Requests for Information (RFI) for Solicitation 140P2124R0069: MONO – Battle Map Exhibit Video

1. Pg 5, iv: Are there files or documentation available for the original topographic map that might be used for reference for the animator to “accurately depict the landscape”?

Answer: A pdf of the current top map exhibit is attached (IMG_0223). Any additional documentation available will be provided after award.

2. Pg 16-17 Final Deliverables: The final deliverables specify master video files with and without SDH. However Pg3 and Attachment K refer to three caption monitors.

a. Can you confirm that we will be delivering an additional video of captions only for the caption monitors?

b. Can you confirm that, in addition, we must deliver a master video file of the map animation with captions?

Answer: a. No, a caption-only video is not required; b. Yes, expected deliverables as listed on pgs 16-18.

3. To assist in schedule planning, in advance of posting and as soon as possible, please provide the date and where Answers to Questions will be available.

Answer: Answers to these questions are posted on SAM.gov as an Amendment to the solicitation.

They are typically posted within days of submittals, depending on complexity and volume of Q&A.

4. Please provide a video sample or frame grab of the level of animation complexity that is wanted.

Answer: To be determined in pre-production in conjunction with COR and park.

5. Is there a similar battle map in place in another NPS Visitor Center and if so, please provide video or frame grabs of the production.

Answer: The contractor can do this research.

6. 3D animation cost range can vary by many thousands of dollars per minute. Please provide a range of cost-per-minute so that proposals will be developed to allow NPS more accurate and equivalent evaluation (i.e. apples-to-apples).

Answer: The budget range for this project is $50,000 - $80,000.

7. Is drone shooting allowed, and is drone footage envisioned?

Answer: No. No new filming is required or expected.

8. Is the video to include the same border and geographical area as the existing map?

Answer: Yes but may be expanded a bit to allow for better presentation and comprehension. The geographical area is Monocacy NB.

9. Is there to be adjustment in the script story to tell the story of the aftermath at Fort Stevens?

Answer: No.

10. Does NPS have existing copies of related archival source still photography that can be made available in high-resolution files?

Answer: Any additional archival resources from the park will be shared after award.

11. Does NPS know of any existing footage of reenactments of the Monocacy Battle or similar re-enactment footage? If so, please detail.

Answer: HFC does not have any video programs for MONO in our archive.

12. Will subject matter experts be provided, or will the NPS Monocacy Battlefield interpretive staff serve in this capacity?

Answer: Monocacy NB staff will serve as subject matter experts.

13. Are travel costs included in the total cost evaluation? Or are such travel expenses excluded from total cost in evaluation?

Answer: pg 19: No travel is required for this project.

14. The current exhibit appears to project an image onto a physical topographical map display/diorama. In the Scope of Work I. Background and Purpose it is mentioned “The exhibit structures interpretive panels, and audiovisual hardware shall be provided under a separate contract.”

a. Does this mean there is a new topographic diorama is to be built?

i. If yes, is it safe to assume this is a “projection mapping” project?

ii. Further, would we have access to the heigh map used by the contractors building that diorama?

iii. If no, is the final display to be a flat display, much like a video screen or a projection screen?

Answer: The final display is a flat display, and the program should play similarly on the display screen or on a video monitor.

15. Do we know the exact dimensions of the projection screen?

Answer: 84” x 48”

16. Regarding the 3D map animations and the nature of a top-down view from visitors:

a. Is it safe to assume the NPS would like an arial view of Monocacy National Battlefield where the 3D aspect is to depict natural terrain the soldiers faced?

b. Or would it be preferred to have a “First Person View” in a realistic 3D environment from “ground level”?

Answer: a. Yes. B. No.

17. Page 4, II. 1. Is the existing script – Attachment L – to stay the same, or is the intention to revise it somewhat?

Answer: The text is intended to stay mostly as-is, with allowances for edits for clarity.

18. Will the view of the landscape be the same as what is presented in the current diorama?

Answer: See earlier questions/answers.

19. In the new program, will the view of the landscape shift to show more areas beyond what is currently in the diorama? If so, how many unique landscapes will we have to create?

Answer: See earlier questions/answers.

20. Page 8, 3. Research - Will the Park provide any reference material for how the landscape looked at the time of the battle and the movements of the troops, or will all of this research need to be done by the Contractor?

Answer: See earlier questions/answers.
