RFP #140P8324R0016, Rehabilitate Kalaloch Apartments Olympic N.P.

Attachment G: Clarifications

Clarifications for Solicitation #140P8324R0016

This document provides clarifications to Attachment A, Project Specifications, and Attachment B, Drawings, based on queries submitted during the solicitation phase and/or raised during the site visit. The responses are incorporated into the contract.

1. Does the park have any options in the Kalaloch area for parking a recreational vehicle (RV) or housing while working on the project?

Response: RV and housing information/responses broken out below:

RVs: Like members of the public, contractors are welcome to stay at the publicly available Kalaloch Campground (open year-round, reservations required May 23 – September 23, 2024 via recreation.gov). Limitations on the number of consecutive days in a single campground and total number of days parkwide in a calendar year may be waived upon request following contract award, but overnight camping fees will still apply. Additionally, Olympic National Park can make available up to two administrative (i.e., not part of the recreation.gov reservation system) campground sites (no hookups, but space to park RV) for contractor use within Kalaloch Campground at the nightly public rate; coordinate needs and dates with the contracting officer. Starting around October 1, or when no longer occupied by the Kalaloch Campground hosts, a trailer pad with hookups may be available at the current non-federal employee rate ($21.15/night as of 6/12/2024) on the condition that these sites are billed on a project duration basis, i.e.

from the start of occupancy to the end of occupancy, within the period of performance.

Additional private options for RV sites with full hookups exist in the vicinity and can be found through platforms such as Hipcamp, Airbnb, or similar.

Housing: Near or on site NPS housing may be available for the contractor. Park housing is primarily for NPS seasonal staff and will only be made available if vacant and unneeded for the time requested. The contractor will be responsible for following all federal payment requirements and check in check out processes. The contractor will be charged the daily non-federal rate per person for the housing unit assigned. Rates vary by unit from $6.68 to $29.81/night. Early check out may be accommodated with proper two-week notice.

2. Please clarify requirements for fire alarm. None is shown.

Response: Per Attachment A (Project Specifications) and Attachment B (Project Drawings), a NFPA 13D fire suppression system is a design-build component of the project, which requires audible and visual alarms tied to flow switches. Smoke detection is required per the International Building Code and detailed for this project’s Occupancy of R-2 in Chapter 9. Location of sprinkler heads in relation to smoke detectors will need to be coordinated.

3. Will any low voltage/data outlets be wanted on the project?

Response: Yes, assume five (5) 1” raceways with pull strings from a box located adjacent to Telephone Network Interface at south elevation concealed in wall up to attic. Assume one raceway from attic down to each unit and utility room to a box with a blank cover with pull string. Exact box locations to be field located during rough framing/electrical rough-in.

4. What is the duration of power outage allowed for replacement of the utility meters? If existing ranger station require full time power, a generator may be required.

Response: Specification 01 11 00 – 1.6C3 applies to the existing Ranger Station, if outage occurs within Oct 1st and May 1st and required notification and permission is provided. Beyond this time frame or duration, alternate continuity will be required per Electrical Sheet Notes.

5. The extents of detail 1/S1.3 are unclear, can you confirm the width of the additional footing shown on S1.1?

Response: There are two new footings shown on S1.1 that are constructed per detail 1/S3.1. These footings are 3’-0” wide as dimensioned on S1.1.

6. There is no detail for the HDU2 hold-downs on Type B shear walls, please provide a detail for their attachment.

Response: Please reference detail 5/S1.3.

7. On page S1.1 only one patio is called out to use detail 2/S1.3. Should this detail be used on the similar front patios?

Responses: All four “front patios” and the section between grids 5 and 6 to be 2/S1.3.

8. There is no typical structural detail for slab infill, please provide.

Responses: Assume 4” concrete slab on compacted subgrade reinforced with #4 @ 16” OC EA Way. Provide #4 x 2’-0” dowels @ 16” OC epoxied into existing slab with 4” embedment at perimeter.

9. Please provide top of column detail for all posts along Grid Line A.

Response: Assume Simpson PC6Z or EPC6Z post cap.

10. Detail D/S1.1 shows the existing Grade Beam foundation. No detail is shown for the slab & footing patch shown, please provide.

Response: For patching the slab, assume 4” concrete slab on compacted subgrade reinforced with #4 @ 16” OC EA Way. Provide #4 x 2’-0” dowels @ 16” OC epoxied into existing slab with 4” embedment at perimeter. The existing grade beams at grid lines 4 & 7 are not to be cut or damaged without approval by the NPS Contracting Officer.

11. The front patio along Grid Line A between Grid Line 5&6 shown on S1.1 is set back from the rest of the patio. Can we assume that this portion is receiving the same detail as 2/S1.3?

Response: Yes, intent was to have continuous alignment between Grid Lines 4&7 as shown on A1.1. Detail 2/S1.3 is correct with all patios aligning per A1.1.

12. Note 3 on S1.2 states that a roof truss inspection must occur. Is this being provided by the Owner?

Response: FFA will coordinate a site visit with the Park and Structural Engineer.

13. Existing roof sheathing is 1” skip sheathing, sheathing section of the Structural Notes says roof sheathing must be 5/8” index 40/20. Please confirm if re-sheeting the roof is required?

Response: We understand the existing roof sheathing to be plywood. Please reference S1.2 and Framing Plan Note 1.
