, switchyards, and elevator towers as further detailed herein. See Suggested Cleaning Schedule, attachment A.

Note: A map of the facilities and/or drawings of the building are restricted due to security requirements.

3. TYPE OF CONTRACT

Contract shall be a firm-fixed price contract for the base year plus four option years to be exercised at the Governments discretion.

The minimum required tools and equipment (i.e. power-driven floor scrubbing machines, polishing machines, industrial type vacuum cleaners, etc.) must be in good operating condition at all times during the performance of the work. Equipment powered by internal combustion engines shall not be used, nor can propane equipment be used. All equipment shall be of the size and type customarily used in work of this kind.

140R1723R0002

The Contractor shall be directly responsible for instructing employees in appropriate utilities conservation practices. Contractor employees and in turn the Contractor shall be responsible for operating under conditions which preclude the waste of utilities. Water faucets and valves shall be turned off after the required usage has been accomplished. Mechanical controls shall not be adjusted by Contractor employees.

6. GREEN PROCUREMENT

The implementation of this contract shall be in accordance with FAR Clauses; 52.223-1, 52.223-2 and 52.223-17 regarding the use of environmentally preferable products, bio-based products, energy and water-efficient products, and alternatives to hazardous or toxic chemicals.

The Contractor shall use green cleaning products, processes and equipment, and shall demonstrate such capability by submitting a green cleaning plan as stated in the solicitation under FAR 52.212-1 Instructions to Offerors, to the Contracting Officer (CO) or their designee that describes methods, materials, and equipment used under the contract. Green cleaning is a planned and organized approach to cleaning that is designed to protect the occupants and workers health and reduce the impact on human health and the environment.

Green cleaning products and processes include, but are not limited to bio-based products, products containing recycled content, environmentally preferable products and services, and otherwise environmentally friendly products and services that minimize the use of energy, water, and other resources. Chemical concentrates that require dilutions are preferable compared to ready-to-use products and should be used whenever possible.

Dilution control equipment should be employed to ensure correct dilutions of concentrates and to protect workers from exposure to concentrated chemicals. Green cleaning products and processes shall be compliant with the Guiding Principles for Sustainable Existing

Buildings.

For categories of items that are Environmental Protection Agency (EPA)-designated (e.g.

Comprehensive Procurement Guidelines [CPG]) and United States Department of
