Solicitation no. 140P8321R0002, Amendment 02
Attachment 11, Final Q&A (9/7/21)
Renovate Visitor Center, Lewis & Clark National Historical Park (LEWI)
Question 6: Is an HVAC controls operator terminal required?
Answer 6: Yes. Please read the solicitation carefully as there are options which clarify work on the HVAC system.
Question 7: Where can we obtain a copy of the TAB report, we are we supposed to consult for control valve sizing referenced on M6.02 (for control valves for the baseboard heaters)?
Answer 7: The statement “Verify using TAB report” on Sheet M6.02 means that the
Contractor is to verify the equipment operation using a TAB report, which the contractor must perform. TAB is a Testing And Balancing (TAB) report – typically any new HVAC system has components that need to be installed, TAB’ed to make sure they work correctly, and then integrated into the control system so that they work together to heat and cool the building efficiently. This question is confusing as any new equipment installed will need to be
TAB’ed. Older equipment should also be TAB’ed to make sure it is functioning correctly during a remodel – even if we provided previous TAB reports. If the contractor chooses to use anything different than what is in the plans, prudence would dictate that they TAB’ed the components prior to integration into the new system.
Question 8: The specification calls for Automated Logic (product name). If there is an existing Automated Logic HVAC controls system already in place at the Visitor's
Center that can be modified for the purposes of this project, and if so, what version of WebCTRL software is currently installed?
Answer 8: Our team assumed that you may be thinking retro fitting and upgrading existing.
We determined that’s not a good idea because the software is very old (we don’t feel it’s a good idea to try and blend 1996-2005 to now). We will require brand new components and controls.
Software: powered by “Niagra”
Licensed files: Distech Tridium Certificate.
Platform Service: Serial communications.
Distach Controls: EC-67.
We asked one of the staff at LEWI in the visitor center to power up and this is what the screen shows:
The Java message stated: "publisher: Tridum Inc." Other than that, the employee could not find any info about the software within the software itself. The employee also googled Niagara https://www.tridium.cn/en/products-https://www.tridium.cn/en/products-services/niagaraax services/niagaraax which it appears our current system might be some old form of this.
Question 9: Is the current HVAC control system being replaced in its entirety? If not, what is the brand, age, BACnet status, and version of the current system?
Answer 9: Yes. Please read the solicitation carefully as there are options which clarify work on the HVAC system. We can’t shoehorn the old system with a mix of old and new components and expect it will work efficiently.
