1. Is there a preference for offerors with prior National Park Service experience, or will comparable federal or commercial past performance be considered equally competitive?
Response: Bidder with prior NPS experience shall have preference over bidder with no experience due to bidders needs to have known how NPS facilitate management funding and project system works. Historic preservation work experience is must.
2. Will project site locations be assigned after award, or is the expectation that awardees be prepared to support any Northeast Region location identified during the period of performance?
Response: Project sites are already identified in the attachment A.
3. Is it acceptable for the prime contractor to subcontract the technical building assessments to licensed architectural professionals, while managing all administrative, coordination, and submission responsibilities in-house?
Response: It is acceptable to have registered professional within the subcontractor. However, prime must perform portion of the assessment with professional with licensor. Historical assessment must be performed by historic architect who has registration.
4. Will offerors have the opportunity to request a debriefing following the award, regardless of outcome?
Response: This will be Contracting officer’s call.
5. Are there any additional insights or recommendations beyond the current solicitation documents that you would suggest we take into account as we prepare our submission?
Response: There would not be additional insight or recommendation beyond solicitation besides bidders must follow FAAR guidelines.
