The project scope was reviewed at the meeting and potential contractors were given an opportunity to ask questions. Potential offerors followed NPS staff through the building to the roof top access and onto the roof to observe existing roof conditions. Questions asked during the site visit were recorded and answered below. The site visit concluded at approximately 12:30p.m. (PDT).

• Patrick Pollard, Facility Manager, REDW
• Jason Haberman, Buildings Supervisor, REDW
• Duro-Last Roofing
• Red Sky Roofing, Crescent City, CA
PROJECT QUESTIONS FROM PRE-PROPOSAL SITE WALK:
1. Question: Is a PVC membrane an acceptable alternative to the specified TPO roofing?
Answer: Yes. A PVC membrane is acceptable. Plans and specifications have been updated to reflect this. Specification section 07 54 19 added to cover PVC membrane roof.
2. Question: Are as-built drawings available for the building? Answer: As-built plans including original 1974 plans and 2006 improvements are provided as part of this
Amendment 1.
3. Question: Is stainless steel flashing required? Answer Specification section 01 27 00
3.1.I CLIN 0009 updated to specify manufacturer coated 24-ga flashing is required.
4. Question: Is insulation part of the contract and was is the R value? Answer: Yes.
Reference plans and specifications. New rigid insulation is required on the roof (R-10 minimum). Spray foam insulation is required within the attic space (R-13 minimum).
5. Question: Is there a roof height change on the popouts (Ref 2/A400)? Answer: No. Detail
2/A400 has been modified in the Amendment 1 plans to remove reference to framing revisions at the popouts.
6. Question: Will gas lines on the roof require replacement? Answer: Plumbing on the roof will need to be removed as necessary to accommodate new membrane construction, then plumbing will be subsequently reinstalled by the contractor. Specification 01 27 00 has been revised to incorporate this clarification on CLIN 0002 and CLIN 0012.
7. Question: Can roofing extend up and over the parapet walls? Answer: Membrane system details are to be provided by the contractor as part of the roofing submittals.
Details should reflect industry standard details best suited for the new roof membrane based on existing building framing conditions.
PROJECT QUESTIONS RECEIVED VIA EMAIL:
8. Question: Has a hazardous waste survey on the roof been performed for asbestos and lead? Answer: A hazardous waste survey has not been performed. Reference specification section 02 41 20, including part 3.5. Should asbestos containing material be suspected or discovered, work shall be stopped and the Contracting Officer shall be immediately notified.
9. Question: Is a liquid applied roofing system an acceptable alternative? Answer: No. The project requirement is for a TPO or PVC membrane roof system.
10. Question: The solicitation includes a requirement for a California roofing license. We believe Redwood National Park operates under exclusive jurisdiction. Typically, when the NPS requires a state license, it is for locations under "concurrent jurisdiction". In our experience, when a park is operated under exclusive jurisdiction, the state license requirement has been removed. We request that NPS consider removing this requirement. Answer: NPS verified that Redwood National Park is concurrent jurisdiction so the requirement for the state license will remain in place. However, if a company does not have one, NPS encourages to submit a proposal anyway. Not having the license does not disqualify the offer. The other technical factors evaluated may outweigh the lack of the state license.
