About this file

This document provides answers to contractor questions regarding Amendment 03 for federal contract number 140P8121R0005 to replace the sewage lagoon pond liner at Lake Mead National Recreation Area in Arizona. The amendment includes a schedule of values, sets the volume of sludge to be removed at 200 tons for bidding purposes, and provides test results for a water and sludge sample. It clarifies that the firm fixed price contract requires all material costs to be included, and the government will issue multiple notice to proceeds - first for material purchase upon submittal approval, then for construction upon permit and submittal receipt. While the original order of magnitude was $300,000-$500,000, proposals could exceed $1,000,000 due to sludge disposal and material price increases. The amendment also specifies replacement of five concrete pipe supports, minimum pipe requirements, and clarifies the existing drain and overflow pipe configuration.

Katherine Landing Lagoon 1 Replacement

Submitted Questions: Response #4

To Revise previous Questions and Responses:

A Schedule of Values has been attached to this amendment. A set volume of sludge has been set for comparative bidding purposes. A volume of 200 tons was set as that value. Option A is shown to determine the per ton rate for possible negotiations upon determination of the removal totals.

A testing of the water sample is being included in this amendment. A sample of the sludge has been collected and is being tested. Test results will be posted when received by the NPS.

1. Liner Contractors have experienced a 36% increase in material prices since March 2021and suppliers are only honoring prices for 10 days. Due to the volatility of resin prices right now, would the parks provide an allowance for unforeseen price increases outside of Contractor’s control.

The contractor will need to provide a detailed schedule of values where these line items are separated.

This is a firm fixed price contract. All costs associated to order materials shall be included in the total cost of the project.

The plan is to issue multiple NTP for this project. The contract signature is for the award of the contract. Then a NTP will be issued for purchasing of materials upon receipt and approval of submittals stating the material being purchase and approved by the COR. Interim payment for material will be accepted upon delivery and shipment of the material. COR reserves the right to inspect the materials upon notice of delivery and receiving payment request. Then upon receipt of the Division 1 Submittal items and all environmental permits, a construction NTP will be issued.

2. The order of Magnitude for this project states $300-$500K. Based on the amount of sludge disposal and material price increases, it is possible this project will be above the budget.

Does NPS have additional funding for this project if all proposals exceed the estimated value?

The documents should have read 500k to 1,000,000k in range.

Please confirm that per Sheet 2 of Addendum No. 1, five existing concrete pipe supports will be removed and replaced with new pipe supports. The answer to question #15 in Addendum No. 2 indicated that “no concrete pipe supports are needed;” however, considering this question was about QA/QC testing, can we take this response to mean that no concrete testing will be required for the new concrete pipe supports to be installed as indicated on Sheet 2 of Addendum No. 1?

Yes, the concrete supports should be removed and replaced with new. The addendum drawings showing the replacement is correct. The grading and installation of the new liners may indicate a new elevation of the pipe that will be on these supports. The supports should be installed and placed at the proper height to match the existing gradient of the pipes. No testing of the concrete is needed.

Standard performance concrete should be used.

We understand that the pipe from the leak detection to the manhole may be PVC or HDPE. Is there a minimum wall thickness required for this pipeline (e.g., Schedule 40 PVC, DR 11 HDPE, etc.)?

No. The leak detection pipe has no pressure applied on the inside. Proper depth, pipe installation , and backfill around the pipe is needed to support the water pressure above it.

I realize it is after the deadline for questions, but we were wondering if it’d be possible for NPS to provide disposal manifests for the sludge removed from Ponds 2 and 3 during the previous work mentioned in the Q&A.

At the time of installation of Ponds 2 & 3, they had been empty of water due to rips in the liner and taken out of service. The ponds were not the primary sludge receiving pond and only used as overflow evaporative ponds, there was very little sludge in it. Maybe a few cubic yards of material that was disposed of with the torn liner material. There was not separate quantity for sludge removal or treatment for this project.

what is the depth of the existing 8” DIP lines?

The existing DIP lines are either in the air on the concrete supports or above the bottom liner material with a penetration through the liner.

This is a representative example of the drain and overflow piping section. This is NOT from this project but just an example.

The pipes only need to be replaced through the new liner surface. The exposed and damaged sections of pipe shall be removed past the proposed liner surface, new piping installed to match the existing layout and length and then new liner boots installed on the new pipe surfaces and fused to the new liner material.

So in my estimate when we replace the existing pipes with new pipes then I can put in time & materials for setting each pipe?

Yes, the contractor is responsible for installing the pipe section as shown on the amended plans.

I assume 4’‐5’ below grade that the pipes are set?

No. Match existing. See the plans and specs for the aerial pipes. See the above picture for an idea of the drain and over flow pipe configuration.
