About this file

This is a Questions and Answers document for RFQ 140P3026Q0044 addressing fountain repair and maintenance services for the Rock Creek and Potomac Parkway (ROCR).

The document clarifies key submission and performance requirements across five fountains: Meridian Hill, Georgetown, Francis Newland, Khalil Gibran, and Pierce Mill. Regarding past performance, offerors submitting as prime contractors must provide three completed Past Performance Questionnaires from their own company history; subcontractor experience cannot substitute for this requirement, though subcontractors may be discussed in the Technical Approach section. Prime contractors must perform at least 51% of the work. The contract requires firm fixed pricing for each CLIN (Contract Line Item Number) with a total firm fixed price for all work, completed using Attachment 2—Revised Price Schedule. The 15% listed in the price schedule represents the estimated amount of listed systems expected to require replacement. Maintenance frequency varies by location: Meridian Hill requires service three times weekly, Georgetown and Francis Newland twice weekly, Khalil Gibran once weekly, and Pierce Mill biweekly, encompassing routine inspection, cleaning, debris removal, and water treatment. Fountains must be opened mid-April and winterized after October 31st by November 10th. All fountains are currently operational, and major repairs outside routine maintenance will be handled separately. Photos of pump rooms were available only for Meridian Hill due to access limitations at other locations during the solicitation period.

Questions for 140P3026Q0044 – ROCR Fountain Repair and Maintenance

1. The RFQ requires offerors to submit three completed Past Performance Questionnaires from three separate references for recent work that is the same or similar in size and scope. The Technical Approach section also asks offerors to describe how the prime/subcontractor relationship will function, if applicable.

Could you please clarify the following:

Proposed subcontractor to satisfy the three Past Performance Questionnaire requirements, provided the subcontractor will be performing the specialized fountain repair and maintenance work under the prime contractor?

If so, please confirm whether the questionnaires should identify the proposed subcontractor as the company whose performance is being evaluated.

We want to ensure our proposed prime/subcontractor arrangement and past-performance submission fully comply with the RFQ before proceeding.

Answer: The RFQ requires three completed Past Performance Questionnaires for the vendor submitting the quote as the prime contractor. PPQs are intended to evaluate the performance history of the offeror itself, since the Government must assess the prime’s capability and level of responsibility for the work being solicited.

Offerors may not substitute subcontractor past performance to satisfy the requirement for the three prime-contractor PPQs. While subcontractor experience may be described in the Technical Approach section, specifically in explaining how the prime/subcontractor relationship will function, the PPQ requirement itself applies only to the prime contractor.

If an offeror chooses to include subcontractor information in the Technical Approach, that information may support understanding of the team’s capabilities, but it does not replace or count toward the required three PPQs for the prime contractor.

Additionally, please note that any proposed prime/subcontractor arrangement must comply with the requirement that the prime contractor perform at least 51% of the work.

The Government will evaluate the proposed relationship to ensure that it meets this requirement."

2. Questions: Can you respectfully provide the following information:

a. Photos of the pumps, as access to the pump rooms was not available during the site visit.

Answer: Photos provided are of the Meridian Hill pump room. Could not gain access to Francis Newland, or Georgetown given the time frame.

b. Clarification on when the fountains are required to be opened and closed for the season.

Answer: Start up mid April, winterization: After October 31st & by Nov 10th

c. Clarification regarding the 15% listed in the price schedule, specifically what this percentage is intended to cover and how it should be applied.

Answer: The 15% is the estimated amount of the listed systems that are expected to need replacement.

3. Existing Repair Conditions / Startup Requirement The PWS states that several fountains are either not operating or not operating to specification, and that the contractor is responsible for bringing the fountains to startup condition and repairing existing issues affecting operation. Please clarify whether the Firm- Fixed-Price scope requires the contractor to correct all existing deficiencies necessary to bring each fountain to full operation, including potentially significant repairs, or whether major repairs/renovations outside routine maintenance would be handled separately.

Answer: Currently all fountains are operational. Major repairs outside of routine maintenance would be handled separately.

4. Maintenance Frequency The PWS describes monthly maintenance. However, certain water features may require more frequent servicing based on their use and applicable code requirements. Please confirm whether the contractor is expected to provide service only at the monthly frequency stated in the PWS, or at whatever frequency is necessary to maintain compliant and continuous operation.

Answer: Routine inspection, cleaning, debris removal, and water treatment will be required a few times weekly each month. Below is a breakdown for each fountain:

Meridian Hill – 3x/week

Georgetown – 2x/week

Francis Newland – 2x/week

Khalil Gibran – 1x/week

Pierce Mill – biweekly

5. Pricing Format Please confirm whether pricing should be submitted as one Firm-Fixed Price for each of the five CLIN/location areas with a total for all CLINs, or whether the Government requires a further breakdown by individual activities such as maintenance, cleaning, repairs, startup/winterization, and related services.

Answer: Pricing shall be a Firm Fixed Price for each CLIN with a total Firm Fixed Price for the complete contract. Attachment 2 – Revised Price schedule fountain service is to be completed with final totals being the firm fixed price for all work.
