About this file

This document contains questions and answers related to a solicitation for site remediation and soil cleanup services at Santa Monica Mountains National Recreation Area in Ventura and Los Angeles Counties, California. The National Park Service requires the removal and disposal of contaminated soils from nine project areas, returning sites to finished grade, installing fencing and mulch, and removing infrastructure such as asphalt and bridges. The contractor will be responsible for loading, hauling, processing, recording, and disposing of contaminated soils in accordance with specifications. The contractor must provide supervision, labor, equipment, testing, and supplies to complete the remediation and related services. The solicitation is set aside for Service-Disabled Veteran Owned Small Businesses and has an estimated value between $500,000 and $1,000,000.

The questions and answers clarify the requirements, including the water source, delineation of excavation areas, utility locating responsibilities, personal protective equipment needs, and permits. They also resolve discrepancies between the number and type of post-removal soil samples required in the specifications versus the sampling and analysis plan. Additional analyses for total petroleum hydrocarbons, volatile organic compounds, and updated ash sampling are to be included in proposals.

SITE REMEDIATION AND SOIL CLEAN UP AT

SANTA MONICA MOUNTAINS NATIONAL RECREATION AREA

QUESTIONS AND ANSWERS 2

Q1) A water source was observed at Paramount Ranch during the 23-April-2021 Pre-construction visit. Can contractor use this water source? If so, is contractor required to meter and pay for this water?

A2) Cannot use source on Paramount Ranch property. However, there is a hydrant on Cornell Rd that contractor will be required to meter and pay.

Q2) At several locations ash was not visible in the excavation areas, only soil was observed. Is this soil the material identified as “ash” in the solicitation for removal? Contractor notes that soil will be denser than ash resulting in a higher project total tonnage.

A2) Please rephrase this question with specific “locations”.

Q3) Shallow utilities are likely present within excavation areas. Is contractor responsible for removal and/or capping utilities identified during pre-excavation and excavation activities?

A) See SOW Section 4.5. “Existing Utilities: Notify Park Representative and utility companies of proposed locations and times for excavation. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair of the utility will be done at no additional expense to the Government. If damage occurs to an unknown utility, contractor shall repair the utility. Equitable adjustment may be made in accordance with Changes clause of the contract.”

Q4) Because most excavation areas are small and localized, with minimum non-hazardous contamination, Contractor requests that dry decontamination procedures be used in place of wet decontamination to reduce the amount of waste generated. Contractor notes that haul trucks will not enter the “hot zones” therefore a dry-decontamination process will be sufficient.

A4) See Specifications Section 3.4.3 “The Contractor shall use attached Site-specific Debris Removal Operations Plan (DROP)”.

Q5) Will NPS personnel delineate the precise boundaries of the areas to be excavated?

A5) NPS personnel will facilitate the delineation of the precise boundaries of the areas to be excavated.

Q6) The SAP Health and Safety Plan identifies minimum Level D PPE; the DROP identifies minimum Level C PPE. Contractor requests NSP clarification for the minimum level PPE requirements.

A6) See Specifications Section 3.4 “Prepare Project Plans” and Specifications Section 3.4.1 “The Health and Safety Plan shall include…”.

Q7) The Contract Price Schedule includes the line item CLIN 0003 / Task 3: Archeological Monitoring. Section 3.4 of the Att02_Specifications states “SAMO will provide the Archeological and Native American Monitor.” Contractor requests clarification – what is the Contractor’s scope of work for this line item?

A7) Specifications Section 3.3.4 is informational and there is no need for a contractor provided monitor. The bid schedule will be updated to remove the CLIN for a monitor.

Q8) SAP Table 1, note 5 reads ”Post‐Cleanup soil samples will be analyzed for Title 22 metals using USEPA Method 6010B/7471A (including 20% of samples per area that will be analyzed for hexavalent chromium using USEPA Method 7196A), dioxins using USEPA Method 8920, PCBs using USEPA Method 8082 and asbestos using USEPA Method 60?” There appears to be a typographical error - Contractor requests clarification that Asbestos shall be analyzed using USEPA Method 600?

A8) SAP Table 1 is not to be used for this contract. Table 1 was for the first portion of the project. See Specifications Table 2 for the current number of samples and analytical methods.

Q9) Page 1-3 of the SAP includes the following bullet point: “A total of 148 post-Removal Action soil samples in the vicinity of 28 burned and destroyed structures, located within nine project areas, will be collected and analyzed for Title 22 metals via USEPA Method 6010B/7471A, including 20% of samples per area that will be analyzed for CrVI via USEPA Method 7196A, dioxins and furans via USEPA Method 8920, PCBs via USEPA Method 8082 and asbestos via USEPA Method 600.”

Contractor requests clarification: does the 20% of samples applies ONLY to CrVI?

A9) See Table 1, Note 5. The 20% only applies to CrVI.

Q10) Table 2 of the Specifications only lists “Soil Post Cleanup” analytical testing for Metals (EPA Method 6010B/7174A) and dioxins/furans (EPA Method 8290). Contractor requests clarification to identify all required analyses, as Table 2 does not list CrVI, asbestos, or PCBs.

A10) If the testing is not listed in Specifications Table 2 then it is not required. CrVI, asbestos, or PCB’s is not required. See Specifications Table 2 for the number of samples and analytical methods.

Q11) Table 2 of the Specifications lists 126 samples for metals analyses and 119 for dioxins/furans. Page 1-3 of the SAP identifies 148 post-Removal soil samples. Contractor requests clarification for the number of samples to be collected and the number of samples for each analysis (metals, CrIV, PCBs, dioxins/furans, asbestos).

A11) SAP quantity is not to be used for this contract. See Specifications Table 2 for the current number of samples and analytical methods.

Q12) Disposal facilities generally do not accept data that is more than one-year-old. Ash sample data, if previously collected, should be assumed to be out-of-date prior to transportation and disposal activities under this Solicitation. Contractor requests clarification that costs for the collection of and analyses of ash samples is to be included in the cost proposal. Contractor requests confirmation that ash samples shall be collected and tested for Title 22 metals using USEPA Method 6010B/7471A, dioxins using USEPA Method 8920, PCBs using USEPA Method 8082, and asbestos using USEPA Method 600?

A12) National park service removed all ash during round 1. The park service does not anticipate the contractor will need to perform any additional ash sampling. See Specifications Table 2 for the number of samples and analytical methods.

Q13) Disposal facilities generally require analytical testing for Total Petroleum Hydrocarbons (EPA Method 8015B) and Volatile Organic Compounds (VOCs) by EPA Method 8260B.

Contractor requests confirmation that costs for these additional analyses is to be included in the cost proposal.

A13) Confirmed.

Q14 Intro Statement) Statement of Work Table 2 specifies the number of post-removal soil samples to be collected by site code and that samples are to be analyzed for metals via EPA Method 6010B/7471A and dioxins/furans via EPA Method 8290. The Sampling and Analysis Plan (dated January 7, 2020) specifies a different number of post-removal soil samples and also includes additional analytical methods (e.g., 20% of samples for analysis of hexavalent chromium via EPA Method 7196A, PCBs via EPA Method 8082, and asbestos via EPA Method 600).

Q14a) Is the lump sum bid associated with CLIN 0006 intended to conform to the laboratory analyses identified in the Statement of Work Table 2 only, or the additional analyses identified in the Sampling and Analysis Plan?

A14a) The lump sum bid associated with CLIN 0006 is intended to conform to the laboratory analyses identified in the Specifications Table 2 only.

Q14b) Is the lump sum bid associated with CLIN 0006 to include the quantity of samples defined in the Specifications Table 2 only, or the number of samples identified in the Sampling and Analysis Plan?

A14b) The lump sum bid associated with CLIN 0006 to include the quantity of samples defined in the Specifications Table 2 only.

Q15) To fully remove the bridge and its abutments, the prospective contractor will have to likely work within the dry streambed. In order to do so, will NPS require any permits?

A15 No permit is required.
