The purpose of this amendment is to:
A. Answers contractor questions:
Question 1: Will the National Park Service allow the substitution of steel and concrete for High Density Polyethylene (HDPE). Pacific Netting Products is the leading designer and fabricator of HDPE wave attenuation systems. Unlike steel and concrete that can modify water quality conditions over time HDPE is superior in strength, longevity and inert.
Answer 1: NPS will not accept substitutions.
Question 2: The proposed concrete anchors are about 32,000 lbs each and there will be approximately 30 of them. Trucking these to the site will come at a cost, these trucking costs could be saved if we could cast onsite in a designated area. The concrete would be poured into forms and we would have proper swpp and concrete cleanouts/wash to avoid any chance of runoff. This could be done anywhere within the park. Once the anchors are cured, they would be loaded and brought to the area where they could be tugged to the final destination. Please advise is this is acceptable?
Answer 2: Poured and cured onsite concrete is acceptable with appropriate environmental protection systems in-place.
Question 3: The proposal submitted will not have a PE stamp, however the submittal design will come stamped from an engineer. We need this to ensure that the system will work. After award, will having the plans stamped be a requirement?
Answer 3: Yes, after award professional engineer stamped drawings are required.
Question 4: On Amendment 3 Question 6,This map was dated in August of 2022, we are trying to understand the actual anchor depth that will be needed at the barge location. Is this information available?
Answer 4: Water depth depends on the Lake Mead water elevation. The Lake Mead water elevation can be found at Lower Colorado River Operations | Lower Colorado Region | Bureau of Reclamation (usbr.gov). Substract Lake Mead water elevation (on 17 Sep 2024 Lake Mead water elevation is 1,063.76’ MSL) from approximately 950’ MSL (approximate land elevation at barge location).
Question 5: The floating attenuator system will result in a 12’ long platform that could be very inviting to the public. Will there be a need for any kind of fencing and/or signage required to prevent the public from docking on the new attenuator system?
Answer 5: NPS anticipates it will be inviting to the public but no physical barriers are required.
However, signage is required. Verbiage TBD after award, during submittals.
B. The bid due date remains the same, October 16, 2024, at 2pm. Bids will be opened 24 hours after bid due date/time.
C. All other terms and conditions remain the same.
