About this file
This is a Scope of Work for a Request for Quote (RFQ) to replace the diesel generator and automatic transfer switch at Pump Station 840 in Golden Gate National Recreation Area's Marin Headlands facility, located in Sausalito, California. The project involves removing the existing 135kW, 169 kVA, 277/480V three-phase Kohler diesel genset (Model #135ROZJ, Serial #0729271) and replacing it with a new genset that matches performance standards. The contractor must provide a new fuel tank sized to fit within the existing equipment pad dimensions of 2'-11" x 8'-9" with a 10'0" roof height clearance. The new generator must comply with Tier 4 emissions standards and regulations from the California Air Resources Board (CARB) and Bay Area Air Quality Management District (BAAQMD). The contractor is responsible for obtaining all required permits, including a BAAQMD permit to operate and any retirement permits for the old equipment.
The contract is structured with one base line item (Replace 840 Genset) and one option item (Replace 840 Automatic Transfer Switch). The contractor must remove the existing ATS panelboard and replace it with a new unit compatible with the replacement generator, while reusing the existing housing cabinet. A manual transfer switch must also be provided. All electrical, mechanical, gas, and exhaust connections must be completed by the vendor with no building modifications allowed. Critical project constraints include: maintaining system operation with no shutdown longer than 90 minutes (requiring sewage truck pumping or electrical bypass if exceeded), providing temporary backup generator coverage if the main unit is offline overnight, and ensuring uninterrupted operation until the BAAQMD permit is active. The contractor must furnish a one-year warranty on parts and labor, provide detailed product specifications prior to notice to proceed, and submit operations/maintenance documentation and permits upon completion. Work hours are 8 a.m. to 5 p.m., Monday through Friday, with no holidays allowed.

Golden Gate National Recreation Area
REVISED 3 March 2026
(see items in red for changes to the original Scope of Work)
Objective
Golden Gate National Recreation Area (GGNRA) desires to solicit a request for quote to qualified vendors to replace the existing 135kW 169 kVA 277/480v Three-Phase Diesel Genset and Option Item Automatic
Transfer Switch (ATS) in lift station 840 Bunker Rd, Sausalito, California, 94965.
Background
The Marin Headlands is a robust community of park visitors, non-profits, park partners, residences, concessionaires, and housing for 134 NPS staff members and interns. Over 4 million visitors per year visit the
Marin Headlands. Sewage from the Marin Headlands is pumped via forced main through the Baker Barry tunnel to Fort Baker. Pump station 840 is the final station in the Marin Headlands. From this station, all sewage produced in the Marin Headlands is pumped via forced main out of the Marin Headlands to Fort Baker, and from there to the Sausalito Sewer District. The station pumps around 60,000 gallons of sewage a day during dry weather and 150,000 gallons during rain events. The station is powered by three-phase power supplied by PG&E and is backed up by a NPS-owned stationary diesel generator. In August,August 2025 it was discovered that the ATS was not functioning properly. Replacement of the existing genset and ATS with a new genset and ATS that match the performance standards of the existing is required.

All electrical, controls, gas, and mechanical exhaust connections, and any associated appurtenances must be completed by the vendor. No modifications of the existing building are allowed. The existing building is not fire rated. The contractor will test operation of all equipment.
The new generator shall satisfy Tier 4 requirements and must be compliant with the rules and regulations of the California Air Resource Board (CARB) and the Bay Area Air Quality Management District (BAAQMD).
