About this file

This document is Amendment 0001 to Request for Quote (RFQ) 140P5126Q0017 for Heating, Ventilation, and Air-Conditioning (HVAC) Maintenance Services and Emergency Repairs at Martin Luther King Jr. National Historic Park. The amendment was issued on April 3, 2026, with an effective date of April 17, 2026, and is administered by NPS SER EAST MABO in Atlanta, Georgia. The amendment provides answers to 49 contractor questions and references an updated equipment list (Attachment 0008). The contract period of performance runs from May 1, 2026, to April 30, 2027.

The solicitation requires standard maintenance services (not full-coverage total responsibility contracts) including initial commissioning, inspection, preventive maintenance, and service calls as needed. The contractor must perform monthly preventive maintenance on all operational HVAC units across multiple residential and commercial buildings, with service calls expected not to exceed 10 per month. The contractor shall respond to trouble calls within 24 hours and must provide filters, belts, and lubricants. Filter replacement is recommended quarterly, and condenser cleaning annually unless conditions require more frequent attention. Pricing must be firm fixed-price for preventive maintenance, with emergency repairs and after-hours calls billed separately and requiring separate Government approvals. The Visitor Center and Birth Home are currently under rehabilitation with new equipment installations. Two air handlers at Ebenezer Baptist Church are non-operational and excluded from the scope. The quote submission deadline is April 24, 2026, at 1:00 PM EDT. Staff will coordinate access for occupied residential units with at least 48 hours' notice, and parking is free with staff available to escort technicians during each visit.

Martin Luther King Jr. National Historic Park

Provide Heating, Ventilation, and Air-conditioning Maintenance Services and

Emergency Repairs

Solicitation #140P5126Q0017

Questions and Answers

Question 1. Regarding the wording below: Can you verify if this is a Total Responsibility or standard Maintenance Contract?

"The contractor shall provide initial commissioning, inspection and preventive maintenance, and service as needed on Heating, Ventilation and Air-Conditioning (HVAC) equipment for the following buildings:

Commercial Buildings includes"

Answer: SOW describes a standard maintenance agreement, not a full-coverage service model

“The contractor shall provide initial commissioning, inspection and preventive maintenance, and service as needed…” means:

• The contractor performs scheduled preventive maintenance (monthly or quarterly, depending on park practice).

• The contractor performs service calls when issues arise, but these services are not automatically included under a Total Responsibility full-coverage model.

• Repairs or major component replacements would typically be added cost unless separately negotiated or covered under a different line item.

This aligns precisely with traditional maintenance contracts used across MLK NHP and other NPS facilities.

Question 2. What is the intention for the Ebenezer Church location as both of the main air handlers are nonfunctioning?

Answer: MALU is investigating further temporary options to provide temporary cooling and heating until we are able to secure funding for an entire system replacement. The contractor will not be responsible for any maintenance on the air handler systems that are not functioning.

Question 3. Can you provide an estimated number of service calls or maintenance visits expected annually under this contract?

Answer: Service calls can vary but expect no more than 10 calls per month.

Question 4. Are all listed facilities currently active and fully maintained under this contract, or are some locations serviced on a limited or as-needed basis?

Answer: Visitor Center and Birth Home are currently under rehabilitation; both locations are receiving new equipment.

Question 5. Is preventive maintenance expected to be performed on a fixed monthly schedule for all equipment, or adjusted based on building/equipment type?

Answer: Fixed.

Question 6. Are there specific reporting formats or CMMS systems required for documentation and service tracking?

Answer: As per the statement of work and contract.

Question 7. Can you clarify expected response times for emergency vs. routine service calls?

Answer: As per the statement of work and contract. Contractor shall respond to trouble calls withing 24

hr. timeframe.

Question 8. Are after-hours and weekend services required as part of the base contract, or handled separately?

Answer: Emergency calls only as requested from the park.

Question 9. Do any of the facilities currently utilize Building Automation Systems (BAS) or HVAC controls platforms?

Answer: Yes.

Question 10. If so, are contractors expected to service or troubleshoot these systems?

Answer: Yes, per the statement of work and contract, contractors are expected to check operating controls and safety controls.

Question 11. Is the Government open to including building automation, controls upgrades, or energy management services under this or future contracts?

Answer: Not at this time

Question 12. Should pricing be structured as a firm fixed monthly service cost, or is there a preferred breakdown between preventive maintenance and repair services?

Answer: Firm fixed-price for preventive maintenance.

Question 13. For emergency repairs, should pricing include fully burdened labor rates, or will separate approvals be required per repair?

Answer: Separate approvals are required.

Question 14. For planning purposes, could you please provide the name of the current or most recent contractor and, if available, the approximate annual contract value?

Answer: Previous award terminated for cause. The previous award number is 140P5124P0059.

Question 15. Can you clarify whether monthly preventive maintenance is required for each individual HVAC unit across all residential and commercial buildings, or if maintenance frequencies may be adjusted based on equipment type (e.g., residential vs. commercial systems)?

Answer: Preventive maintenance is required for each unit residential and commercial.

Question 16. The Statement of Work references multiple residential properties; however, Attachment 0006 (HVAC Equipment List) does not appear to include specific equipment associated with these residential units.

Can the Government confirm that all residential HVAC systems are included in the scope of work?

If so, will an updated or more detailed equipment inventory for these units be provided?

Answer: Updated equipment list provided as attachment 0008.

Question 17. The Statement of Work references chillers at both the Visitor Center and Ebenezer Baptist Church; however, Attachment 0006 appears to list only one chiller.

Can the Government confirm the total number of chillers included in the scope of work?

Answer: There are 2 chillers on the property. One at the Visitor Center and one at the Ebenezer Baptist Church. They are both listed in the SOW. The visitor center will have a new chiller after repairs are completed at the Visitor center. The new chiller at the Visitor Center is listed, and the HVAC system at the church also includes a chiller. The contractor will be responsible for preventative maintenance on both units as specified in the Statement of Work.

At the church, two air handlers are currently out of service, so the contractor will not be responsible for their maintenance. However, the third air handler, which serves the basement, is operational and will require regular maintenance.

Please note that any repairs beyond preventative maintenance will be addressed as a separate line item under emergency repairs.

Question 18. Should offerors assume responsibility for all chillers referenced in the Statement of Work regardless of whether they are listed in Attachment 0006?

Answer: Both chillers are listed for the visitor center and EBC.

Question 19. Can the Government provide a complete and validated inventory of all HVAC equipment included in this contract, identifying for each unit:

• Building location

• Equipment type

• Quantity

• Equipment tag/ID (if available)?

Answer: Yes, see attached document with equipment and serial numbers for operational and residental units.

Question 20. Can the Government provide a building-by-building equipment breakdown for all locations identified in the SOW?

Answer: Yes, see attached document with equipment and serial numbers for operational and residental units.

Question 21. Can the Government confirm that all buildings listed in the SOW (including residential and leased properties) are included in the full scope of work?

Answer: confirmed

Question 22. Can the Government identify the location type for all equipment (e.g., rooftop, attic, mechanical room, exterior, etc.)?

Answer: all residential units have the same configuration. The HVAC air-handling units are located in the attic, and the operational units (serving non-residential buildings) have HVAC systems located in the basement. All equipment and location details are already listed in the SOW for contractor reference.

Question 23. Can the Government clarify any access constraints, including: Ladder or lift requirements, Confined space or limited-clearance conditions, Escort or restricted access requirements?

Answer: The Government can clarify access constraints, and based on internal correspondence, there are no unusual access limitations beyond normal building entry. Contractors have already visited the site and seen the location of the equipment, indicating that:

• Access to equipment areas is standard and unrestricted.

• No special escort requirements were identified.

• Contractors were able to reach all equipment without mention of lifts, confined spaces, or restricted-clearance issues.

Question 24. Can the Government provide equipment information for all buildings that were not accessible during the site visit?

Answer: Yes, see attachment with equipment model numbers and serial numbers

Question 25. Can the Government confirm that no additional equipment exists beyond what will be included in the final inventory?

Answer: Confirmed

Question 26. Will the Government provide a final reconciled equipment list prior to award?

If additional equipment is identified during commissioning or performance, will such work be addressed through a contract modification or equitable adjustment?

Answer: Yes

Question 27. During the site visit, it was stated that two large chiller units have either recently been replaced or are scheduled for replacement.

Can the Government confirm:

• Whether these chiller units are included in the provided equipment list, and

• Whether these units are included or excluded from the scope of this HVAC service contract?

Answer: They are currently not in service and excluded

Question 28. The SOW includes inspection, maintenance, and identification of deficiencies.

Can the Government confirm whether this contract is strictly preventive maintenance and inspection, or if it also includes corrective repairs and minor parts replacement?

Answer: The contract is strictly preventive maintenance and inspection, with service as needed, but does NOT include corrective repairs or minor parts replacement unless separately approved by the Government.

Question 29. “Service as Needed” in the SOW- can a typical service call volume (if available) be provided?

Answer: The park will request service on an as-needed basis whenever an HVAC unit is not operating correctly. Service calls are initiated only when an issue is identified and require contractor response at that time.

Question 30. The SOW references controls, sensors, actuators, and workstations.

Can the Government clarify whether the Contractor is responsible for:

• Full BAS diagnostics and troubleshooting, or

• Basic operational checks only

Answer: Basic operational checks only

Question 31. The SOW includes multiple residential properties.

Can the Government clarify:

• How access will be coordinated for occupied residential units

• Whether scheduling constraints or tenant coordination requirements apply

Answer: Contractor will schedule preventive maintenance schedule with COR. The COR will give tenants and employees atleast 48 hr notice that a technician will be in their residence. The facility manager will have access to all units and buildings.

Question 32. Several buildings are historic (e.g., Ebenezer Baptist Church).

Can the Government confirm whether there are any historic preservation restrictions that may impact:

• Equipment access

• Cleaning methods

• Maintenance procedures

Answer: There are no historic-preservation restrictions that affect preventive maintenance of HVAC equipment, as this work does not involve any ground disturbance or alterations to historic materials.

Routine tasks such as filter changes, inspections, cleaning, and operational checks can be performed without special preservation approvals.

Question 33. The SOW requires incident and failure reports.

Can the Government clarify:

• Required format and frequency of reports

• Whether there is a standard template to be used

• Whether reporting is required per unit, per building, or per visit

Answer: In the context of the HVAC SOW, “reporting incidents and failure reports” simply means that the contractor must notify the Government whenever they observe:

• An equipment failure

• A malfunction

• Any condition that could cause the HVAC system to stop operating correctly

• Any safety hazard or abnormal condition

This requirement aligns with the park’s general reporting expectations found in the MALU Basic Electrical Safety Program, which specifies that employees and contractors must report unsafe conditions, equipment issues, or failures so the park can take corrective action.

What the Contractor Is Expected to Do

When performing preventive maintenance or responding to a service call, the contractor must:

1. Document the issue (what was observed, what failed, symptoms, etc.)

2. Inform the Government POC immediately

3. Provide a written report if the issue may require repair beyond preventive maintenance

4. Recommend corrective actions when applicable

This requirement ensures the park is aware of equipment problems and can authorize repairs appropriately.

Question 34. Some HVAC systems may be seasonal (heating vs. cooling).

Can the Government clarify whether:

• All equipment must be serviced monthly regardless of season, or

• Service frequency varies based on system operation

Answer: Monthly service

Question 35. The SOW requires filter replacement but does not address other consumables.

Can the Government confirm whether the Contractor is responsible for supplying:

• Belts

• Lubricants

• Minor consumables

Or if these will be handled separately?

Answer: Yes, contractor provides belts, lubricants and filters

Question 36. The SOW requires response to trouble calls within 24 hours.

Can the Government confirm:

• Whether after-hours, weekends, or holiday response is required

• If so, whether this should be included in the base pricing or handled separately

Answer: Emergency calls and after hour calls will be billed separately.

Question 37. There are two AHU’s that are in the attic at Ebenezer Church that are currently not operational. Will the contractor be responsible to maintenance on these non-operational units? Or is there a plan to replace them?

Answer: No, these units are not operational and will not be required to service.

Question 38. What are the expected response scenarios?

Answer:

For emergency service calls, the contractor is required to respond within 24 hours of notification from the park. After responding, the contractor must provide the COR with a detailed written update that includes:

• The issue identified

• The assessment performed during the service visit

• The immediate actions taken (if any)

• Next steps required for repair, including any parts, materials, or additional labor needed

This ensures the Government can authorize repairs promptly and maintain proper documentation for all emergency service events.

Question 39. What is the recommended frequency for filter replacement?

Answer: Quarterly.

Question 40. Could you provide current filter sizes?

Answer: Filter sizes vary by unit. Contractor will need to confirm filter sizes for each unit during the initial visit.

Question 41. What are the belt sizes, if replacement is required?

Answer: Belt sizes vary by unit. Contractor will need to confirm belt sizes on-site.

Question 42. What is the recommended frequency for condenser cleaning?

Answer: Annually, unless conditions require more frequent cleaning.

Question 43. Is water access available on-site for cleaning (location, hose availability/length)?

Answer: Yes, water access is available on-site. Staff can direct technicians to the appropriate locations and confirm hose availability as needed.

Question 44. What is the parking access like at each location?

Answer: Parking is free. Staff will ensure parking is available for technicians during each site visit.

Question 45. Can services be performed during normal business hours?

Answer: Yes, services can be performed during normal business hours.

Question 46. Can all residential buildings be serviced at the same time?

Answer: Yes, residential buildings can be serviced concurrently, provided scheduling is coordinated with staff.

Question 47. Will residential buildings be occupied during service?

Answer: Yes, buildings will be occupied during service.

Question 48. Will a staff member be available to provide access and escort technicians?

Answer: Yes, staff will be available to provide access and escort technicians during each visit.

Question 49. We would like to request clarification regarding the quote submission deadline for the subject solicitation. We noted that Block 10 on the SF18 indicates that quotations are due on April 24, 2026, at 1:00 PM EDT. However, the evaluation section of the RFQ states that quotes are due no later than April 22, 2026, at 1:00 PM EDT, unless extended by amendment.

To ensure compliance with the Government’s requirements, please confirm the correct official due date and time for quote submission.

Answer: Quote due date and time is April 24, 2026, 1:00pm EDT.
