About this file
This is a Contractor Questions and Answers document for solicitation 140P4226Q0022, a custodial services acquisition for Cedar Creek & Belle Grove National Historical Park in Middletown, Virginia, issued by the Department of the Interior National Park Service Northeast Region.
The Q&A document addresses five key clarifications requested by potential contractors. Regarding scope, the Government confirmed that cleanable square footage cannot be provided beyond the floorplan room dimensions provided, with contractors expected to estimate approximately 10-15% of each room as non-cleanable due to furniture. For cleaning products and biobased compliance, the Park will provide all cleaning chemicals and supply restocking items such as soap, paper towels, and trash liners; however, contractors remain responsible for biobased product certification and reporting, with "Not Applicable" or "Not Used" as acceptable answers if no biobased products are employed. On supervision requirements, the Government clarified that no supervisor presence is required on-site, despite conflicting language in the solicitation regarding availability hours and crew accompaniment. The Government confirmed the correct NAICS code as 561720 (Janitorial Services) for the Total Small Business set-aside, correcting the discrepancy with the referenced NAICS 236990. Finally, regarding background check costs, the Government specified that Tier I security checks average $197 per person, with the National Park Service covering the first two checks per employee and the contractor responsible for any additional checks.

140P4226Q0022 CEBE Custodial Services Contractor Questions
1. Cleanable Square Footage: The floorplans provided for the Park Headquarters identify specific room dimensions, but the documents do not provide a total cleanable square footage for the Visitor Contact Station or a summary for the Headquarters. Could the Government provide the total estimated square footage for all areas requiring service to ensure accurate labor and pricing calculations?
We do not have additional information on square footage beyond the floorplan room dimensions. I guess we can estimate that 10-15% of each room is not cleanable due to furniture.
2. Procurement of Cleaning Products: Section C.3 (Custodial Cleaning Products) states the Park will provide cleaning products, restocking items like soap and paper towels, and trash liners. However, Section C.41 and evaluation Factor 3 require the Contractor to certify and report the use of USDA-designated biobased products. Please clarify if the Contractor is responsible for purchasing any cleaning chemicals, or if the biobased reporting requirement is limited only to the cleaning supplies (mops, cloths, etc.) provided by the Contractor.
The park is providing cleaning products, but Bio Based certification is still required. If the contractor is not using any Bio Based products, the certification answer should be “Not Applicable” or “Not Used”.
3. Conflict in Supervision Hours: Section C.22 requires the supervisor to be available between 07:00 and 15:00, Monday through Friday. However, Section C.5 states that work at the Headquarters building shall start no earlier than 4:00 PM (16:00). Furthermore, Section C.26 requires a working supervisor to stay with the crew while work is in progress. Please clarify if the supervisor must be on-site during the evening cleaning window (after 16:00) or if the 07:00–15:00 availability is strictly for administrative coordination.
No supervisor is required to be present.
4. NAICS Code Discrepancy: The SF 1449 and SAM.gov notice identify the NAICS as 561720 (Janitorial Services). However, Section M.2, Sub-Factor A (page 71), states the offeror must be registered under NAICS 236990. Please clarify the correct NAICS code for this acquisition to ensure eligibility for the Total Small Business set-aside.
The correct NAICS Code is 561720; Janitorial Services
5. Background Check Costs: The solicitation states the National Park Service will cover the cost of the first two background checks, with additional checks at the Contractor's expense. To properly account for potential risk and personnel turnover, could the Government provide the current per-person cost for a Tier I Security Check?
The average cost is $197 for each Tier I security check
