Attachment 17- RFI Questions and Answers 140P8421R0003

SAMO Remediation Questions and Answers

Q1) Contractor requests NPS confirm that all materials listed in Table 1 (“Estimated Metal Weight & Estimated Ash Weight”) are included in the solicitation for removal by contractor (e.g.

metal, concrete, asphalt…) A1) NPS confirms that all materials listed in Table 1 (“Estimated Metal Weight & Estimated Ash Weight”) are included in the solicitation for removal by contractor (e.g. metal, concrete, asphalt…).

Q2) Please clarify the self-performance requirements and self-performance percentage (%) assigned to the project since it is a Service Disabled Veteran Owned Small Business Set-Aside and in the service NAICS code of 56154 A2) Per FAR 19.1407 the SDVOSB concern is required to, spend at least 25 percent of the cost (not including the cost of materials) incurred for personnel on its own employees or the employees of other SDVOSBs.

Q3) Please clarify if this procurement is a Construction or Service Contract A3) As stated in solicitation 140P8421R0003, this requirement is Construction.

Q4) Page 38 of 71 of the solicitation is blank – is this correct?

A4) Yes that is correct, page 38 is blank.

Q5) Contractor requests a copy of the current Time Critical Removal Action Report identified in Section 3.5.1 of the Specifications.

A5) See attached.

Q6) Attachment 2, Specification Page 9 of 25, Section 6.6.3.1, reads “The field staff will have the proper training… and to assure the field procedure in accordance with the SAP and QAPP…” Contractor requests a copy of the QAPP.

A6) There is no specific QAPP. QAPP information is in the SAP three places:

1) Section 4.6 Performance or Acceptance Criteria

2) Appendix A: Laboratory SOPs

3) Section 5.0 Field Sampling Plan (includes sampling protocols)

Q7) Were the Background Samples and/or Ash Samples identified in the January 7, 2020 Terraphase Engineering, Inc. (Terraphase 2020) Woolsey Fire Cleanup Sampling and Analysis Plan (SAP) already collected, analyzed, and reported? If so, Contractor requests a copy of the associated reports.

A7) See Time Critical Removal Action Report.

Q8) The Contractor requests any other report(s) generated from previous soil sampling associated with the nine (9) sites identified in this solicitation.

A8) See Time Critical Removal Action Report.

Q9) How were the background threshold values referenced in the SAP determined?

A9) See Time Critical Removal Action Report.

Q10) The SOPs in Appendix A of the SAP are missing – the Contractor requests a copy of these SOPs.

A10) The SOPs are in Appendix A in the attached version dated 5/27/20.

Q11) The SAP does not identify the analytical laboratory data package levels (e.g. Level II, IV) or data validation requirements – the Contractor request this information be provided.

A11) Laboratory data package levels and data validation requirements are linked closely to DQOs and how the data will be used. For CERCLA sites, Level III data packages are usually required. The associated data validation is performed by the contractor, including both laboratory data validation and field sampling and non-sampling activities adherence to requirements.

Q12) The SAP does not indicate the frequency of field or laboratory QA/QC samples – can NPS please provide these?

A12) Unless there is a reason or circumstance that requires a different frequency, the minimum frequency of QA/QC samples should be 1 per 20 samples.

Q13) Is contractor required to use an iPad and the software as identified and described on page 4-11 of the SAP?

A13) No

Q14) Is Contractor required to use the specific disposal facilities identified in Section 4.2 of the RTS Debris Removal Operations Plan (DROP) dated 20-March-2020 (RTS 2020)?

A14). Yes

Q15) The DROP (RTS 2020) identifies “General Debris” (Section 2.2 and Attachment B) for removal other than ash/soil. Have these materials been removed? Can NPS please confirm removal of these debris types are not part of this solicitation and can NPS please provide the documentation associated with their removal?

A15) Please rephrase the question after the site visit.

Q16) Page 62 of the solicitation states that offeror’s references must complete and submit PPQs.

To reduce the burden on our clients that may be completing PPQs for the same project on multiple solicitations, as well as the inability of some of our clients to complete a PPQ as they are working from home or furloughed due to COVID-19, may a PPQ completed for a previous solicitation be provided instead of the form in Section J, Attachment 7?

A16) Yes, other Past Performance Questionnaires will be allowed so long as they contain sufficient information similar to Attachment 7.

Q17) Page 68 of the solicitation states that projects submitted must be performed within the last 3 years. We respectfully request that the Government consider revising the Relevant Experience section to allow projects that have been completed (up to 100%) within 5 years of the solicitation due date. The 3-year requirement for projects may be restrictive for SDVOSBs and could result in prohibiting firms from participating in this competition, which we feel is not in the best interest of the Government and SBA. This change to within 5 years would result in a higher quality submittal and increased competition, which is always in the best interest of the Government and SBA.

A17) Projects within the last 5 years will be allowed and the requirement for 3 years is being updated to 5 years.

Q18) Page 69 of the solicitation states that the Human health/ecological risk assessor must have, at minimum, a Master’s degree in biological sciences or toxicology. We respectfully request that NPS consider broadening the degree requirement, especially if a PhD could be proposed, to include other scientific fields (such as environmental engineering, environmental sciences, chemistry, etc.).

A18) NPS reconsidered broadening the degree requirement, especially if a PhD could be proposed, to include other scientific fields (such as environmental engineering, environmental sciences, chemistry, etc.) and concludes that the Human health/ecological risk assessor must have, at minimum, a Master’s degree in biological sciences or toxicology.

Q19) Please provide clearer resolution files for Figures 2 through 10 in Attachment 2, Specifications. Text within these figures is difficult to read and interpret.

A19) NPS will post a reply shortly.

Q20) Attachment 2, Specifications Section 2.12.5 and Figure 7 reference Circle X. Circle X is not referenced in Table 1, Estimated Soil Weight. Please revise Table 1 to include data from Circle X.

A20) See updated Specifications which includes a revised Table 1.

Q21) Is this project designated as a “Public Works” project under CA Labor Code Division 2, Part 7, Chapter 1, Article 1, 1720.

A21) NPS does not know if this project is designated as a “Public Works” project under CA Labor Code Division 2, Part 7, Chapter 1, Article 1, 1720.

Q22) We respectfully request an extension to allow bidders to review Q&A responses (once released) and to submit any additional questions that may arise from these responses.

A22) The solicitation has been extended. Refer to Amendment 0001.

Q23) Page 3 of the solicitation reads in part “Site Visits will be by appointment only – see Section L for more information.” Section L, Page 59 of the Solicitation identifies a pre-bid site visit at 8:00 AM PT Friday, April 23, 2021, where participants will meet at Paramount Ranch, 2903 Cornell Road, Agoura Hills, CA 91301. Can NPS please clarify if an appointment or reservation is required for this site visit, what information is required to make the reservation/site visit, and to whom the information should be directed?

A23) The verbiage about site visits being by appointment only was incorrect and the site visit is being held Friday, April 23, 2021. If there are specific questions about where to meet, they may be directed to Shelly Brower at (805) 418-3169.

Q24) Technical Competence of Key Personnel, pages 68-69 of the solicitation reference the following key personnel: Project Managers, Superintendents, Quality Control Managers, Environmental Control Managers, Safety Managers, etc. Meanwhile, pages 69-70 of the solicitation list the following key personnel: Environmental Professional, Human health/ecological risk assessor, and Field Staff. Please clarify the key personnel roles that should be provided for evaluation.

A24) The key personnel on pages 69-70 are REQUIRED, whereas the other key personnel on page 68-69 are suggestions and meant to leave it open ended for the contractor to list any other key personnel they plan to use.

Q25) The first paragraph on page 62 of the solicitation, indicates the offeror is required to provide “references for a minimum of three (3) projects.” Please confirm references must be provided in both Attachment 5 and Attachment 7. Additionally, the second paragraph on page 62 indicates the offeror’s subcontractors should provide they references via the Past Performance Questionnaire (Attachment 7). Please confirm subcontractor references do not need to be provided in Attachment 5, Technical Information Form.

A25) Relevant projects should be included in Att 05- Technical Information Form, and the Past Performance section of that form can be ignored. Past Performance shall be provided on Att 07- PP Questionnaire. Sub-contractors past performance shall also be submitted using Att 07- PP Questionnaire.

Q26) For the “past performance questionnaires” is there a minimum number of references required?

A26) As stated on page 62 of the solicitation, a minimum of 3 past performance references should be provided.
