About this file

This is a Questions and Answers document for federal contract opportunity 140P5126Q0031 regarding roof replacements for five buildings at a park facility (GRSM).

The document clarifies project scope and contractor requirements. Roof work includes replacing flashing and drip edge, but explicitly excludes gutters, downspouts, and leaf guards. Decking replacement follows a 25% deterioration threshold applied to each layer independently—if plywood decking is in good condition, contractors need not remove it to access underlayment underneath. Ground barrier protection requires safety cones combined with flagging rope or caution tape; safety fencing is not mandatory. Fall protection anchors must meet standards comparable to the Guardian Ridge-It Anchor (18 inches with Double D-Rings). A site supervisor knowledgeable in project-specific safety requirements must be present, though OSHA or USACE 385 certification is not mandatory. Past performance documentation requires at least three comparable projects completed within the past two years. Workers must be legally authorized to work in the United States but need not be U.S. citizens. The project is subject to Davis Bacon Act prevailing wage requirements. Regarding bonding, contractors should refer to FAR clause 52.228-13 Alternative Payment Protection (July 2000) for bonding specifications.

140P5126Q0031 – GRSM Roof Replacements (5 Buildings)

Questions and Answers

1. Please provide an example of the fall protection anchor that the park service has utilized in the past that is adequate for the project requirements.

a. One example of a fall protection anchor previously purchased and utilized for similar projects is the Guardian Ridge-It Anchor, measuring 18 inches and featuring Double D-Rings. This anchor has proven to meet the necessary requirements and offers reliable performance for ensuring safety during work at heights.

2. Cones and rope with triangle shaped flags were mentioned to be adequate ground barrier for the construction zone around the buildings during conversation at the site walk down, please confirm.

a. Utilizing safety cones in combination with flagging rope or caution tape provides an effective barrier around the construction zone. However, it’s important to remain vigilant, as some visitors may attempt to enter the restricted area despite these precautions. Please ensure continuous awareness to maintain safety for everyone involved.

3. For the past performances, how many projects and in what time frame are you requesting?

a. At least three comparable projects completed within the past two years are requested.

4. The Scope of Work mentions replacing the flashing and drip edge but does not address the gutters. Should we include new gutters, downspouts, and leaf guards in our bid?

a. Please note that the scope of this project excludes the replacement of gutters, downspouts, and leaf guards. Kindly refrain from including these items in your bid proposal.

5. Are contractors required to provide safety fencing to secure the work area, or are safety cones and caution tape sufficient?

6. Would you like the gutters replaced on the Collins Creek buildings, including optional leaf guards?

a. Please note that the scope of this project excludes the replacement of gutters, downspouts, and leaf guards. Kindly refrain from including these items in your bid proposal.

7. Is the contractor required to hire an OSHA or USACE 385-certified safety officer to oversee the project?

a. While hiring an OSHA or USACE 385-certified safety officer is not mandatory, it is essential to have a site supervisor present who is well-versed in the safety requirements specific to the project. This supervisor should be capable of ensuring compliance and maintaining a safe work environment throughout the project's duration.

8. For the decking replacement on each structure, does the 25% threshold apply only to the top decking/plywood, or does it include the tongue and groove pine underlayment?

a. If the plywood decking above the tongue and groove is also deteriorated, then replacement should include both layers. However, in sections where the plywood decking remains in good condition, it would not be necessary to remove it just to replace the tongue and groove underneath.

9. What are the requirements regarding the legal status of workers? Is U.S. citizenship required?

a. Workers do not have to be U.S. citizens, but they must be legally authorized to work in the United States.

10. Is this a prevailing wage job?

a. Yes, Davis Bacon Act wages apply.

11. Regarding the bonding requirement, do you require both performance and payment bonds, or only performance bonds?

a. Refer to clause 52.228-13 Alternative Payment Protection (July 2000)
