Solicitation No. 140P2122R0029 (Amendment 02) - MORU - Questions

1. Can multiple writers be included as part of the proposal?

Answer: Yes.

2. Does each writer need to submit 2-3 scripts?

Answer: Yes if they are identified as Key Personnel in the proposal.

3. Please elaborate on how additional projects should be noted in the Management Plan. (pg. 80 of

119, samples of work older than 8 years)

Answer: Comparable projects that were completed more than eight years ago can be noted and described in the narrative for Volume I, Factor A.

4. Please confirm that all but seven of the interviews for all films are envisioned to be within 60 miles of the monument. (pgs. 33-34 of 119)

Answer: The government anticipates that 18 of the 26 interviews listed in Section II.2.C.2.d.1 can be filmed at or within a 60-mile radius of the park. There are eight non-local interviews noted in the list.

5. Can some stock images and stock video in the (Amphitheater film only) be licensed for use at the monument only rather than needing a blanket release?

Answer: The following use rights shall be required for all archival assets: All uses, all media, all locations, in perpetuity (see Section II.2.A.3.e).

6. Are the six “Spotlight” segments included to facilitate budgeting/scope parity and/or is this creative execution etched in stone, so to speak.

Answer: The Spotlight Interview segments are a preliminary design concept for the

Amphitheater Film and are included in the Scope of Work to ensure that all offerors propose a comparable level of effort. After the Post-Award Meeting, the contractor shall prepare and submit a minimum of three different proposed approaches for the narrative storyline and style of the Amphitheater Film and the Visitor Center Film based on their understanding of project requirements (see Section II.2.B.5). Any deviations from the Scope of Work shall require a contract modification.

7. Please elaborate on the scale of the reenactments mentioned in a few sections of the RFP. (pg. 29 of 119, production plan)

Answer: Original reenactments are neither required nor desired. The current amphitheater film features reenactments extensively; this is not the preferred approach for the new film.

Archival photographs, film footage, paintings, illustrations, newspaper headlines, documents, and other historic assets shall be used to visualize the history and construction of the memorial, and to (briefly) depict key moments in the lives of Presidents Washington, Jefferson, Lincoln, and Roosevelt to illustrate why they were selected for the memorial (see

Section II.1.A.1.d.9). Any proposed reenactments shall be described in the Treatment, shall be a relatively minor element of the production, and shall be existing or stock footage rather than original footage. The government shall review all proposed reenactment footage for quality and historical accuracy before approving its use.
