About this file
This document is an amendment to a solicitation for the National Park Service (NPS) at Redwood National Park to replace the existing roof on the Headquarters Building in Crescent City, California. The solicitation is a Request for Proposals (RFP) for a contractor to remove the existing adhered modified bitumen roof system and install a new TPO membrane roof system, including replacing any water-damaged wood sheathing, roof hatches, gutters, drains, and the existing roof-top solar array. The contract period of performance is 9 months, from September 2024 through June 2025, with a potential seasonal shutdown if weather prevents work from starting until Spring/early Summer 2025. This is a Total Small Business Set-Aside procurement under NAICS code 238160, Roofing Contractors, with an estimated project value between $250,000 and $500,000. Award will be made on a Best Value basis. The amendment provides clarification on questions received during a recent site visit, including allowing a single person to serve in multiple roles and permitting weekend work with advance notification. It also adds two new FAR clauses to the contract.

SITE VISIT SUMMARY:
A second pre-proposal meeting was conducted on August 16, 2024. Participants met at 11:00 a.m. Pacific Standard Time (PST) at NPS Headquarters Building at 1111 2nd Street, Crescent City, California. The project scope was reviewed at the meeting and potential contractors were given an opportunity to ask questions. Potential contractors followed NPS staff through the building to the roof top access and onto the roof to observe existing roof conditions. Questions asked during the site visit were recorded and answered below. The site visit concluded at approximately 12:30 p.m.
ATTENDEES:
• Patrick Pollard, Facility Manager, REDW
• DRI, Inc.
• Red Sky Roofing, Crescent City, CA
PROJECT QUESTIONS FROM PREBID SITE WALK MEETING:
• Question: Can a single person on the contractor’s staff serve as the safety officer, superintendent, and quality control representative? Answer: Yes, the contractor can combine roles of qualified personnel.
• Question: Is weekend work permissible? Is continuous supervision required on by the contractor. Answer: Weekend work may be permissible at the discretion of NPS with ample notification. The contractor is required to have a superintendent at the site during all construction activities.
• Question: Are Infection Control Risk Assessment (ICRA) standards applicable to this project? Answer: No.
PROJECT QUESTIONS RECEIVED VIA EMAIL:
• Question: Is it possible for a contractor to take samples during the pre-bid site walk for hazardous material testing? Answer: Sampling during the site visit is not allowed.
Contractors may submit questions regarding the age of the existing roof etc. Sampling will have to occur after the contract has been awarded. This is not the first time the roof has been replaced, the last time was early 2000s. NPS does not have reason to believe hazards exist, but if it is encountered during construction, per specification 02 41 20, work will be stopped, and the Contracting Officer must be notified for direction.
AMENDMENT #2 ITEMS:
Solicitation Amendment no. 2 will include a revision to the “Terms/Provisions/Clauses,” replacing current Attachment no. 8 with new Attachment. 14, to add the following two clauses into Section I:
