About this file
This document is a Questions and Answers (Q&A) file for Solicitation 140P8125B0005, covering a dock slip cover installation project at Willow Beach Marina. The Q&A addresses technical specifications and project details, including steel material requirements for supports (recommending A500-B steel tubing), roof sheeting specifications (ASTM A792 with AZ50 coating), and column bumper details. Key clarifications include a 16-foot clearance requirement for boat openings, confirmation of no required permits or surveys, and specific construction site constraints such as anchor block pouring locations and dock closure during construction.
The document reveals a 90-day construction period starting from the project kickoff meeting, with submittals and reviews preceding actual field work. The contractor will be responsible for moving boats from Dock #3 with a 3-day notification requirement, and the dock will be closed to the public during construction. The project involves installing dock slip covers for twenty-six slips, with the National Park Service Pacific West Region overseeing the work at the Lake Mead National Recreation Area's Willow Beach Marina location. Performance and payment bonds are required, and bid bonds must be submitted with the proposal.

Q&A 140P8125B0005 5-29-25
Two New attachments added to the SAM.gov Solicitation:
1) Amended Scope of work “B09_ATTACHMENT A SOW Amended 5-29-25”
2) B09_ATTACHMENT F DOCK #3 AS BUILTS
A04_SOW_1 Page 2, 1.2, A - “All supports shall be fabricated from high strength structural steel.”
Q: Columns for floating docks are typically A500 grade BC or A513; these are not considered “high-strength” steel. Can we use A500 grade B/C or A513 for steel tube columns? If not, please provide the specification for the material required.
A: The use of A500-B steel tubing is recommended. The high strength steel callout was provided to the NPS during product research.
Q: There are several different specifications for cold-formed Zee purlins. Could you please provide a listing of acceptable specifications?
A: All that I have in my materials is that the Zee purlins are 16 gauge galvanized. A879 is the galvanizing process.
A04_SOW_1 Page 3, 1.3, G, 7 – “The roof eve clearance shall be 16 feet on all slips.”
Q: The existing roofs are offset, creating higher eave heights on one side of the dock than the other. Should we assume the eave heights can vary from 16’ as long as they are a minimum of 16’?
A: The 16’ clearance stated is for the boat opening. The clearance for any component shall be 16 feet from the water surface elevation to the bottom of the component. Any heights for additional components above this is acceptable.
A04_SOW_1 Page 4, 1.3, G, 14 – Q: Roof sheeting and Zee purlins supporting roof sheeting are Galvalume-coated. This coating specification is described in ASTM A792. The coating weight is minimum AZ50. Can we use these specifications for roofing and purlins? If not, please provide the specification for the material required.
A: ASTM A792 with AZ50 is acceptable.
A04_SOW_1 Page 4, 1.3, G, 15 – Q: Please clarify, are you specifying 6-foot-tall column bumpers?
A: The 6” callout should be 6 feet. That is the length of the bumper. They should be of sufficient width to protect the steel column.
A04_SOW_1 Page 5, 1.4, 9 – Q: The scope of quantities includes Bonds and insurance. I do not see bond requirements elsewhere in the solicitation. Are there any bond requirements? If so, please clarify.
A: See Solicitation / Invitation for Bid Page 24: 52.228-15. Performance and Payment bonds are required. See page 38 52.228-1 Bid Guarantee. Bid Bond is required.

Q: Please revise the Bid item to match SOW.
A: Please see “B09_ATTACHMENT A SOW Amended 5-29-25” as this was a typo.

A04_SOW_1 Page 28, 1.2, A., 4 –
Q: Can you provide a list of the permits and certificates that will be required and the regulatory agencies that will need to issue them?
A: No permits are needed.
A04_SOW_1 Page 28, 1.2, A., 5 –
Q: Are property surveys required for this project?
A: No surveys are needed.
Q: Can the NPS provide the bidders the existing drawings/calculation package for the existing docks?
A: No existing drawings of the docks are available.
Q: Does the NPS have a bathymetric survey for the docks that it can provide the bidders? This is needed for the anchoring layout.
A: No underwater survey is available. The bottom of the river is fairly shallow and flat.
Q:Does the NPS have the existing anchoring layout it can provide the bidders?
A:No. The NPS does not currently have the layout. The location of the winches are shown on the plans.
Q: Can the NPS provide the bidders the submittals for the last added roof system project for reference so we can mimic the design?
A: These drawings can be made available.
Q: The specifications note a 90-Day construction period from NTP. 90-Days is not enough time for design, submittal review, material order/fabrication and on-site installation. When does the NPS anticipate the award date? Can the NPS extend the performance period to reflect a realistic timeline of: 7-8 months. (3-months (design) submittal review time (1-month) material order/fabrication 6-8 weeks, 8-12 weeks install)?
A: The NTP period is the time from the agreed upon start date from the project kickoff meeting. It does not start at the time that the contract is signed. The period starts when the submittals have been submitted and reviewed and the field work is ready to start the actual work.
Q: Can added anchor blocks be poured onsite?
A: Yes, they can. They cannot be poured near the waters edge or any area where the material could flow to the water. They cannot be poured on existing asphalt pavement. The y will need to be poured in an area like the water treatment fenced area which is level and on gravel. Contractor will be responsible for cleaning up the site and transferring the anchor to the site.
Q: Can the bidder assume the dock will be permitted for use to boaters during construction?
A: No. Dock #3 will be closed for public during construction. A 3-day notification is required from the contractor to move boats from the dock. See SOW, Page 5, M.2.
