Solicitation 140P2122R0029 – Mount Rushmore Interpretive Film RFIs

1. Could you please provide the preferred number of shooting days for each film to help guide budget decisions?

Answer: The contractor shall determine the number of shooting days needed to fulfill the requirements of the contract, and shall propose a shooting schedule and number of shooting days in the Production Plan based on discussions with the government at the post-award meeting (see

Section II.2.B.6). The government anticipates a relatively high level of effort for location filming given the requirements for at least three seasonal shoots at the memorial and six “Spotlight

Interview” shoots in five different locations in the contiguous U.S. (see Section II.2.C). Please note that each Spotlight Interview shoot shall be a minimum of two days (see Section

II.1.A.1.d.6).

2. Could you please provide an estimated budget range?

Answer: The estimated budget range for this project is $780,000 to $880,000.

3. When will bidders be receiving the responses to questions?

Answer: An amendment will be released once the RFIs have been answered.

4. Is there an incumbent for the work (or similar work) outlined in the solicitation?

Answer: No.

5. If a vendor is not able to provide all the work samples listed in the response requirements, will the proposal be disregarded?

Answer: The proposal will not be disregarded, but it will be scored accordingly. Please note that

Volume I—Technical Capability, which includes samples of work, is the most heavily weighted evaluation factor (see Section XXI).

6. Is there any flexibility with the 10-year-experience requirement for each key personnel?

Answer: No.

7. RFP Page 8, D.1 & Page 14, D.1: The links to the existing amphitheater and visitor center films can’t be accessed since they are user and password protected, can you provide new links?

8. RFP Page 4, I: “The purpose of this contract is to provide all audiovisual services to create one

20- minute 8K UHD (ultra-high-definition) Amphitheater Film…” Attachment E specifies that the film is 4K. Can you clarify whether the shooting format for the amphitheater film is 8K or

4K? Can you also confirm that the deliverables for the Amphitheater film are 4K? If so, it will help to know the rationale for 8K acquisition.

Answer: All original footage for the Amphitheater Film shall originate in 8K UHD (see Section

II.2.C.2.b.1). The Amphitheater Film shall be mastered in 4K UHD (see Attachment E, Item 1) and High Definition (see Attachment E, Item 2). The rationale for shooting the Amphitheater Film in 8K is that the footage will be used to fulfill stock footage requests and repurposed for other

NPS projects, and we want to have the highest resolution possible. We also want to have the capability to master and present the Amphitheater Film in 8K should the park decide to do so in the future.

9. RFP Page 9, 6: “for budgeting purposes, offerors shall assume six shoots in five different locations…”. Since each region is extremely broad, can you specify a city in each region so that offerors’ travel budgets are comparable?

Answer: The subject matter and shooting locations for the six “Spotlight Segments” shall be determined after award in consultation with the COR and park. The contractor shall be responsible for locating candidates across the U.S. who meet the park’s desired criteria and whose stories are emblematic of a diverse American experience. For budgeting purposes, offerors shall assume six shoots in five different locations in the contiguous U.S: two in the Midwest region (including one in the Black Hills) and one each in the East Coast, South, Mountain, and

West Coast regions. Specific locations in each region shall be identified in the contractor’s

Treatment. (See Section II.1.A.1.d.6.)

10. RFP Page 27-30: Will Native American representatives be involved in review during pre-production phases (treatment, scripts, etc)?

Answer: Yes. The park will coordinate these reviews.

11. RFP Page 35, E: Are there any airspace restrictions around the monument?

Answer: Yes. The park has an Air Tour Management Plan designed to mitigate or prevent impacts of commercial air tour operations on park resources. The park will determine the extent to which these regulations will apply to the aerial photography requirements of this project after contract award.

12. RFP Page 38, H.2: For stock footage, are all media rights in perpetuity required, or can broadcast and theatrical rights be waived?

Answer: The following use rights shall be required: All uses, all media, all locations, in perpetuity (see Section II.2.A.3.e).

13. RFP Page 80 Factor B: Are the one-page samples to be submitted as part of Volume I, or only submitted on the flash drive?

Answer: The one-page overviews shall be included in Volume 1, Factor B.

14. RFP Page 88, Factor A. “Preference will be given to offerors who have demonstrated a level of effort that minimizes impact to the park…”. Can you clarify this statement, or provide an example of a “level of effort that minimizes impact to the park”?

Answer: Preference will be given to offerors who have demonstrated a level of effort that minimizes impact to the park and provides a balance between quality and cost effectiveness (see

Section XXI.A). Examples include safely and carefully filming on sensitive natural and cultural properties utilizing small crews observing Leave No Trace principles (see Section II.1.B.4) and equipment carefully selected and operated in such a way as to minimize impacts on natural and cultural resources.

15. RFP Page 89, Sample Group 4 & 5. “Preference will be given to offerors who have received professional industry awards and honors for their work on comparable projects.” Why is this requirement only for editor and scriptwriter?

Answer: This same evaluation criteria is also listed under Sample Group 1 (see Section XXI.A, page 88) and Sample Group 2 (see Section XXI.A, page 89).

16. Can you please share the overall AV media budget or budgetary range?

Answer: The estimated budget range for this project is $780,000 to $880,000.

17. Can you provide access to the existing film “Americas Lasting Legacy,” linked under d. Style and

Approach, in #1, on page 8 (the provided link did not grant us access)?

Answer: See answer to question #7.

18. Can you provide access to the existing film “The Shrine,” linked under d. Style and Approach, in

#1, on page 14 (the provided link did not grant us access)?

Answer: See answer to question #7.

19. Can you confirm that the Samples and Past Performance Questionnaires can be from projects within the last 8 years as noted on page 80 under Factor B – Samples of Work, and not 3 years as it says on page 85 under Volume III Past Performance, “The past performance information submitted for evaluation under this solicitation shall correspond to the Samples of Work. Samples shall represent work which is either ongoing or has been completed during the past three years.”

Answer: Paragraph 4 under Volume III – Past Performance on page 85 of the solicitation is amended as follows:

FROM: “The past performance information submitted for evaluation under this solicitation shall correspond to the Samples of Work. Samples shall represent work which is either ongoing or has been completed during the past three years. It shall also represent the involvement of the proposed Project Manager and key personnel.”

TO: “The past performance information submitted for evaluation under this solicitation shall correspond to the Samples of Work. Samples shall represent work which is either ongoing or has been completed during the past eight years. It shall also represent the involvement of the proposed Project Manager and key personnel.”

20. Page 25, 4. Accessibility: Can you confirm if the Amphitheater Film, Visitor Center Film, and

Web Videos are to be filmed/captioned/subtitled only in English, or if other languages are required?

Answer: All programs shall be subtitled and captioned in English. No other languages are required.

21. Is the scope of the Marketing and Distribution Phase simply to provide the deliverables listed on page 58, D., or does it involve more marketing than that?

Answer: All Marketing and Distribution requirements are described in Section II.2.E. Final deliverables for the Marketing and Distribution phase are summarized in Section VII.1.D and itemized in Attachments E and F.

22. The Cost Price Volume lists required forms including “Past Performance Questionnaires” (page

86 of the solicitation). We wanted to confirm that you would like the questionnaires not only in

Volume 3, but in Volume 4 as well.

Answer: Just in volume 3.

23. Based on page 38, h.i., approximately what percentage of the archival assets for the films does the

Park estimate it can provide?

Answer: The park has an extensive archive of assets pertaining to the design and construction of the memorial that shall be made available for use in this project, including all of the historic film footage and photos seen in the current visitor center film. Additional archival assets may be needed depending on the contractor’s approved treatment. The contractor shall be responsible for researching, acquiring, and licensing any archival assets that are described in the approved treatment but not available from the park. (See Section II.2.C.2.h.1)

24. Based on page 38, h.i., of the archival assets that the Park is able to provide, approximately how many would require re-scanning to be useable in these programs?

Answer: Unknown at this time. For budgeting purposes, contractors shall assume that all archival assets acquired from the park for use in the final programs will need to be re-scanned at a higher resolution.

25. On page 80, the directions for Sample Group 1 state that “All samples shall reflect the work of the proposed Producer and Director.” Please confirm that each sample can be from either the

Producer or the Director; not requiring them both to have worked on every sample together.

Answer: It is strongly preferred that all samples reflect a collaborative effort by the proposed

Producer and the proposed Director. If the contractor submits separate samples for the proposed

Producer and Director, the samples shall demonstrate the full range of capabilities for each person as listed under Sample Group 1 on page 81 of the solicitation.

26. Pages 20-21 DVD Replication Master (NPS Program Number DVD835) and Blu-ray Disc

Replication Master (NPS Program Number BD032): Apart from the higher resolution of the

Blu-ray Disc Replication Master, can we assume that the DVD and Blu-ray masters would share the same content including “custom artwork and 30 minutes of bonus features”?

Answer: The Blu-ray and DVD Replication Masters shall be identical except for resolution (Blu-ray is high-definition, DVD is standard definition).

27. AV122 Amphitheater Film: What are the actual physical dimensions of the projection screen where the Amphitheater film will be played?

Answer: The existing screen is 144” W by 108” H. The screen may be replaced prior to completion of the new film, but the available projection area will remain roughly the same because the screen is framed by a limestone structure that cannot be modified.

28. AV123 Visitor Center Film: What are the hardware specifications for the monitor or projection where the Visitor Center film will be played?

Answer: All AV equipment in the two Visitor Center theaters will be replaced prior to completion of the film. The new equipment will include 4K projection and 5.1 surround sound.

29. As we have substantial experience filming within the Native Hawaiian community, is Hawaii suitable for Spotlight Interview #4 (West Coast)?

Answer: The people or groups to be featured in the Spotlight Interview segments shall be determined after award in consultation with the COR and park. The Scope of Work requires six shoots in five different locations in the contiguous U.S. (see Section II.1.A.1.d.6), but the government may consider candidates in Hawaii, Alaska, and/or U.S. territories if they meet the park’s desired criteria and the contractor presents a compelling justification in their Treatment.

30. Is a recent copy of our FAR/DFARS report from SAM suitable articulation of our Certifications and Representations?

Answer: Yes.

31. Will the government provide a correct pricing schedule? Items are missing (No E, and some letters are double used)?

Answer: The payment schedule has been corrected and updated.

32. Can the government provide the precise number of multiple reviews for the project’s tasks?

Answer: Deliverables are listed in Section VIII. For each deliverable, multiple drafts may be required until approved by the COR. Deliverables are approved when all requirements listed in the Scope of Work have been fulfilled.
