About this file

This document is a pre-proposal conference presentation for the Yellowstone National Park Bridge Preservation Project (Solicitation Number 140P2026R0073, Project YELL 338223).

The contract involves rehabilitation and preservation of three existing bridges at Yellowstone National Park in Teton County, Wyoming: Lava Creek Bridge, Thumb Creek Bridge, and Unnamed Creek Bridge. Work scope includes both in-water activities (scour mitigation, erosion repair via riprap placement, and temporary stream diversion) and out-of-water activities (concrete spall repair, bridge deck concrete overlay, stone masonry repointing, hydro demolition, joint sealing, painting, asphalt paving, pavement marking, and traffic control). The bridges are categorized as Category D, C, and B structures. Funding is anticipated to be available with high expectations for contract award. Standard work hours are 7:00 a.m. to 7:00 p.m. or one hour before sunset (Monday–Friday), with weekend and early morning work permitted upon CO approval. Lane closures require four weeks advance notice; specific traffic control restrictions apply to each bridge location, including 10-minute maximum hold times and noise restrictions during campground operations. Contractors must coordinate park passes (14-day lead time) and comply with extensive wildlife protection requirements including migratory bird surveys (14-day notice), vegetation clearing restrictions (August 16–February 28), cutthroat trout spawning avoidance (April 15–July 15 at Thumb Creek), and bear/wolf protocols (650-foot suspension distance). Cultural resource discovery requires immediate work stoppage and specialist notification. The contracting team includes Contracting Officer Shellie Murphy and Contracting Specialist John Kotchian. Questions must be submitted by October 15, 2026, at 2:00 p.m. MDT to the contracting officers via email, with all questions and answers distributed to prospective offerors by solicitation amendment along with a meeting recording.
