About this file

This is a Questions and Answers document (Amendment 2) for federal contract 140P5326R0007, the MACA Rehab Cave Trails project.

The Q&A addresses clarifications on protective equipment, schedule timing, submittal procedures, and design specifications. For surface protection, non-motorized material transport may use ¾" plywood instead of rubberized mats. The Period of Performance is 150 calendar days from Notice to Proceed (NTP), with construction unable to begin before Labor Day (September 8, 2026); 173 days exist between 9/8/2026 and 2/28/2027. Contractors may access the cave for field measurements upon Contracting Officer Representative (COR) approval with at least one week advance notice and scheduled timing. A separate NTP for submittal review will be issued by the Contracting Officer upon award. Missing electrical drawings (sheets 70-77) were remedied and final E-pages are attached. MACA is responsible for all electrical and lighting relocations except work covered under the electrical pages. Required submittals include a SWPPP/NDPES Permit and environmental protection plans prior to the pre-construction meeting. Evening hours for material movement are defined in Specifications Section 1.6, Page 7. The government will provide the archaeological monitor; no archaeological permit is required. The bid date was extended to May 21, 2026, at 5:00 PM EDT. Structural members in the Ruins of Karnak and River Hall cannot be cut and spliced; continuous lengths are required. The lint guard specification is confirmed as 2x6 siding.

140P5326R0007 – MACA Rehab Cave Trails

Amendment 2

Questions and Answers

1. Question: In review of the General Notes on G2 C0.01 thru C0.12 there is a conflict. Per notes #8 and #25 on G2 states that 3/4" Rubberized Matts are only required if using self-performed motorized equipment. If self-propelled motorized equipment is not used, is the use of the other means of protection allowed, such as plywood, and if so, what would the thickness be required?

a. Answer: If materials are being carried in via other non-motorized methods, then yes, plywood can be used. The plywood must be ¾” thickness.

2. Question: The Solicitation states 150 Calendar Days and the POP is determined 09/01/26 thru 02/28/27, however the Project Specification 01 11 00 - 1.6(B)2 Construction cannot begin until after Labor Day which is September 7, 2026 - this would be a loss of 8 days to the 150 Day POP. Please advise if these dates are correct.

a. Answer: Construction cannot begin before Labor Day. POP is 150 days from NTP. There are 173 days between 9/8/2026 and 2/28/2027. Items have been amended to start after Labor Day.

3. Project Specifications 01 11 00 1.6(B)2 - A separate NTP is to be issued for Submittal review. Is there an anticipated date for this so we can provide dates for the schedule and the following questions:

a. Question: Will the contractor and surveyor be able to access the cave for field measurements prior to submittals?

1. Answer: This is acceptable upon approval from the COR as least 1 week in advance and must be scheduled at a certain date and time.

b. Question: What date will this separate NTP be issued so the contractor can determine lead times for field measuring and shop drawing review prior to release of fabrication.

1. Answer: Upon award the contractor may submit submittals, if NTP is needed the CO will issue

4. Question: No electrical drawings were provided per index sheet. Please provide drawings 70 thru 77 all Electrical Drawings.

a. Answer: The final CDs received from A/E, that we received are also missing these pages. They have remedied this and the final E-pages are attached.

5. Question: confirm if MACA is responsible for all Electrical & Lighting Relocations as per general notes G2 - Note 24, and the contractor is not responsible per notes on the drawings.

a. Answer: Other than the work covered under the electrical pages, yes, we will be handling the electrical work.

6. Question: Specification Section 01 57 23 Pollution Prevention - in Section 1.3 the submittal is requiring a SWPPP/ NDPES Permit, due to the location of the work within the cave please clarify if this is a requirement.

a. Answer: Yes, this is a required submittal prior to the pre-construction meeting. The contractor must prepare and submit environmental protection plans.

7. Question: Please define evening hours as the plans in the Note 1 on G6 states that the contractor can use evening hours to move materials.

a. Answer: Hours In Specifications 1.6, Page 7

8. Question: It is understood that the Archeological Monitor is to be provided by the government - is this a correct statement?

a. Answer: Yes

9. Question: It is assumed that no Archeological Permit would be required if monitor is being provided by the government.

a. Answer: No permit needed

10. Question: Will the site visit sign in list be made available?

a. Answer: Site visit sign in sheet was posted amendment 1

11. Question: Is there a possibility of the bid date to be extended?

a. Yes, we can extend due date to May 21, 2026, at 5pm EDT

12. Question: In review of the Ruins of Karnak and River Hall framing plans - it appears that the structural members are continual lengths. Due to the access and location of these areas, can these be cut into more manageable lengths and spliced in the field (using bolted connections)? If so, can a splicing detail be provided for both the C Chanels and Beams.

a. Answer: No, this is not an option.

13. Question: On Sheet S3.0 Detail 3 shows 2x8 Siding (3 total) and Detail 7 refers to 2x6 Siding (3 total) both details refer to a 1'6" height. Please confirm what size of lint guard.

a. Answer: 2x6
