SOLICITATION NO. 140P8420R0004

REPLACE BRANDY CREEK WASTEWATER TREATMENT PLANT OPERATIONS BUILDING,

WHISKEYTOWN NATIONAL RECREATION AREA,

SHASTA COUNTY, CALIFORNIA

SITE VISITS – JULY 13 & 16, 2020

SITE VISIT SUMMARY SUMMARY:

Two site visits were conducted on Monday, July 13, 2020 at 9:00 a.m. and 11:30 a.m. An additional site visit was conducted upon request on July 16, 2020 at 8:00 a.m. Participants met at Whiskeytown NRA Headquarters at 14412 J. F. Kennedy Memorial Drive, Whiskeytown, CA 96095, before proceeding to the project site.

QUESTIONS AND ANSWERS FROM SITE VISIT AND RECEIVED TO DATE:

Question 1: Where does water come into the facility?

Answer: Sheet G3 shows approximate location for water flowing to facility. Exact locations will need to be located onsite.

Question 2: How much fill is required in trenches?

Answer: Trench details are provided in C03.

Question 3: Where is the pull box in relationship with the exposed power lines from the previous operations building” Answer: Pull box is located at the project site and will be pointed out to contractor during initial site visit.

Question 4: What is the trench length?

Answer: Estimated trench length is denoted in the project drawings through use of the scale feature.

Question 5: Drawing page B27 - Plumbing Fixture Schedule - P-6 Elkay sink (See Elkay cut sheet) Please forward cut sheet or direct me to where in drawings I may find the cut sheet?

Answer: Cut sheet is not needed. CXT will assemble the appropriate fixtures based off provided plans. Contractor only needs to provide the plans to CXT and they will compile and assemble pre-fabricated building. Cut sheet is provided per request as follows:

Question 6: In regard to the Brandy Creek Wastewater Treatment Plant Operations Building, will the CXT Building purchased by the owner or does the contractor need to include purchase of the building in the bid?

Answer: The contractor needs to coordinate with CXT, purchase the building, and coordinate for the delivery and installation as part of the bid.

Question 7: CLIN 2 “SITE DEMOLITION “ PAYS FOR THE DEMOLITION AND DISPOSAL OF

THE EXISTING WWTP BUILDING HOWEVER; IT HAS BEEN REMOVED. ALSO,

PROTECTING EXISTING PORTIONS OF THE BUILDING TO REMAIN. PLEASE IDENTIFY

THOSE EXISTING PORTIONS TO REMAIN?

Answer: The burned-down WWTP building has been removed. This line item includes removing any additional debris that is left over from the fire that interferes with the construction and operation of a new WWTP. Only portions that will remain are any existing utility lines that are intact and will connect to the new operations building.

Question 8: A FIELD DIRECTIVE WAS HAND DELIVERED TO THE PROSPECTIVE

BIDDINGS. WILL A FORMAL ADDENDUM BE ISSUED?

Answer: Yes, new construction documents are included as attachments to Solicitation Amendment 0001 as follows:

The summary of the changes is a single propane tank and a 45kW generator instead of an 80kW generator and associated specs.

Question 9: THE FIELD DIRECTIVE REDUCED THE STANDBY GENERATOR FROM 80 KW

( AS PER ORIGINAL SOLICITATION ) TO 45 KW. THE SERVICE TO BRANDY CREEK

WASTEWATER TREATMENT PLANT IS 200 AMP 120/240 VOLT 3 PHASE WITH A 22K AIC.

REDUCING THE STANDBY GENERATOR TO 45 KW WOULD RESULT IN PROVIDING

ONLY 100 AMPS OF BACKUP POWER TO THE TREATMENT PLANT. IS THIS THE INTENT?

Answer: Yes, that is the intent. Several of the loads will not need to run on emergency power.

Question 10: THE NOTE IN THE PANEL SCHEDULE STATES, “MAXIMUM ALLOWABLE AIC

IS 22 K AMPS, PANEL MODIFICATIONS WILL BE REQUIRED ( NOT BY CXT ) IF

TRANSFORMER CAPACITY EXCEEDS 175 KVA. DOES THE TRANSFORMER EXCEED 175

KVA ?

Answer: NPS is verifying to determine if transformer capacity exceeds 175kVA. Until NPS verifies and for the purpose of submitting proposals please assume no modifications are necessary.

Question 11: SHEET E01 DETAIL 2 IS THE ONE-LINE DIAGRAM. A CIRCUIT LABELED R&A

PUMP IS SHOWN. IS THAT THE CIRCUIT FOR THE NEW SUMP PUMP AS SHOWN ON

SHEET C02 KEY NOTE 2 AND SHEET C03 DETAIL A.

Answer: No, the R&A pump is for the recirculation and Aeration pumps. The sewage pump will connect to the existing 70A office building circuit.

Question 12: SHEET E01 DETAIL 2 IS THE ONE-LINE DIAGRAM. SHEET B28 IS THE

ELECTRICAL PANEL SCHEDULE PROVIDED BY THE BUILDING SUPPLIER ( CXT ). THE

AMPERAGE REQUIREMENT FOR THE HOT WATER HEATER IS 100. ON SHEET E01 THE

CIRCUIT FOR THE OFFICE LAB IS 70 AMP. THE CIRCUIT NEEDS TO ACCOMMODATE 100

AMPS.

Answer: Due to this RFI, NPS is aware of the issue and is in the process of rectifying the design. Once a solution is determined, NPS will post an amendment with the design edits.

If the design edit occurs after the due date of the proposal, contractors should bid on the contract as is without making presumptions on the needed adjustment. Following contract award, NPS will modify the design and contract to accommodate the change and any associated incurred cost to the contractor to address the issue.

Question 13: THE PERIOD OF PERFORMANCE FOR THE PROJECT IS: 09/14/2020 to

03/13/2021. CXT IS THE BUILDING SUPPLIER AND THEY WILL PROVIDE TWO

QUOTATIONS. THERE ARE TWO DURATIONS FOR MANUFACTURE THAT INCLUDE TWO

COSTS. DURATION NUMBER 1 IS 90 DAYS AND THE COST IS TWICE THAT OF

DURATION 2 OF 150 DAYS. TO MEET THE CONTRACT REQUIREMENT OF 180 DAYS;

DURATION 1 WOULD HAVE TO BE USED PUTTING THE PROPOSAL OVER THE PRICE

RANGE ( FAR 36.204 ).

Answer: NPS prefers duration 2 and will augment the contract requirement for 220 days.

Question 14: Please clarify the desired elevation of the top of slab of the building so that the amount of fill required can be calculated.

Answer: 1371 ft, ensuring that base and sub-base depth is in accordance with design and specifications.

Question 15: Sheet C01 shows to demo existing post hydrant adjacent to the flow measure vault however it is not shown as new on sheet C02. Please advise.

Answer: C01 is marked incorrectly. This hydrant should not be demoed.

Question 16: Sheet C01 note 14 states that “existing underground site power to new operations building, terminates in electrical pull box.” During the site visit it appeared that the conduit that went back to the new transformer was empty. Please advise.

Answer: There are no conductors or "power" to the pull box. The pull box, near the building site, is there to mark and protect the termination point of the 2" electrical conduit running from the meter panel for the new building. The pull box should be removed, This conduit needs to be coupled to and continued approximately 30 more feet and stubbed up into the location for the new buildings electrical panel. Then approximately 300 feet of conductor cable will need to be pulled through the conduit to provide power from the existing circuit breaker in the meter panel to the new buildings electrical panel.

Question 17: Please conform that CXT will not be responsible for supplying and installing the following items:

a. Diakin Mini Split, three head units, line sets and associated wall brackets.

b. Solid state 85-gallon water heater.

c. Sump pump control panel

Answer: CXT will be providing and field installing these items.

Question 18: Please provide name of propane company that currently services the park.

Answer: AmeriGas Propane in Redding.

Question 19: The drawings to not clarify who is responsible for supplying and installing the Elkay sink/workbench combo unit sown on sheet B03. If by contractor please provide additional information.

Answer: CXT will provide and install these fixtures.

Question 20: Is attendance at the Site Visit mandatory?

Answer: While not mandatory, offerors are urged and expected to inspect the site where the work will be performed. The FAR clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation.
