The purpose of this amendment is to:

A. Answer Contractor Questions:

Question 1: The existing breakwater system that is remaining shall be removed by the contractor. The surface floats shall be removed. Anchor blocks do not need to be removed.

Please confirm that the entire breakwater system is floating and accessible above surface to be removed. Please confirm if the contractor is responsible for disposal of the existing breakwater system? Please confirm if the existing cable to the anchoring system needs to be removed/disposed? It is noted that the anchor blocks do not need to be removed, what are the size of the existing anchor blocks? Amount? And can the existing anchor blocks be reused for the new breakwater?

Answer 1: This is all that is remaining of the existing system. All that we can see are what is remaining of the floating items. These pictures were taken last week. Yes, contractor is to remove and dispose of the remaining floating items. The anchor blocks do not need to be removed. They can be reused if you can access them and dive to them. The as-built drawings that we were given indicate that the existing anchors are 1,700 pounds. There were 9 existing anchor blocks assemblies. Each white ball buoy is where the anchor assembly is attached.

Question 2: Winds in excess of 60 miles per hour are encountered on the lake.

“Exceeds 60 mph” is arbitrary. Please confirm the max wind speed the contractor/dock manufacture needs to design for.

Answer 2: We are trying to find specific wind speeds on the lake. It fluctuates year-round. We have marina anchorages and marina roof structures designed for wind speeds of 90 and 105 mph. But these are not occupied structures. We have periods of a few days of sustained winds and then times of a sudden storm develops and generates high winds on the lake. What is the factor of safety over your designs? Under the local sustained wind speeds, a design speed of 60 mph would cover the year.

Question 3: Specifications state: 11. Wave attenuators shall have winch platforms and winches to adjust anchorage during lake water elevation changes. All winch platforms shall have adequate cleats, mooring lines & anchors, and solar navigation lights per USCG standard for operation and maintenance.

How many solar navigation lights are required for the job? Is there a specific solar navigation light the NPS is looking to have? If so, please state the manufacturer/type of Solar Navigation Light the contractor shall include in the bid.

Answer 3: Contractor shall determine the proper number of lights to provide safe navigation warnings. For a 3 sided structure, placing lights on all 4 corners would be a suggested method. The NPS cannot dictate specific items based on the work needing to be open and competitive.

Question 4: A galvanized steel winch platform is proposed. Platform to be approximately 10 feet by 12 feet in size. Submit design for review and approval. A concrete wave attenuator does not need a separate “winch platform” in order to adjust the cable and winch anchoring system. Please confirm that a separate “winch platform” is not needed as long as proposed wave attenuator system is sufficient enough to manage winches from on top of the wave attenuator.

Answer 4: If the winch assembly could be incorporated into the wave attenuator mechanism, that would be an acceptable product. Yes, a separate winch platform is not needed if the winch can be incorporated into the assembly.

Question 5: Specifications state: 500’ (Verify length) of Wave Attenuator equipment – purchase and install. Question: What does 500’ (Verify length) mean? Is 500’ of wave attenuation the length the contractor is to bid?

Answer 5: The existing example wave attenuator installed was 500 foot in length. The original idea was to modify that existing product. The original length needed to be confirmed. The new system can be any length that successfully meets the intent of protecting the existing intake barge. Contractor shall determine the length needed to protect the barge.

B. Publish the Site Visit Sign-In Sheet.

C. The bid due date remains the same, September 12, 2024, at 1100 PDT.

D. The bid opening will happen 24 hours after the bid due date/time. The bid opening will happen via Microsoft Teams.
