Site Visit Notes including Q and A
The visitor center building will be partially occupied and in use during construction. The main portion of the visitor center will be re-located to temporary trailers adjacent to the building in the parking lot area. Visitor traffic for the most part, will be directed to the alternate location for obtaining park info, and then for watching the park movie, will be routed along a path that goes behind building to access the main theater. Contractor will be required to be in constant contact with COR during the project so the COR can communicate with park staff for when areas of the building may need to be fully inaccessible for contractor crew to complete work, etc.
Communication in this project is extremely important, as is being able to manage subcontractors, coordinate schedule.
Contractor will have plenty of room to stage equipment. There is an access road not far from the main visitor center that will allow for some equipment, a work trailer, to be stored. LEWI does not provide security surveillance so contractor should be prepared to provide their own locked storage unit if needed onsite. For interior storing of materials, the Theater Room is going to be completely gutted so that room can be used by contractor during construction for interior staging.
The hallway space around theater will need to remain open/clear.
Operating Hours of LEWI: 9am-6pm in summer, and 9am-5pm in winter. Contractors wanting to work a 7am to 7pm schedule is fine. Just know that COR will be onsite daily, and both you and
COR will be filling out daily logs for what work occurred onsite each day.
LEWI Archeologist will be available, and is required to be present during any excavation. Refer to new Attachment no. 9, Inadvertent Discovery Plan.
For the following items pointed out during the site walk, it will be important that you please refer to the specifications and drawings/plans for all aspects of the project:
• It was noted by the COR during the site walk that the brick paver area out front of the visitor center building main entrance is a brick veneer with 6-8” concrete beneath.
• Overbuild component and roof removal – existing roof bent metal shingle some peeled and cut but new roof will be standing seam metal per specs.
• Work is taking place at an historic site, therefore, contractors will be required to place tractor pads at times to help protect vegetation.
• Inside Collections Room adjacent to Library room, existing lighting stays – specs don’t call for an upgrade.
Question 1: Do you want work to start this Fall?
Answer 1: Certainly components of the project can start this Fall 2021, however, all aspects of work will need to be coordinated and arranged in advance with the COR so that the park staff have adequate advanced notice to vacate office space, etc. Once the
Notice to Proceed is issued after award, Government anticipates total project time to be 6 months between October 2021 and April 2022. However, NPS will be as flexible as possible, working with the contractor through submittals after award so orders can be placed in time for material to arrive when work is scheduled. Also refer to Solicitation Attachment no. 3, Section F-Deliveries or Performance (page
6). The library room will be ideal spot to start onsite work because that whole room can be shut down for full contractor access.
Question 2: Will we be able to see the list of interested parties in SAM for this solicitation?
Answer 2: I am not sure how you view the list. GSAFSD_kb_articles - GSA Federal Service
Desk Service Portal (in case hyperlink does not open you can copy/paste this link into your internet browser: https://www.fsd.gov/gsafsd_sp?id=kb_articles&sys_id

Here is the FAQ via the link:
Question 3: Many questions have been asked in the past week about product submittals, and pre-approving specific “or equal” products prior to submitting a proposal.
Answer 3: The solicitation states the following: “Or Equal” product requests: The
Government's evaluation of requests to substitute specified products will be made after contract award as part of the submittal review process (reference FAR clause
52.236-5)
Question 4: This question was asked when the group was in the Library room, which has a connected room that is the curatorial storage. Are there dust control requirements?
Answer 4: Yes. Refer to Specifications Section 01 57 19 11 Indoor Air Quality Management.
Refer to Solicitation Attachment no. 6, Specifications – Volume 1 of 2). Prior to the preconstruction meeting, the specs require that the contractor prepare and submit prepare and submit an IAQ Management Plan, this will include the identification of potential sources of odor and dust, as well as needing to mitigate it.
Question 5: This question was asked when the group was gathered inside the Theater Room.
Is the floor constructed using a poste tension slab? Post-tensioned concrete has https://www.fsd.gov/gsafsd_sp?id=kb_article&sys_id=4a2b8a111b9c3c909ac5ddb6bc4bcb14 https://www.fsd.gov/gsafsd_sp?id=kb_article&sys_id=4a2b8a111b9c3c909ac5ddb6bc4bcb14 https://www.fsd.gov/gsafsd_sp?id=kb_articles&sys_id steel cables running through the slab which are tightened to provide compressive force. The person asking was worried that if he/she starts to mess with the floor that it will cause structural damage, if those cables are damaged.
Answer 5: The floor is slab on grade, grade flat about 3’ thick on side (FYI for what you’ll be anchoring into). Regarding the post tension, there is not any indication that the floor was post-tensioned and would be surprised if it was, but it’s not unheard of as a construction method depending on the design factors. Our team researched everything they had and did not see any indication that it is. Contractor will need to defer to Specifications Section 02 41 19, Selective Demolition and the preconstruction Submittal 116: “Written report for unanticipated mechanical, electrical, or structural elements that conflict upon discovery and investigation of conflict.” Refer to Solicitation Attachment no. We don’t foresee the work impacting the slab on grad from a structural perspective, however, contractor will need to let COR and CO know if it does. That situation would be handled under
FAR Clause 52.236-2, Differing Site Conditions.
The following was not brought up during the site visit, but noticed afterward, in preparation of these notes.
