About this file
This document outlines requirements for a federal construction contract opportunity to replace failed septic tank and drainfield systems at Pinnacles National Park in California. The National Park Service seeks a contractor to demolish and remove existing wastewater facilities and construct new wastewater treatment systems within the park's East Side Campground. The work includes providing all labor, equipment, testing, and supplies to complete the project in accordance with local, state, and federal laws. The contract value is estimated between $1,000,000 to $5,000,000. This is a service-disabled veteran-owned small business set-aside requiring offers only from SDVOSB concerns. The solicitation package is available in SAM. A mandatory site visit will be held on June 29, 2022. Questions regarding this opportunity must be submitted in writing by the deadline specified in Section L of the solicitation.

SOLICITATION NO. 140P8422R0005
REPLACE FAILED SEPTIC TANK & DRAINFIELD SYSTEMS
PINNACLES NATIONAL PARK
SITE VISIT – AUGUST 16, 2022
SITE VISIT SUMMARY:
The site visit commenced on 08/16/2022 at 11:00 AM. The first locations visited were the
Comfort Station #1 by walking, then the group walked to the location of the sewer lift station
(sheet C03), and then the group walked to the bridge at the historic Bacon Ranch to observe the location of the combined drainfields for septic tank effluent coming from Comfort Stations
#1 & #5. The group then visited by vehicle to Comfort Station #4 (to be demolished), then to
Comfort Station #3 and its drainfield area, then to Comfort Station #2 and its drainfield area, and then to Comfort Station #5. The drive to Comfort Station #5 was along the paved road that the sewer force main alignment takes from the septic tank at Comfort Station #5 to the sewer lift station. While at Comfort Station #5 the new electrical power extension alignment to
Comfort Station #5 was observed. At approximately 12:30 PM the site visit was concluded.
SITE VISIT QUESTIONS AND NPS RESPONSES:
1. How will closing the Comfort Stations be done and will camp sites near the work also be closed?
NPS response: During the site visit on 08/16/2022, the NPS representative incorrectly stated that the NPS would provide temporary sanitation facilities at a Comfort Station closed for construction activities. The Construction Specifications, section 01 50 00 Temporary Facilities and Controls, subpart 1.1.A.1.c specify the following:
Sanitary Facilities: Restrooms will not be available for contractor or subcontractor use at the site. The contractor shall supply properly ventilated, weather-proof, lockable, portable toilets both for their own staff during the course of construction and for NPS
140P8422R0005, Site Visit Notes – August 16, 2022 staff and visitors during periods when the existing on-site wastewater systems are impacted by construction activities. The contractor shall properly pump / empty these toilets on a regular basis, and keep toilets clean so as not to attract insects / animals.
The number of temporary toilet facilities required for NPS staff and visitors during periods of wastewater system outage shall be six (6) at a minimum.
While the Contractor has a Comfort Station closed for construction activities the requirements of specification section 01 56 00 Temporary Barriers must be followed, as well as all related specifications.
The campground will remain open during the Period of Performance of the construction contract, and all camp sites will remain available to the public for use through the campground concessionaire. In carrying out the work of the Contract, the Contractor must protect the public, NPS staff, and concessionaire staff in accordance with specifications. Necessary temporary closures will be considered by the CO on a case by case basis in accordance with the specifications.
2. Does excess excavated native material have to be removed from the Park?
NPS response: Excess excavated native material shall be transported by the Contractor to designated location(s) within the Park's east side for stockpiling. The anticipated location is approximately one quarter mile south of Highway 25 on the NPS controlled unpaved access road coming off of Highway 25 that is on the east side of Sandy creek (the opposite side of Sandy creek from where the paved Pinnacles Highway ‐ Hwy 146 ‐ is located.) It should be noted that the access route from the main eastside campground area to the south end of the unpaved access road requires crossing a bridge with a load limit of 10 tons. For trucks weighing more than 10 tons, they will need to use Hwy 146 to get to Hwy 25 and then from Hwy 25 access the unpaved access road.
3. What is the quiet time in the Park?
NPS response: Quiet time is between 5:00 PM and 7:00 AM; regular work hours are from 7:00
AM to 5:00 PM.
4. What responsibility does the Contractor have for maintaining the water service line that serves Comfort Station #4 when Comfort Station #4 is demolished?
NPS response: The Contractor will be required to close the shutoff valve on the water service line located in a below grade utility box near to Comfort Station #4 prior to commencing the demolition of Comfort Station #4. The water shutoff valve and box are not to be demolished.
5. Can the NPS provide the required wood chips as government furnished material?
NPS response: The NPS looked into the possibility of providing the required wood chips but has determined that the Park would not be able to provide the required quantity of wood chips. Therefore, the Contractor will be required to procure the required volume of wood chips.
6. Is there a construction water source within the Park available to the Contractor?
NPS response: The potable water system that serves the campground can be used by the
Contractor for construction water as covered in the specifications in section 01 50 00 Temporary
Facilities and Controls. The campground water system is a potable water system so the
Contractor's connection to this water system must, in addition to being metered, must have the required backflow prevention controls in place. The quantity of water drawn from the water system by the Contractor will need to be logged and provided to the CO on a daily basis. The
Park's water production capacity is limited and so it may become necessary to limit the daily volume of water allowed to be drawn by the Contractor. It is anticipated that a volume of approximately 2,500 gallons per day will be available, with larger volumes than this available for a limited number of days.
7. Does the sandy loam imported soil material shown on the drawing for Comfort Station #2's drainfield need to be non‐native imported soil material coming from outside of the Park, or can it be native imported soil from the anticipated excess sandy loam soil material that will be available from the excavation for the drainfield at Comfort Station #3?
NPS response: The sandy loam soil material from Comfort Station #3 can be used for the required imported sand loam soil material called for in the drainfield at Comfort Station #2.
8. Can excavated native soil material that meets the requirements in the specifications for soils used for backfill be used for backfill soil material on this project?
NPS response: Native soils excavated by the Contractor in performing the work of the Contract that meet the requirements for backfill soil material called out in the specifications will be allowed to be used for backfilling as called for in the specifications.
9. Can the NPS provide the PG&E ticket number that had been open during the design phase of this project?
NPS response: The NPS information on the existing ticket number and contact at PG&E are the following:
35237856: Electric Service Installation- 5000 HIGHWAY 146 PAICINES
David McKenna Senior New Business Rep.
401 Work Street Salinas, CA 93901
(831) 784-3295
IF a new ticket must be opened, the Contractor will be responsible for interfacing with PG&E to have the new ticket opened.
10. Can the NPS provide the documentation from the hazmat testing done on the building materials of Comfort Station #4 that will be demolished?
NPS response: Yes, the NPS can provide this documentation.
11. Must all the buried existing onsite wastewater system components be demolished as shown in the Construction Drawings?
NPS response: All existing septic tanks identified in the Construction Drawings to be demolished
(and removed from the Park) must be demolished and removed from the Park. As for existing buried sewer piping and perforated drainfield piping (and associated appurtenances and gravel), only these existing components that lie within the extents of the locations where the new onsite wastewater treatment system components are to be installed will need to be demolished ‐ the remaining components of the existing onsite wastewater treatment system components can be abandoned in place. The locations of these abandoned in place components shall be recorded in the Contractor's as‐built information.
12. Has the NPS pre‐approved any material suppliers of the ASTM C33 sand?
NPS response: No, the NPS has not pre‐approved any material suppliers of the ASTM C33 sand.
