About this file

This document is an amendment (Amendment 0001) to a federal solicitation for exhibit fabrication services at Ninety Six National Historic Site. The amendment extends the proposal due date from March 10, 2025, to March 31, 2025, at 10:00 AM EDT and includes responses to 42 detailed questions from potential contractors regarding project specifications. Key clarifications cover exhibit fabrication requirements such as artifact display cases, audio description and video content production, electrical outlets, lighting conditions, and artifact handling protocols.

The solicitation involves firm fixed-price exhibit fabrication, with the National Park Service providing specific guidance on technical details including wooden paneling installation, museum gallery closure during work, artifact storage locations, and audio-visual content production. Contractors must prepare to custom cut and install wooden wall paneling, handle artifacts under NPS staff supervision, produce closed captions for videos, and potentially create audio recordings for exhibit elements. The amendment emphasizes the need for precise technical compliance with attachment specifications for exhibit design, artifact preservation, and electronic program installation.

QUESTIONS RECEIVED

NISI Exhibit Fabrication Solicitation Number 140P2125R0025

THEREFORE:

The following questions were received in response to the above referenced solicitation. The government response is provided below each question in red.

1. Please confirm that the tongue & groove wooden ceiling as well as the wooden wall paneling seen in the renderings both currently exists at the project site and that the provision/modification/repair of these is not in the exhibit fabricator’s scope of work – correct?

RESPONSE: The tongue and groove wood ceiling are already in place. The wooden wall paneling’s are not, the paneling shall be custom cut and installed by the exhibit fabricator.

2. Will the entire NISI Museum Gallery be closed to the public throughout the exhibit, AV, and artifact install period?

RESPONSE: Yes, the Museum Gallery will be closed during all work included under this contract.

3. What is the height & width dimension of the smallest door opening through which the exhibit fabricator will need to move the fabricated exhibits into the NISI Museum Gallery?

RESPONSE: The lowest door frame is 80 inches. The smallest width is between the wall and the Visitor Center Front Desk which is just under 55 inches

4. Please describe any known limitations on accessing the project site with a full-size, moving van style, tractor-trailer? These might include nearby highway weight and/or length limitations, overhanging trees or signage at the project site, need to back the tractor-trailer through a narrow opening and into the NPS NISI driveway, etc. The goal will be to get the rear cargo doors of the tractor-trailer close to the entrance to the NISI Museum’s Exhibit Gallery. The truck would only remain at the project site for 3-5 hours while it is being off-loaded. Note that we have viewed the project site via Google Earth and the NPS’ NISI website and don’t see any immediate issues. However, the extensive tree coverage limits our overhead view.

RESPONSE: There should be no problem accessing the project site. The park has full size tractor-trailer deliveries. If the contractor notifies the government when the delivery is coming, the government will block off the closest parking spaces to fit the truck, as the normal drop off area is at the bus loop closer to the maintenance area.

5. Please confirm that the fabrication of the sixteen (16) artifact display cases using “Medex painted with a zero-VOC paint (and) all seams sealed with silicon” as shown in the various Display Case drawings (such as, but not limited to, Sheet 3-19 Revision A) complies with the requirements in base contract Attachment 1, Exhibit Planning, Design, and Fabrication Specifications—Section 18, Object Preservation and Protection – correct?

RESPONSE: All interior surfaces of case work should be laminated if using Medex or any other organic material.

6. If the use of Medex does not comply, please indicate the required material(s) the fabricator should use to bring the engineering of the Display Cases, as designed, into compliance.

RESPONSE: Refer to response for Question Number 5.

7. Please confirm that the fabrication of the sixteen (16) Desiccant Chambers, 1-each for the sixteen (16) artifact display cases using “laminated Medex & painted with zero- VOC paint (and) all and seams sealed with silicon” on all interior surfaces, as shown in the various Display Case drawings (such as, but not limited to, Sheet 3-19 Revision A), complies with the requirements in base contract Attachment 1, Exhibit Planning, Design, and Fabrication Specifications—Section 18, Object Preservation and Protection – correct?

RESPONSE: Refer to response for Question Number 5.

8. If the use of Medex does not comply, please indicate the required material(s) the fabricator should use to bring the engineering of the Desiccant Chambers, as designed, into compliance.

RESPONSE: Refer to response for Question Number 5

9. Please specify the preferred brand, type, and color of the archival-grade “white” fabric that should be used on the HDPE Case Decks within the sixteen (16) artifact display cases shown in the various Display Case drawings (such as, but not limited to, Sheet 3- 19 Revision A).

RESPONSE: The contractor shall propose the fabric. For informational purposes, the NPS has used Baumann in the past.

10. How many “fold-up bit key sets with tamper-resistant Trox” should be provided as noted on the various Display Case drawings (such as, but not limited to, Sheet 3-19 Revision A)?

RESPONSE: A minimum of four (4) sets total

11. Drawing Sheet 1-8: Can the exhibit fabricator substitute/use compact concrete weights instead of “painted steel plates” to stabilize this fabricated “Introduction” exhibit element?

RESPONSE: Yes, if making a substitution, please explain as part of your proposal.

12. Drawing Sheet 1-9: How many of the “AD Device Holders” will need to be fabricated?

RESPONSE: Four (4), refer to Attachment D – NISI Database reports, included as part of this solicitation.

13. Is there an excel or pdf spreadsheet of graphic panels and production methods?

RESPONSE: Yes, refer to Attachment D – NISI Database Reports, included as part of this solicitation.

14. Confirm who is responsible for procuring CE-03-02-700 (Cherokee Hide Preparation) illustration.

RESPONSE: The Exhibit Fabricator is responsible for procuring the illustration, in accordance with Attachment C – NISI Content Specialties.

15. Are any other custom illustrations required?

RESPONSE: Refer to Attachment C – NISI Content Specialties, included as part of this solicitation for the number of custom illustrations.

16. Are usage rights for any of the custom illustration required? For how long?

RESPONSE: Use rights are handled in accordance with Attachment 1, Exhibit Planning, Design and Fabrication Specifications under the base IDIQ contract.

17. Is the exhibit fabricator required to purchase usage rights for any other graphic elements in the exhibit? Again, for how long?

RESPONSE: The artifacts will be available at the post-award site visit.

22. Will the fabricator’s artifact mounter (surveyor) be required to share any accreditation(s) in order to gain access to the NISI museum’s artifact collection?

RESPONSE: If the contractor is proposing an Artifact Mounter that has not been approved as part of the base IDIQ contract, the same information outlined under the IDIQ solicitation is required for any new key personnel. The contractor shall submit a resume for the mount maker or any other position that has not been approved, as part of their proposal. The minimum of three (3) years of full-time work directly related to its associated key personnel position is required, which must be demonstrated on their resume.

23. Who will be allowed/required to handle the NISI museum’s artifacts during final artifact installation?

RESPONSE: The approved artifact mounter will handle the artifacts under supervision by NPS staff.
