This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2124R0069 is issued as a Request for Proposal (RFP) which constitutes the entire solicitation. Proposals with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2024-05, effective May 22nd, 2024. This is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 512110, Motion Picture and Video Production, and the related small business size standard is $40M.
The government anticipates award of one (1), firm-fixed price contract.
REQUIREMENT: The Monocacy National Battlefield (MONO) visitor center is being refurbished and is producing new exhibits for the updated space. The contractor shall provide all services, including labor, materials, equipment, facilities, and travel necessary produce a new 4K UHD 10-minute Battle Map Exhibit Video with English narration, sound effects, a musical score, and English audio description and captions and to produce one 60-second video silent attract loop in accordance with the specifications as detailed in this contract and its attachments.

SCOPE OF WORK
AUDIOVISUAL PRODUCTION SERVICES FOR BATTLE MAP EXHIBIT VIDEO for
MONOCACY NATIONAL BATTLEFIELD
I. BACKGROUND AND PURPOSE
During the summer of 1864, the Confederacy carried out a bold plan to turn the tide of the Civil War in their favor. They planned to capture Washington, DC, and influence the election of 1864. On July 9th, Federal soldiers, outnumbered three to one, fought gallantly along the banks of the Monocacy River in an effort to buy time for Union reinforcement to arrive in Washington, DC. The fighting was fierce, with heavy casualties falling on both sides. By 5:00 p.m. however, the Federals were in full retreat to the east, and the Confederates would take the field. During the fighting roughly 2,200 men had been killed, wounded, captured, or were listed as missing (900 Confederate, 1,300 Federal).
Monocacy was not one of the largest battles of the Civil War, but it had an impact much larger than many know. General Jubal Early had successfully reached Washington, forcing Lt. General Ulysses S. Grant to send reinforcements northward, but his campaign was ultimately foiled by the delaying tactics of Lew Wallace and his men at Monocacy on July 9th. Because of this, the Battle of Monocacy has forever been known as “The Battle That Saved Washington.”

The Monocacy National Battlefield (MONO) visitor center is being refurbished and is producing new exhibits for the updated space. A central feature of the existing exhibits has been the Battle Map program, a fiberoptic battlefield diorama that is at the end of its life cycle and needs to be replaced and updated for the new exhibits. The existing program can be viewed at: https://youtu.be/i6k_Obmj3GQ. The new Battle Map Exhibit Video shall utilize the existing script but with upgraded video and exhibit technology which offer an enhanced interpretive experience for visitors. The program will be user-activated via push button. The new program will be projected down onto a flat screen mounted parallel to the floor atop a beveled platform approximately 12 inches tall (see AttachmentK_MONO-VC-PD2_Scene2_Drawings_081923.pdf). English Audio description and captions shall also be produced. Audio speakers and monitors for captions shall be mounted on the platform beneath the screen. The exhibit structures, interpretive panels, and audiovisual hardware shall be provided under a separate contract.

II. SCOPE AND OBJECTIVES
GENERAL REQUIREMENTS
The contractor shall provide all services, including labor, materials, equipment, facilities, and travel necessary produce a new 4K UHD 10-minute Battle Map Exhibit Video with English narration, sound effects, a musical score, and English audio description and captions and to produce one 60-second video silent attract loop in accordance with the specifications as detailed in this contract and its attachments.
The primary objectives of the project are to:
1. Utilize the existing program script (Attachment L_ElectricMapText_110723.doc) as the foundation for the new program, incorporating ample breathing room for sound effects, music, and audio description.
a. The script shall be read by a professional narrator.
b. Historically accurate sound effects that provide an immersive experience shall be included throughout the program.
c. A musical score that enhances the emotionally engaging experience for visitors is required (either original score or library music is acceptable).
2. Produce a compelling introductory sequence of the background events leading up to the events at Monocacy.
a. Animation, historic photos, stock footage may be incorporated into this sequence.
b. The style shall be determined through a creative design approach with the park and the COR, including treatments and storyboards.
3. Produce original 3D map animations depicting troop movements and battlefield topography.
a. The animation style shall be determined through a creative design approach with the park and the COR, including treatments and storyboards.
b. Animated maps shall:
i. Be of a high professional standard and include enhancements that provide depth, lighting, and texture;
ii. Be photorealistic in their depiction of topography, vegetation, waterways, and other landscape features;
iii. Include features such as moving arrows, waving battle flags, explosions, smoke, and clouds to indicate army positions, troop movements, battle locations, weather, etc.;
iv. Accurately depict the landscape as it appeared during the Battle of Monocacy in July 1864.
4. Produce the program in accordance with Section 508 accessibility requirements (see Section II.C.3. Accessibility)
5. Produce one 60-second video attract loop featuring images from the new program. The attract loop shall:
a. Be silent.
b. Be an artistic montage of overlapping, dynamic, continuously moving images which draw the visitor to the exhibit and provide a visual preview of the program.
c. Include stylized text that prompts visitors to press a pushbutton to play the video program.
d. Be visible and legible to visitors on all three sides of the screen.
e. Run continuously on the exhibit screen when the video is not playing. The first and last frames of the attract loop shall be identical to enable seamless, continuous looping.
PROJECT MANAGEMENT
The Contractor shall assign a Project Manager to oversee the contract. The Project Manager shall:
1. Be the primary point of contact between the contractor and the Contracting Officer’s Representative (COR).
2. Have full authority to act for the contractor on all matters.
3. Provide quality control to ensure that all elements of project work meet the requirements of the contract specifications as follows:
a. Provide routine inspections of ongoing work.
b. Inform the COR of any issues that could affect work quality or schedule.
c. Ensure that all work not acceptable or compliant with the specifications is corrected prior to review by the COR.
4. Track work progress to ensure that the project is completed according to the schedule. Coordinate and confirm the dates for all submittals and meetings with the COR.
5. Ensure that contractor staff adhere to the communication protocol set forth by the Contracting Officer (CO), as follows:
a. The contactor shall only communicate with the Contracting Officer, COR, and HFC Project Manager.
b. No direct contractor-to-park communication is permitted except during phone calls, meetings, or site visits arranged and attended by the COR.
6. Initiate, participate in, and provide the agenda for regular progress meetings with the COR and as needed, other National Park Service (NPS), and contractor staff.
SPECIFICATIONS AND SUBMITTALS
1. Format and method for submitting deliverable documents and video edits:
a. All documents shall be submitted to the COR electronically via email or Microsoft Teams, unless otherwise approved by the COR.
b. The contractor shall cc the HFC Contracting Officer on all email communications.
c. Unless otherwise specified, all documents shall be created in the latest version of Microsoft Word. Documents shall be dated and versioned, with headers and page numbers.
d. Document file names shall include the park alpha code (MONO), AV program number, deliverable description, version number, and date submitted. File names shall use CamelCase when needed. Per best practices, no spaces or punctuation other than underscores shall be used.
i. Example: MONO_AV0171_ProductionPlan_v2_022124.
ii. AV Program Numbers:

2. Attract Loop: MONO_AV0172
e. All edits shall be submitted digitally via the Harpers Ferry Center Microsoft Teams site unless otherwise approved by the COR.
2. NPS Release Forms and License Agreements
The contractor shall obtain all rights and permissions from the owners/holders of restricted copyrighted materials for use in the programs under this contract. All license agreements and release forms shall be approved by the COR prior to use.
The contractor shall submit an inventory of all copyright agreements for all assets used in the final films as part of the completion report.
a. The use of the National Park Service Release Form is mandatory for all “Talent” (including interview subjects, actors, reenactors, narrators, musicians, and music composers) appearing in or providing content for all media produced. Refer to Attachment A_ NPSIndividualReleaseForm and Attachment B_ NPSMaterialsRelease Form.
b. For restricted, copyrighted material used in the production, the contractor shall clear and negotiate price, terms, and conditions of all elements for use, including all rights with publishers and copyright holders; and pay all costs and fees. Refer to Section XXIV – Clauses by Reference, 52.227-17 Rights in Data - Special Works.
c. Licenses with indemnification clauses signed on behalf of the National Park Service shall not be accepted. Refer to Attachment C_NPS AmendmentToLicenseAgreement for an example amendment to standard license agreements.
d. All acquisitions of restricted material shall have documented signed agreements in the name of the National Park Service.
e. All acquisitions of unrestricted or public domain material shall have a statement from the source verifying the unrestricted or public domain status.

f. All acquired images and footage releases and licenses shall be accompanied by a thumbnail or photocopy of the material.
g. The following use rights shall be required: All uses, all media, all locations, in perpetuity.
3. Accessibility
a. The completed programs shall meet all NPS accessibility guidelines. Refer to Attachment E_NPSProgrammaticAccessibility.

b. Contractor shall produce Audio Description (AD), Subtitles for the Deaf and Hard of Hearing (SDH), and Closed Captions (.srt) for the exhibit video.
c. Contractor shall pace all scripts and edits to accommodate an AD narration track. The writer and editor shall incorporate natural pauses (where no narration or interviews occur) into the script. The AD track shall not be obscured by the score or sound effects.
DEVELOPMENT AND PRE-PRODUCTION PHASE
Work performed during the Development Phase centers on ensuring that the project is logically structured, and its goals are understood and realistically attainable within the contractor’s budget, schedule, and other specified parameters.
For each deliverable, multiple drafts may be required until approved by the COR. The contractor shall prepare and submit written response to COR review comments, including any questions or points for clarification.
Work in this phase shall include:

1. Post-Award Conference Call
The contractor (at a minimum, the Producer and Project Manager) shall participate in a one-hour post-award web-based video conference with the Contracting Officer, COR, and park staff. Time and date shall be determined between the COR and contractor after award.
a. The post-award conference call shall include:
1) Orientation to key team members,
2) Review of the Scope of Work, project schedule, and table of deliverables,
3) Review all accessibility requirements for the project,
4) Review requirements for use rights in relation to acquisition of materials.
b. Within five business days after the post-award call, the contractor shall submit detailed call notes to the COR via email.
2. Project Schedule
Within 14 business days after the Site Meeting, the contractor shall produce a detailed, complete overall Project Schedule listing all submittals, review times, and final deliverables. Submittal and Review times shall account for multiple revisions. The goal of this schedule is to map out broad time windows for each stage of the process. The project schedule shall be submitted via email in the latest version of Microsoft Word or Excel to the COR for review and approval.
The contractor shall update the approved schedule and resubmit to the COR as needed over the life of the project.
3. Research
The contractor shall be responsible for performing content research. The contractor shall also be responsible for researching, acquiring, and licensing all elements not originally produced such as graphics, artwork, photographs, archival and historic photographs and footage, stock footage, music, and sound effects used to create the final production.
This is not a separate submittal, but shall be required for successful completion of treatments, scripts, rough cuts, and other project submittals.
4. Treatments and Production Plan
Based on the approved Narrative Approaches, the contractor shall prepare and submit a Treatment and a Production Plan for the exhibit video. The Production Plan for this project shall play a large role in the success of the project. The Treatment and Production Plan shall align and demonstrate an understanding of contract requirements. Care shall be taken in this stage to ensure a feasible plan to overcome any production challenges and risks identified during the post-award meeting. Multiple drafts may be required until approved by the COR.
The contractor shall prepare and submit a written response to COR review comments, including any questions or points for clarification.
a. Broadly, the Treatment shall reflect the following:
1) The contract requirements, especially Section II.A.General Requirements.
2) The in-depth discussions between the contractor, COR, and any park staff, park partners, consultants, or advisors during the post-award call.
3) The contractor’s research.
4) A creative approach that is appropriate for a broad range of viewers of all ages, ethnicities, and abilities.
5) A creative approach that is “evergreen” and does not include content or production techniques that date the video.
b. Specifically, the Treatment shall include the following:
1) Narrative overview of the proposed creative approach to the storyline and how this meets the goals of the video.
2) Description of the story threads and proposed visual highlights.
3) Proposed style of animation for original material.
4) Sources for additional program/content research.
5) Description of proposed original musical score.
6) Description of proposed narration.
7) Description of footage and images (with sources) proposed for the production.
8) Links or files of existing films/excerpts can be included as examples for illustrating style ideas.
c. The Production Plan shall include the following:
1) Proposed schedule for pre-production, production, and post-production (this shall be an expanded version of the Project Schedule).
2) Description of proposed approach for any computer-generated imagery (CGI) and animations.
3) Proposed on-screen text look, font(s), and style(s).
5. Revised Script
The Contractor shall develop a revised script based on the original government-furnished script and approved treatment. The revised script shall include suggested spaces and pauses in the narration where audio description and more robust sound effects may be added.
a. The contractor shall develop and submit all scripts in accordance with the following requirements:
1) The script shall be in a two-column format with numbered scenes, visual information, and cueing in the left column, and narration and sound effects in the right column.
2) Script shall be submitted in the latest version of Microsoft Word.

6. Storyboards
a. The Contractor shall develop storyboards based on the approved treatment and script.
1) The storyboards shall demonstrate the proposed content, visuals, text, and pacing.
2) Visuals are not expected to be final or full resolution in the first draft;
placeholder images that convey the design intent are sufficient for the first draft.
3) On-screen text (keywords, statistics, quotes, etc.) shall be proposed, as shall the fonts, colors, and sizes.
4) Subsequent drafts shall be fleshed out with visuals, on-screen text, and other details based on client feedback, additional research, and footage collected during the production phase.
b. The contractor shall develop and submit all storyboards in accordance with the following requirements:
1) Storyboards shall be delivered as color PDF files.
2) Printable page size shall be standard 8 ½ x 11”.
3) All pages shall be numbered.
4) The storyboard cover shall contain the program title, production number, date, client organization and address, and the Contractor’s name, address, and telephone number.
5) Multiple drafts may be required until approved by the COR.
6) The contractor shall prepare and submit a written response to COR review comments, including any questions or points for clarification.
PRODUCTION PHASE
Work performed during the Production phase centers on the acquisition and production of media and other supporting material. For each task, multiple drafts may be required until approved by the COR. The contractor shall prepare and submit a written response to COR review comments, including any questions or points for clarification.
Submittals during the Production Phase:
1. Updated Project Schedule.
2. Revised Scripts.
3. Animation and Computer-Generated Imagery (CGI)
For each animation and CGI sequence, the contractor shall submit the following. Multiple revisions incorporating all required, agreed upon changes may be required until approved by the COR:
a. Conceptual Design A general narrative of the animation or CGI sequence describing the proposed creative approach for developing the content, graphic elements, titles, fonts, and animation. Samples of similar animations and CGI sequences shall be submitted for reference.
b. Work-In-Progress 1 Storyboards, graphic layouts, modeling, and sample demonstrations illustrating movement and incorporating the required, agreed upon changes from the Conceptual Design stage.
c. Work-in-Progress 2
All elements shall be incorporated into the animation or CGI sequence in accordance with the required, agreed upon changes from the Work-In- Progress 1
4. Archival Assets, Stock Footage, and Photographs
a. Archival assets such as photographs, paintings, illustrations, newspaper headlines, documents, and other assets may be incorporated.
b. All archival assets, stock footage, and stock photographs proposed for use shall be pre-approved by the COR.
c. The contractor shall perform all necessary research to locate archival and stock assets and obtain appropriate licenses and releases.
d. If used, stock footage shall have originated in a format that is comparable to original footage required by this contract and shall meet the aesthetic and technical specifications for original footage included in this contract.
e. The contractor shall be responsible for paying all fees related to the use of archival and stock assets in accordance with the use rights required by this contract for non-original material. Refer to Section II.C.2 – NPS Release Forms and License Agreements and Section II.F.3.d – NPS Release Forms, License Agreements, and Contracts for Material Used in Productions for additional information.
POST-PRODUCTION PHASE
The following tasks shall be required during this phase. For each task, multiple drafts may be required until approved by the COR. The contractor shall prepare and submit a written response to COR review comments, including any questions or points for clarification.
Submittals during the Post-Production Phase:
1. Updated Project Schedule
2. Rough-Cut Edits and Edit Scripts
Contractor shall submit Rough-Cut Edits and corresponding Edit Scripts for the exhibit video and attract loop in accordance with the following requirements:
a. The First Rough-Cut shall include enough of the structure and content to evaluate the validity of the approach and to determine if changes are needed to enhance the clarity and strengthen the goals and objectives of the program. Scratch narration, temp music, and low-res footage and archival assets are acceptable during this stage.
b. The Rough-Cut Edit Scripts shall be updated to match the edit and include any relevant notes or clarifications for elements to come.
c. Contractor shall submit subsequent Rough-Cut Edits and corresponding Edit Scripts for the exhibit video in accordance with the following requirements:
1) Address comments and incorporate the required, agreed-upon changes from the previous version.
2) Include all proposed footage, animation, proposed archival and stock assets, and storyboards of animations.
3. Resource Samples and Rights Packages
The resource samples and rights packages shall be developed concurrently with the other production tasks. The contractor shall subdivide these tasks on the project schedule based on the requirements of the approved treatment.
a. Music Samples
A musical score is required (either original score or library music is acceptable). The contractor shall work with the COR to determine appropriate music styles and instrumentation for the score.
1) The contractor shall submit, electronically via email, music samples from a minimum of three professional film composers in MP3 or WAV format. All samples shall be appropriate to the tone, mood, style, and pacing of the film.
2) Original music produced under this contract becomes the property of the government.
b. Stock Footage, Photographs, Artwork, Archival Assets, and Sound Effects
1) Prepare and submit an inventory with thumbnail images (where applicable) that accounts for the sources of all copyrighted and public domain elements (archival assets, stock photos/footage, artwork, graphics, animations, maps, music, sound effects) proposed for use in the film that shall be procured and obtained by the contractor.
2) Acquisition of high-resolution images of any proposed photographs, artwork, illustrations, maps, or other graphics to be used in the films shall be the responsibility of the contractor.
c. Narration and Voice Samples
1) Professional voiceover narration is required.
2) The contractor shall submit the following voice samples to the COR for review prior to submission of the First Fine Cut:
a. Three male and three female voice samples from professional narrators for the main narration.
b. Two male and two female voice samples from professional narrators for the audio description narration.
i. If a male narrator is chosen for the program, the audio describer shall be female, and vice versa.
3) Voice samples shall be submitted to the COR electronically via email in MP3 format. The COR shall make a selection prior to the Second Fine Cut submittal.
4) All narration shall be recorded in a professional audio recording studio that allows the COR and park staff to monitor the recording session by phone in real time.
d. NPS Release Forms, License Agreements, and Contracts for Material Used in Productions
1) Contractor shall submit, electronically via email, scanned PDF files of all NPS Release Forms for talent (narrator, composer(s), and other acquired material).
2) Contractor shall submit, electronically via email, scanned PDF files of all License Agreements and Contracts acquired by the contractor for copyrighted and restricted material being used in the production concurrent with the submission of the Final Fine Cut.
4. Animation and Computer-Generated Imagery (CGI)
All animations and visual effects are finalized in accordance with required, agreed upon changes from the Work-In-Progress 2 stage.
5. Fine-Cut Edits, Edit Scripts, and Production Credits Draft
Contractor shall submit Fine-Cut Edits and corresponding Edit Scripts for the exhibit video and attract loop in accordance with the following requirements:
1) First Fine-Cut Edits and Edit Scripts shall address comments and incorporate the required, agreed-upon changes from the Second Rough-Cut stage. First Fine-Cuts shall include a selection of approved composer’s music, sound effects, best resolution archival images or footage, and any on-screen text and graphics (excluding credits).
2) A Word document draft of production credits.
6. Audio Description
Audio description describes visual content important to understanding the content and context of a program. People who are blind or have low vision are the primary audience, but audio description can also be used by people who have print disabilities or auditory learning styles. Audio description provides the viewer with information that further describes the visual content not provided in the primary audio track and is a separate audio track synchronized with the program’s primary audio track. Audio Descriptions shall meet all recommendations in the NPS Accessibility Guidelines, which can be found at:

1) Submit audio description scripts for all programs to the COR via email in the latest version of Microsoft Word.
2) Scripts shall include timecode that sync the audio to the correct visuals.
3) Submit revised scripts reflecting COR requested changes prior to narration recording.
4) Submit a MP3 file electronically via email of the edited audio description tracks for review.
5) Upon approval by the COR, the contractor shall incorporate the final edited AD tracks into the approved Second Fine Cut or online mix and submit to COR for review.
6) The contractor shall prepare and submit written response to COR review comments.
7. Closed Captions (CC) and Subtitles for the Deaf and Hard of Hearing
(SDH)
1) Submit electronically via email a SDH/caption script in the latest version of Microsoft Word. Script shall include time code that corresponds to each line. Script shall meet all recommendations in the NPS Accessibility Guidelines, which can be found at:

2) Contractor shall produce Audio Description (AD), Subtitles for the Deaf and Hard of Hearing (SDH), and Closed Captions (.srt and .vtt) for the Interpretive Film.
i. HFC SDH formatting guidelines are included in Attachment M_HFC_SDH_Specifications and supersedes the Caption Specifications in Attachment E.
3) Upon approval by the COR, the contractor shall apply the SDH to the approved Second Fine Cut or Online mix and submit to COR for review.
a. Submit a copy with on-screen (open caption) SDH in English.
b. Submit a copy with closed captions (online through youtube.com or equal) to demonstrate the SDH as closed caption files that can be turned on and off).
8. On-Line Edit, Sound Design and Mix, and Color Correction
Contractor shall submit On-Line Edits for the exhibit video and attract loop with corresponding edit scripts. On-Line Edits shall have final sound design, sound sweetening, stereo mix, 5.1 mix, and color correction.

The contractor’s Project Manager shall participate in a 30- to 60-minute Post-Award Conference Call with the COR, Contracting Officer, and park staff. The date and time of the call shall be determined between the COR and contractor within five working days after contract award.
No travel is required for this project.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (May 2016)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. ADDITIONAL WORK
Any additional work not detailed in this contract shall be approved, in writing, by the Contracting Officer via a bilateral modification.
LOSS OR DAMAGE
The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract. The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.
If due to fault, neglect, dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this contract, the contractor shall be responsible for same. The government, at its option, may in lieu of repayment, require the contractor to replace at his own expense, all such property as directed by the Contracting Officer. Until the equipment is repaired or replaced, the contractor shall furnish similar, adequate replacement property and/or equipment at no charge to the government, within two https://www.ipp.gov/ working days of the date the equipment has been lost, stolen, or damaged.
