About this file

This document contains responses to questions from contractors regarding a federal solicitation to replace the liner of Sewage Lagoon Pond 1 at Katherine Landing in Lake Mead National Recreation Area. The National Park Service Pacific West Region is seeking bids to remove and dispose of existing sludge and aerators, install a new three-layer liner system consisting of 60 mil, 200 mil, and 40 mil layers, replace three valves and associated piping, install a new leak detection manhole, and divert influent flows away from the pond during construction. The contractor must obtain an ADEQ permit but timelines are not expected to impact the 180-day period of performance. Three aerators will be stored for reinstallation while other aerators will be disposed of offsite. No additional bid items or unit pricing will be included beyond the two lump sum items in the solicitation. Electricity must be provided by the contractor.

Katherine Landing Lagoon 1 Replacement

140P8121R0005

Submitted Questions: Response #2

1. L.1(a)(1)(ii) Can we submit Price Proposal and Technical Proposal in one email or do they have to be submitted as two separate emails?

Yes. They can be in the same email but should be separate documents.

2. Please confirm which Representation and Certifications should be included with the Price Proposal. None appear to be checked off under Section K of the solicitation.

Appropriate provisions are included in Section K, if they are not checked off, they may appear elsewhere in section K. Bonds and insurance are included in Section I.

3. L.1(a)(1)(i) Please confirm whether the Schedule of Values should be provided on a specific form and if so, please provide (or direct us to) a copy of that form.

No, it does not need to be on a specific form. It is up to the contractor. Contractor has their option of how they want to divide up their tasks.

4. Per Specification 01110.1.3.C solids will need to be removed from lagoon pond 1 and disposed of off-site. Have solids ever been removed from lagoon pond 1 (or any of the other three ponds) previously and if so, could you share waste characterization data and the facility to which the solids were sent? Also, could you provide the sludge classification with ADEQ?

Ponds 2 & 3 have recently been relined and had the sludge removed and disposed of. Pond 4 is usually dry and little sludge gets to it. Sludge has probably not been removed from Pond 1 since its installation.

5. Per Specification 0110.1.3.B ADEQ permitting is required for this project and it is the responsibility of the contractor. That being said, has NPS discussed this project with ADEQ yet and if so, have NPS and ADEQ confirmed that permit review/approval timelines won’t impact the contractor’s ability to complete the project scope within 180 calendar days of Notice to Proceed? In addition, is ADEQ on board with removal of the entire existing liner system and installation of a new liner system as detailed in the RFP or will ADEQ be expecting significant changes to the liner system construction (e.g., grading/sloping, liner construction, using existing subgrade or adding an asphalt base, single leak detection manhole and pipeline network, etc.)?

LAKE has done 2 liner replacement projects over the past couple years. ADEQ are used to working with us and our contractors on these tasks. No, we have not talked to them specific to this exact project. The permit work can be accomplished after the contract is signed and before the NTP is issued. The NTP will not be immediately issued upon signing of the contract. The 180 days occurs after issuing the NTP.

6. Please confirm that per Specification 01110.1.9.H that equipment washing will be required prior to any heavy equipment entering the park / job site.

Yes, Equipment will need to be washed and inspected before entering park property. It is stated which equipment needs to be inspected. Off road and excavation type equipment or any vehicle or equipment that has visible signs of caked on soil on it.

7. Based on the “Water Action Schedules” provided on Drawings G8, G9, G10, and G11, it appears there are several additional valves, meters, fire hydrants, and pipelines that need to be installed in addition to the three valves and associated piping mentioned in updated Specification

01110.1.3 provided as part of Addendum 1. Please confirm whether the contractor is only responsible for the valves and piping outlined in updated Specification 01110.1.3, or if all of the components named on the “Water Action Schedules” shown on the aforementioned drawings must be replaced as part of this scope of work.

The only work to be done in this task is shown on the Amendment Plan Sheets Title CONCEPT DWG Sheet 1, 2,3 of 3. The sheets that you are referring to are as-built drawings from previous projects only to be used as a reference.

8. If the answer to the prior question is that only those components called out in updated specification 01110.1.3 must be replaced, we have the following additional questions:

a. Section 01110.1.3.H.4 states the pipeline from the center of the lagoon to the leak detection manhole should be PVC or HDPE, and section 01110.1.3.J calls for replacement pipe to be ductile iron. Sheet 55 of 71 titled Slipline Details calls out for the pipe to be lined and grouted, while Sheet 3 of 3 from the additional drawings provided as part of addendum 1 only calls for the pipe to have a boot on the exterior at penetration points.

Please confirm the preferred material of construction and whether this pipe should be lined. If pipe is to be lined, please confirm if the lining should match the lagoon liner or if a standard polyethylene liner is sufficient.

The pipe from the leak detection to the manhole may be PVC or HDPE. The discharge pipe as labeled should be DI. The slipline section was from a different project and should be ignored/deleted. No slipllining of any of the proposed system should be done.

b. On Sheet 55 of 71 in the initial drawing package, D9 – Slipline Details, it is noted that the top half of the existing sewer pipe will be removed and liner threaded into the pipe. Please confirm if this schedule should be followed or as per Addendum 1, the pipe should be removed completely and replaced with new ductile iron pipe.

Delete all slipline reference. It is leftover from a different project.

c. Please confirm the new valves should be installed on a concrete pad or thrust block, and if so, please provide a basis for design of the concrete pad or thrust block.

Replace the valves in the same location and configuration as shown on the plans and pictures. The valves are inside existing manholes.

9. Please confirm if there is a preferred location for the new leak detection manhole along the perimeter of pond 1.

There is no identified location of the leak detection manhole. Probably a central area so the bottom can be graded to that point. Placing in near the inner access road and away from the security fencing side would work best.

10. Please confirm if a 16 oz geofabric is required underneath the entire area where the new liner is to be installed.

The 3 layers of 60-200-40 mil is what is in the specifications. If the industry standard for your product does not require an additional layer, then it is not needed. On previous project where a layer of asphalt remained, a felt protective layer was installed between the asphalt and the bottom 40 mil layer. With this being placed on soil, that layer is not needed unless your manufacturer requests it being installed.

11. Section 01110.1.3.D instructs contractors to remove and dispose of all existing aerators in the lagoon, while sheet 2 of the additional plans provided in addendum 1 notes that the three aerators in the center of the lagoon are to be removed and stored. Please confirm that only the three aerators in the center of the lagoon are to be saved. Please confirm that all other aerators (except the three noted to be reinstalled) are to be disposed of off-site and do not need to be replaced.

The 3 working aerators that are in the middle of the ponds working are to be saved, stored and reinstalled. The 4 abandoned items that are on the edge of the ponds currently should be disposed of and not replaced.

12. Per Specification 01270 both Bid Items will be lump sum. When it comes to removal and disposal of sludge and the existing liner it may beneficial to NPS to breakout a third bid item that is based on a per ton unit rate as opposed to lump sum. Currently this work would fall under lump sum Bid Item No. 1 Install the Lagoon Liner. Considering NPS doesn’t know exactly how much sludge is in the pond or the exact existing liner footprint (or pond dimensions), there is a good chance that bidder’s quantity estimates will be varied and that bidder’s will carry extra contingencies in a lump sum line item to account for removal/disposal of conservative quantities of sludge and existing liner (so as not to underestimate the cost). If removal and off-site disposal of the sludge and liner were based on a per ton unit rate, bidders could be more aggressive in their approach. It would also allow for a more apples-to-apples comparison of the bids by NPS.

Plans are not to add a line item for sludge quanties.

13. Per Specification 01510.1.5 temporary electric service will be available on-site. Could you provide the approximate location of the service and the voltage/amperage at the connection point?

Electricity needed to run major equipment for installation will need to be provided by the contractor by use of generators. The available electricity onsite is only a couple of 120 volt outlets that should not be used for major work needs. Charging batteries and small items have used these outlets in the past. They are located at the control panels for the aerators.

14. Should all bidders include a signed/sealed survey of pond existing conditions and a signed/sealed as-built survey as part of their estimated costs for the scope of work?

No. The contractor is responsible for doing their own quantities and measurements.

15. Will QA/QC testing be required for the existing liner subbase (i.e., compaction testing) and/or the concrete pipe supports (i.e., slump testing)?

No concrete pipe supports are needed. See note on the plan sheet details. No compaction testing of the subbase is needed. Testing of the liner installation per industry standard should be done.

16. Please confirm that an existing leak detection system is not in place. If a leak detection system is currently in place, is there any potential to reuse existing materials as part of the new leak detection system?

There is no leak detection system currently in Lagoon Pond 1.

17. Will the Park be shutdown at the time of pond relining and valve replacement? If park is open, should the contractor include costs to divert influent water/sludge away from pond 1 and to the other three ponds?

The park does not shut down. It operates year round. There are existing valves, manholes and piping that diverts the sewage flows to the other ponds. These can be operated by the contractor with guidance/assistance from the LAKE Utility staff. Contractor will need to pump out any liquids in Pond 1 to be worked on.
