About this file
This is a Questions and Answers document for RFQ #140P5126Q0020, Amendment 0002, addressing clarifications on a roadway striping maintenance contract for the Blue Ridge Parkway's Virginia sections (Augusta, Nelson, Amherst, Rockbridge, Bedford, and Botetourt Counties).
The solicitation covers roadway striping services for 74.89 miles of the Blue Ridge Parkway and its onramps, with a base bid requirement of 27.25 miles (Mile Marker 0.0 to 27.25) and additional optional segments available, including a combined Option 5 allowing contractors to bid and perform striping on the entirety of the Statement of Work. This is a new requirement with no incumbent contractor. The contract is a 100% Small Business set-aside per SBA socio-economic requirements. Cone placement requirements vary by road section: curves require cones at 50-foot intervals or less, straight sections at 100-foot intervals or less, intersections at ends and sides of markings, on-ramps at 25-foot intervals or less, and parking lots with appropriate traffic protection. Two contractor laydown locations have been identified: Whetstone Ridge (Mile Post 29) with limited vehicle parking in a fenced maintenance yard (maximum three vehicles including striping trailer) and additional open parking across the parkway at Whetstone Visitor Center, and Otter Creek Campground (Mile Post 60.9) where contractors may use the entire parking lot around the old restaurant. Contractors must protect freshly painted markings from traffic until dry, remove tracking marks and defective markings, maintain traffic flow with proper cone removal procedures, and comply with all contract language regarding equipment placement and park operations.

Amendment 0002; RFQ # 140P5126Q0020
Provide Maintenance of Roadway - Roadway Stripping Virginia sections (Augusta, Nelson, Amherst, Rockbridge, Bedford, and
Botetourt Counties Virginia) of the
Blue Ridge Parkway
Solicitation #140P5126Q0020
Questions and Answers
Question 1. While reviewing the above referenced solicitation, I noticed a few sections reference a different project scope other than striping. Please note that page 6 Section A, page 7 Section B, and page 89 Factor 1 item ii all reference scope related to rock spreading at another NPS location.
Answer: This is a typo; the correct project title and location are: Provide Maintenance of Roadway - Roadway Stripping for Blue Ridge Parkway.
Question 2. Please confirm the set-aside requirement for this solicitation.
Answer: The SBA socio-economic set-aside for this solicitation is a 100% Small Business set-aside.
Question 3. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer: This is a new requirement with no incumbent.
Question 4. The proposal documents state that the required striping work extends from Mile Marker 0.0 to Mile Marker 27.25, with four additional optional segments identified. The proposal also notes that any combination of these optional segments — including all, some, or none — may be awarded, potentially extending the project limits to Mile Marker 74.89. However, during the site visit, it was stated that the entire route from Mile Marker 0.0 to Mile Marker 74.89 would be striped.
Can you please clarify whether the project scope should be based on:
The required work only (MM 0.0 to MM 27.25) with optional segments awarded at the owner’s discretion, or
The full route from MM 0.0 to MM 74.89 as discussed during the site visit?
Answer: The contract covers 74.89 miles of the Parkway and its onramps. Yes, the base bid (required work) remains the initial 27.25 miles. Along with the existing options, the government has added a combined Option 5, where the contractor would bid and preform the striping on the entirety of the SOW with the full mileage and onramps, ensuring no broken-up sections of work.
Question 5. Does the contractor need to place cones every 150'?
Answer: From contract language, see page 14 of 16 of the statement of work (SOW), cone placement is defined for the various types of sections such as curves and intersections:
Question 6. Where can contractors lay down or park equipment/supplies.
Answer: a. 2 Locations for contractor laydown identified at Site-Visit
i. Whetstone Ridge (Mile Post 29): Can Park limited vehicles inside the fenced and located maintenance yard with coordination, vehicles will need to be out of the way of Park operations (no more than 3 vehicles including the striping trailer). Additional vehicles and equipment can be kept in the open parking lot across the parkway by the Whetstone Visitor Center. All contract language still applies.
