140P8124B0011 Amendment 0003

The purpose of this amendment is to:

A. Answer Contractor Questions:

Question 1: Based on our extensive experience in design/building multiple wave attenuator systems, the allotted time is not sufficient. Typically, a job of this size would be 3 months for design (plus NPS response), 5-6 months for material procurement/manufacturing and 2-months for installation. Will the National Parks Service extend the completion time period, in order to have adequate time for a successful project?

Answer 1: Production and installation of the product timeline will be considered.

Question 2: Will the national park service allow partial shutdown of the existing launch ramp in order to launch the new floating wave attenuator modules. This will be necessary in order to launch the new modules in the water with equipment.

Answer 2: The EB Launch ramp currently only has 1 lane of in-water use. Complete shutdown of the launch ramp for an extended period would not be acceptable. We have to share the workspace with the public for access.

Question 3: Will the National Park Service allow the casting of new concrete anchor blocks to be casted onsite at the designated lay down are

Answer 3: No. The potential for washing concrete waste and wash water into the lake is present.

Question 4: Does the floating wave attenuator manufacture have to be ISO 9001 certified?

Having a verified quality control program helps ensure the floating wave attenuator system is built with quality and helps ensure client satisfaction in the publicly funded system.

Answer 4: No.

Question 5: Does the floating wave attenuator system need to be stamped by a licensed engineer?

Having a fully stamped engineered system will help ensure the floating wave attenuator is properly designed to handle the required design criteria in the RFP. Should the license engineer carry errors and omissions Insurance at a minimum of $5million dollars? This would help keep the designer liable with any problems with the design.

Answer 5: No. A PE stamp or a lack of a PE stamp on the design will not be a qualifier or used as a disqualifier. Engineer carrying insurance will not be used as a qualifier or disqualifier.

Question 6: Does the National Park Service have a current bathymetric survey showing the surrounding area with a radius of 500-1,000ft? Depth information is required in order to have to do an anchor layout design. Anchors will be further away from the water intake barge where the current depth measurement is noted.

Answer 6: This is what we currently have for a survey of the area.

B. The bid due date remains the same, September 12, 2024, at 1100 PDT.

C. All other terms and conditions remain the same.
