About this file
This document contains questions and answers related to a solicitation to replace the pond liner in Cell #1 at Katherine Landing in Lake Mead National Recreation Area. The scope of work includes removing existing sewage solids estimated at 1 to 1.2 feet deep across approximately 9920 square yards, draining and preparing the lagoon area, replacing three valves including inlet, outlet and overflow valves, and fully replacing the existing staff gauge. The contractor will also be responsible for proper disposal of solids and drainage water outside of park boundaries and performing their own measurements to verify project dimensions and scope details. No temporary fencing, SWPPP, asphalt liner, leak detection systems or aerators are included in the contract work.

Katherine Landing Lagoon 1 Replacement
140P8121R0005
Submitted Questions:
Please confirm which of the four ponds shown on Dwg G2 is Pond 1.
See attached plans.
Remove existing sewage solids. It was discussed at the site visit that there is no way to determine the exact amount of waste required to be removed. To make it fair and reasonable for everyone bidding could we all bid to a total 200 tons of removal and adjust accordingly after its removed and documented? Can this be added as a separate line item on the bid schedule?
Plans are not to add a line item for sludge quanties.
Is there a state SWPP plane required for this project? (or is best management practices an acceptable means and methods?)
No SWPPP is required for this project. ADEQ permitting of the project construction will be required. See specs for additional ADEQ permitting information.
It was indicated at the site visit that there were utility lines running parallel to the fence line on the south end if the lagoon. Are their drawings available that indicate/show all underground utility lines and locations for this lagoon? Or can the government provide more information on the utility lines locations and types, the existing fence will need to be removed and replaced for construction.
There are power lines going to the transformer on the site to the control panel and back to the junction boxes for the aerators. Drawing to show the piping plan and location has been added.
Will temporary fence be required during the construction process, if 600ft of existing fence is removed for construction.
No temporary fence is needed to be installed. Temporary removal of the existing fence is allowed, reinstallation of the removed fence shall be done.
Are there lagoon area dimensions? Total square footage of lagoon? (Conceptual drawings are noted in division 1 section 1.3 (Scope of Work) Not found
Due to the irregular design of the pond, set dimensions are hard to set. The surface area measured without taking into effect the slope of the lagoon is 9921 SY from the top of the line and not water surface area. Contractor is responsible for performing their own measurements to verify this dimension.
Is there a recommended disposal site for the sewage waste to be removed?
See specs. Contractor to determine disposal. Disposal outside of the park boundaries.
It was discussed at the site visit that there will only be 3 valves (no piping) that need to be replaced.
Inlet, outlet, and overflow valves, is this correct? If so, can you supply us with the size, type, and manufacture of the existing and new specification? of all three valves and confirm that there will be no utility piping involved in this project.
See revised plans and specs for valve details. See revised plans and specs for piping plans and replacement descriptions.
If piping replacement is required, can we get the details on length, size, type and depth and locations of existing pipes? (On sheet G2 of the drawings it shows the lagoons but not the lines in question) Can we get quantity of pipe and valves for each line to be replaced?
See revised plans and specs for piping plans and replacement descriptions. Lengths shall be verified by the contractor.
Can we get the specifications on the staff gauges that need to be refurbished? Will we be refurbishing all lagoon gauges? If so, how many lagoons need staff gauges and where are they located on each lagoon?
See revised plans, details and specs for staff gauge details.
There is only 1 staff gauge in the lagoon. Match existing location approximately. Location shown on the plans.
1. Please provide all as-builts available for the four (4) ponds, piping and liner.
No existing plan existing plans for the lagoons.
2. Existing conditions state the four lagoon cells have a surface area of 5 acres and 10 MG storage capacity. Of that, is Cell #1 3.5 MG?
Only working on Lagoon 1. Specs revised.
3. Please confirm Cell #1 is out of service and will be drained completely prior to construction.
See revised specs. Lagoon is out of service. Contractor responsible for draining.
4. Is there a location on-site where solids, if required can be transferred or disposed of?
See revised specs. Solids to be properly disposed of outside the park boundaries.
5. 1.2 – General Project Statement states conceptual drawings and details are being provided to describe the design and construction services needed. The drawings provided only relate to the piping system. Are there other drawings the park can provide?
See revised plans and specs.
6. At the site visit, Cell #1 appears to have electric surface aspirating aerators, are these to be replaced? If so; Where are they powered from, what is the model of the existing aerators, shall the new aerators be of the same model, how Many Aerators are in Cell #1
See revised plans and specs. No replacement. Store existing and reinstall.
7. To what extent shall the Contractor refurbish the existing staff gauges in each lagoon?
Full replacement including concrete base, or only marking tape?
See revised specs and plans/details. Full replacement.
8. Please confirm Cell #1 has an asphalt lining below the existing membrane liner.
No asphalt liner. Single membrane on base material. See revised plans and specs.
9. There is no way to quantify and price the total lineal footage of existing cracks that may be present below the existing liner, please confirm any cracks found in the asphalt below the liner of Cell #1 required to be repaired will be paid for via the change order process or allowance.
See revised plans and specs. No cracks to repair.
10. Specification 31 38 10-3.1 outlines multiple scopes of work outside of Cell #1. Please confirm items listed located outside of Cell #1 do not apply to this project.
See revised geomembrane specification. That section has been revised to delete the asphalt reference and other ponds.
11. What are the specifications of the valves that need to be replaced? Please see attached example specification.
See revised plans and specs. Match existing where possible.
12. How many valves need to be replaced? Page 44, photograph 9 & 10 show two valves to be replaced and page 45, photograph 11 shows a picture of a manhole and states, “More Valves to be replaced.”
13. There is an existing overflow/outlet line on the NW side of Cell #1. Please confirm the extent of scope modifications as it pertains to the existing overflow/outlet piping and valves in Cell #1. For example; existing conditions remains as is, demo everything and install new, rehab piping and valves, remove and replace existing valves, or any combination of the above?
14. If overflow and outlet piping is to be replaced between Cell #1 and Cell #4 , can sewer in Cell #1 be transferred to a combination of other cells for holding during construction?
See revised plans and specs. No. The other ponds may not be used to store or dispose of solids. Water may be drained either using the existing valves or pumping into Pond 4. No solids should be intentionally pumped into the other lagoons.
15. How many feet of solids is anticipated to be in the bottom of Cell #1?
See revised plans and specs. Contractor to determine. Current estimate is about 1 foot to1.2 foot of wet solid material.
16. Are the existing leak detection sumps to be reused or removed and replaced?
There are no existing leak detection manholes for this lagoon.
17. Where are the existing leak detection sumps and pipe located?
There are no existing leak detection manholes for this lagoon.
18. Please confirm the extent of scope modifications as it pertains to the existing influent piping in the SE corner of Cell #1. For example; existing conditions remains as is, demo everything and install new, rehab piping, or any combination of the above?
19. What is the total area of Cell #1?
Due to the irregular design of the pond, set dimensions are hard to determine. The surface area measured without taking into effect the slope of the lagoon came out to 9920 SY from the top of the line and not water surface area. Contractor is responsible for performing their own measurements to verify this dimension.
20. What is the volume of Cells 2,3,4?
Not in this contract.
21. There is an existing overflow line on the SW corner of Cell #1. Please confirm the extent of scope modifications as it pertains to the existing overflow piping in Cell #1. For example;
existing conditions remains as is, demo everything and install new, rehab piping, or any combination of the above?
