The contractor must complete and submit a Septic Pumping and Disposal Log after each service call to designated park staff, with payment requests submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform (IPP) within 30 days of work completion. Water will not be provided by the park.

STATEMENT OF WORK

Point Reyes National Seashore

Septic Pumping FY26

Solicitation #140P8425Q0020

The Contractor shall furnish the necessary personnel, equipment, licensure, and expertise to successfully provide septic & vault pumping services to all requested locations within Point

Reyes National Seashore (the Park), West Marin County, California.

A base year purchase order with four (4) option years is anticipated. The Request for Quotation

(RFQ) will include:

• one base line item for the 2026/2027 service period of April 21st, 2026 – April 20th 2027

• one option item for the 2027/2028 service period of April 21st, 2027 – April 20th 2028

• one option item for the 2028/2029 service period of April 21st, 2028 – April 20th 2029

• one option item for the 2029/2030 service period of April 21st, 2029 – April 20th 2030

• one option item for the 2030/2031 service period of April 21st, 2030 – April 20th 2031

Requirement Details: The estimated volume of wastewater to be pumped annually is 120,000 gallons, from multiple sites within the Park. Gallons to be pumped vary, depending on usage and park visitation. Septic tanks and vault toilets are located throughout Point Reyes National Seashore. Septic tanks and vaults range in size from 1,200-gallons to 16,000-gallons. See “Locations and Volume Information” spreadsheet, and the Maps for septic and vault toilet locations (these are separate attachments to the Solicitation). Not all sites shown on the maps will get pumped under this contract. The first pumping is estimated to start on April 21st, 2026.

Additional pumping will be performed on call, on an as needed basis throughout the year. The contractor will base their annual pricing on a per trip cost, assuming there will be 78 anticipated number of trips per year.

One park owned portable toilet will be pumped on a weekly basis (about 50 gallons). This toilet is located at KPH Marine Radio Station (NDOC) 17400 Sir Francis Drake Blvd, Inverness, CA 94937.

See attached “Anticipated Annual Pumping Totals by Location” spreadsheet. The spreadsheet shows the locations and number of times the Park anticipates pumping each site. However, the Park may request service under this contract for any location listed in the Park as needed.

Point Reyes National Seashore authorized personnel will call/notify the Contractor of the vaults and or septic tanks to be pumped. This will include the order of priority as well as dates of desired pumping. A minimum response time of 48 hours is required, with 24-hour response required in the event of notification of an emergency situation. Notification of pumping will only be made by:

Any changes or additions to the park staff authorized to provide the Contractor with this notification shall be communicated to the Contractor and authorized in writing solely by the

Contracting Officer.

Park personnel will escort pumping trucks to locations that require access through locked gates.

Park personnel will be available to escort to other locations if requested by the Contractor.

Disposal of wastes by the Contractor will be done according to all County / State regulations at a State / County permitted disposal site. The Contractor is responsible for the arrangement and disposal of all waste. The Contractor will be responsible for complete clean up any leakage or spillage that occurs in relation to pumping operations. Any materials/trash removed during pumping shall be properly bagged and disposed of outside the Park.

Contractor vehicles and all equipment must be free of leaks and in safe, legal operating condition.

The Contractor is responsible for the complete cleanup of all vehicle/equipment spills or leaks within Point Reyes National Seashore. Contractor vehicles/equipment must be free of any non-native vegetative material. Water is not provided by the Park.

Per the California Water Quality Control Board; the Contractor will maintain, throughout the contract period, a Septic Pumping and Disposal Log (as shown on last page of this document).

Payment requests must be submitted electronically through the U. S. Department of the

Treasury's Invoice Processing Platform System (IPP) at https://www.ipp.gov/. DTR shall submit all invoices through www.ipp.gov within 30 days of the completion of work. Failure of the contractor to upload an attached copy of the invoice and any requested documentation through IPP.gov will result in invoice being rejected.
