Yes. The list provided is from last year, and the locations will need to be re-inspected in the Spring of 2026 for re-certification.

Is the contractor permitted to crush materials inside park boundaries for use on the project? Yes during construction hours and in a location to be determined by the CO. 6

In the summary of work section of the specifications, there are date restrictions for multiple aspects of the project. We do not see any date restrictions on the water portion of the project for Hudson Bay. Is it safe to assume this Correct. 6

St. Mary Campground Summary of Work Page 6 states "full campground clsoure allowed from January 1 to June 19, 2026 to accommodate construction. Notice to Proceed is April 1, 2026 this is not enough time for all the pipe work and road to be completed, reconstructed and paved.

Would the park consider a full closure for St.

Mary Campground for the 2026 season?

For the St. Marys Campground work, Loops A and B will be fully closed from October 1, 2026 to June 19, 2027. Loop C will be fully closed from January 1, 2027 to June 19, 2027. Contractor must maintain public access to Loop C from October 1, 2026 to December 31, 2026. 6

Does water need to be turned back on June 19, 2026 in the St. Mary Campground? Yes. 6

What date does St. Mary Campground close for the season in a typical year?

Loop A and Loop B will be closed starting October 1, 2026, while Loop C will close on January 1, 2027. See Question #6 for additional information. 6

Minimum required ratings are 240 Volt single phase, and 60 Amps, as shown on the one-line diagram on sheet E2. 6

Please provide a catalog number for matching the generator receptacle to owner's generator power cord plug. No catalog number is available. 6

Some service connections indicate pump outs and some appear to just be missing the call outs

The details for the smaller diameter lines and water stations call out a "butt fused" connection for ends. For smaller diameter pipes is a sock fused connection acceptable? Yes, this is acceptable for 2" and smaller. 6

On Schedule 3, Sheet D4 Detail 6 for asphalt pavement restoration does not show a chip seal layer. The existing campground loop roads at Two Medicine appear to have a chip seal layer.

Will chip seal be required after pavement? No chip seal will be required. 6

Excavation and Fill 31 23 00 defines compaction testing 3.22.E but does not indicate a frequency. It references a Quality Control 01 45 00 but that section is missing or possibly meant to be 01 40 00 but doesn't indicate a frequency either. For the Two Medicine campground site there are multiple notes stating to follow existing AC pipe and remove. In multiple locations the AC pipe deviates from the new pipe alignment which makes it difficult to keep the trench within the 6' pay limit shown on Detail 6 Sheet D4. Would DSC increase the pay limit in these areas, or would DSC approve matching new alignment

Pay limit may not be increased and the alignment for the new pipe may not be shifted. Contractor to remove existing AC pipe that is within the trench limits for the new alignment. 6

Is it safe to assume that all material excavated will be suitable to use for backfill? No. 6

SECTION 01 40 00 - QUALITY REQUIREMENTS

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes administrative and procedural requirements for quality assurance and quality control.

B. Testing and inspecting services are required to verify compliance with requirements specified or indicated. These services do not relieve Contractor of responsibility for compliance with Contract

Document requirements. Quality of work shall be responsibility of the Contractor.

1. Specified tests, inspections, and related actions do not limit Contractor's other quality assurance and control procedures that facilitate compliance with Contract Document requirements.

C. See Divisions 2 through 49 Sections for specific test and inspection requirements.

1.2 DEFINITIONS

A. Quality Assurance Services: Activities, actions, and procedures performed before and during execution of the work to guard against defects and deficiencies and substantiate that proposed construction will comply with requirements.

B. Quality Control Services: Tests, inspections, procedures, and related actions during and after execution of the work to evaluate actual products incorporated into the work and completed construction comply with requirements.

C. Preconstruction Testing: Tests and inspections performed specifically for project before products and materials are incorporated into work to verify performance or compliance with specified criteria.

D. Product Testing: Tests and inspections performed by a Nationally Recognized Testing Laboratory

(NRTL), a National Voluntary Laboratory Accreditation Program (NVLAP), or a testing agency qualified to conduct product testing, to establish product performance and compliance with industry standards.

E. Source Quality Control Testing: Tests and inspections performed at the source, i.e., plant, mill, factory, or shop.

F. Field Quality Control Testing: Tests and inspections performed on-site for installation of work and for completed work.

G. Testing Agency or Laboratory: Entity engaged to perform specific tests, inspections, or both.

Testing laboratory shall mean the same as testing agency.

H. Installer/Applicator/Erector: Contractor or another entity engaged by Contractor as an employee, Subcontractor, or Sub-subcontractor, to perform a particular construction operation, including installation, erection, application, and similar operations.

1. Using a term such as "carpentry" does not imply certain construction activities must be performed by accredited or unionized individuals of a corresponding generic name, such as "carpenter." It also does not imply that requirements specified apply exclusively to trades people of corresponding generic name.

1.3 CONFLICTING REQUIREMENTS

A. Reference Standards: If compliance with two or more standards is specified and standards establish different or conflicting requirements for minimum quality levels, comply with most stringent requirement. Refer uncertainties and requirements that are different, but apparently equal, to Contracting Officer before proceeding.

B. Minimum Quality Levels: Quality level shown or specified shall be minimum provided or performed. Actual installation may comply exactly with minimum quality specified, or it may exceed minimum within reasonable limits. To comply with requirements, indicated numeric values are minimum or maximum, as appropriate, for the context of requirements. Refer uncertainties to Contracting Officer before proceeding.

1.4 SUBMITTALS

A. Quality Control Plan:

1. After contract award and before Pre-Construction conference, submit a written Contractor

Quality Control (CQC) plan.

2. If plan requires revisions or corrections, Contractor shall resubmit plan within 10 days.

3. Government reserves the right to require changes in plan during contract period as necessary to obtain the quality specified.

4. No change in the approved plan may be made without written concurrence by Contracting

Officer.

B. Qualification Data: For testing agencies specified in "Quality Assurance" Article to demonstrate their capabilities and experience. Include proof of qualifications in form of a recent report on inspection of testing agency by a recognized authority.

C. Contractor Quality Control (CQC) Daily Reports: Submit showing inspections and tests on first workday following date covered by report. Quality Control Supervisor shall utilize DSC Forms.

1. Review Construction Management Representative (CMR) Daily report if applicable and reconcile any differences prior to posting.

D. Test Reports

1. Test reports shall be completed by person performing test.

2. Submit Daily Test Information Sheets with Quality Control Daily Reports.

3. Submit failing test results and proposed remedial actions within four hours of noted deficiency.

4. Submit three copies of complete test results no later than one calendar day after test was performed.

E. Accessibility Inspection Report:

1. Fill out applicable sections of the Accessibility Inspection Report and attach to Contractor

Quality Control Daily Report.

2. Utilize attached Accessibility Inspection form to document compliance with Architectural

Barriers Act Accessibility Standards (ABAAS).

3. Inspect at various stages of construction as needed to ensure finished product meets standards.

4. Submit report no later than one calendar day after inspection was performed.

F. Off-Site Inspection Reports: Submit prior to shipment.

G. If Contractor Quality Control plan and Quality Control Daily Reports are not submitted as specified, Contracting Officer may retain payments until such time plan(s) is/are accepted and implemented, or may retain payments for work completed on days with no Quality Control Daily

Reports.

H. Permits, Licenses, and Certificates: For National Park Service (NPS) records, submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, correspondence, records, and similar documents, established for compliance with standards and regulations bearing on performance of work.

1.5 QUALITY ASSURANCE

A. General: Qualifications paragraphs in this Article establish minimum qualification levels required; individual Specification Sections specify additional requirements.

B. Contractors Quality Control Staff:

1. Contractor's Quality Control Supervisor may also perform other duties.

2. Contractor's Quality Control Supervisor shall be assigned no other duties.

3. Contractor's designated Quality Control Supervisor shall be on the project site whenever contract work is in progress.

4. Contractor's job supervisory staff may be used to assist Quality Control Supervisor supplemented, as necessary, by additional certified testing technicians.

C. Installer Qualifications: Firm or individual experienced in installing, erecting, or assembling work similar in material, design, and extent indicated for Project, whose work has resulted in construction with a record of successful in-service performance.

D. Manufacturer Qualifications: Firm experienced in manufacturing products or systems similar to those indicated for Project and with a record of successful in-service performance, as well as sufficient production capacity to produce required units.

E. Fabricator Qualifications: Firm experienced in producing products similar to those indicated for

Project and with a record of successful in-service performance, as well as sufficient production capacity to produce required units.

F. Professional Engineer Qualifications: Professional engineer legally qualified to practice in jurisdiction where Project is located and is experienced in providing engineering services of kind indicated (including Structural Tests and Special Inspections (STSI)). Engineering services are defined as those performed for installations of system, assembly, or products similar to those indicated for Project in material, design, and extent.

G. Specialists: Certain sections of the Specifications require that specific construction activities shall be performed by entities who are recognized experts in those operations. Specialists shall satisfy qualification requirements indicated and shall be engaged for activities indicated.

1. Requirement for specialists shall not supersede building codes and regulations governing

Work.

H. Testing Agency Qualifications: A Nationally Recognized Testing Laboratory (NRTL), a National

Voluntary Laboratory Accreditation Program (NVLAP), or an independent agency with experience and capability to conduct testing and inspecting indicated, according to ASTM E 329;

and with additional qualifications specified in individual Sections; and where required by

Contract, is acceptable to Contracting Officer.

1. Nationally Recognized Testing Laboratory (NRTL): Nationally recognized testing laboratory according to 29 CFR 1910.7 (Code of Federal Regulations).

2. National Voluntary Laboratory Accreditation Program (NVLAP): Testing agency accredited according to National Institute of Standards and Technology’s (NIST) National

Voluntary Laboratory Accreditation Program.

3. Measuring devices, laboratory equipment, and instruments shall be calibrated at established intervals against certified standards in accordance with NIST requirements.

Measuring and testing devices shall be made available for use by Government for verification tests.

I. Factory-Authorized Service Representative Qualifications: Authorized representative of manufacturer who is trained and approved by manufacturer to inspect installation of manufacturer's products similar in material, design, and extent to those indicated for Project.

1.6 QUALITY CONTROL

A. Contractor is responsible for testing and inspections, including Structural Tests and Special

Inspections (STSI), as identified in attached STSI. Inspect and test work as needed to ensure quality of materials, workmanship, construction, finish, and functional performance are in compliance with applicable specifications, drawings, and those required by the Building Code.

1. Engage qualified testing agency to perform quality-control services.

2. Submit appropriate report for each quality-control service.

3. Testing and inspecting requested by Contractor and not required by Contract Documents are Contractor's responsibility.

4. Contracting Officer may designate test locations.

B. Manufacturer's Field Services: Where indicated, engage factory-authorized service representative to inspect field-assembled components and equipment installation, including service connections.

Report results in writing.

C. Re-testing/Re-inspecting: Regardless of whether original tests or inspections were Contractor's responsibility, provide quality-control services, including retesting and re-inspecting, for construction of replaced work that failed to comply with Contract Documents.

D. Testing Agency Responsibilities: Cooperate with NPS and Contractor in performance of duties.

Provide qualified personnel to perform required tests and inspections.

1. Notify Contracting Officer and Contractor promptly of irregularities or deficiencies observed in work during performance of services.

2. Determine location from which test samples will be taken and in which in-situ tests are conducted.

3. Conduct and interpret tests and inspections, State in each report whether tested and inspected work complies with or deviates from requirements.

4. Submit 3 copies of certified written report of each test, inspection, and similar quality-control service through Contractor.

5. Do not release, revoke, alter, or increase Contract Document requirements or approve or accept any portion of Work.

E. Associated Services: Cooperate with agencies performing required tests, inspections, and similar quality-control services, and provide reasonable auxiliary services as requested. Notify agency sufficiently in advance of operations to permit assignment of personnel. Provide:

1. Access to Work.

2. Incidental labor and facilities necessary to facilitate tests and inspections.

3. Adequate quantities of representative samples of materials that require testing and inspecting. Assist agency in obtaining samples.

4. Facilities for storage and field curing of test samples.

5. Delivery of samples to testing agencies.

6. Preliminary design mix proposed for material mixes that require control by testing agency.

7. Security and protection for samples and testing and inspecting equipment at Project site.

F. Coordination: Coordinate sequence of activities to accommodate required quality assurance and control services with minimum delay and to avoid removing and replacing construction to accommodate testing and inspecting.

1. Schedule times for tests, inspections, obtaining samples, and similar activities.

PART 2 - PRODUCTS

2.1 QUALITY CONTROL PLAN

A. Quality Control Plan shall include:

1. List of personnel responsible for quality control and assigned duties. Include each person's qualifications. Include alternate(s) and qualifications.

2. Copy of letter of direction to Contractor's Quality Control Supervisor(s) outlining assigned duties and authorities designated by principal or owner.

3. Names, qualifications / accreditations, and descriptions of laboratories to perform sampling and testing, and samples of proposed report forms from laboratories.

4. Methods of performing, documenting, and enforcing quality control of work including

Contractor report forms and acknowledgment of NPS forms.

5. Methods of monitoring and controlling environmental pollution and contamination as required by regulations and laws.

6. Specific discussion regarding mockups, off-site visits, receiving inspections, manufacturers representation, startup requirements, and other aspects of performance specific to Project.

7. Provisions for substantial completion(s) and final inspection(s) per Contract.

PART 3 - EXECUTION

3.1 OFF-SITE CONTROL

A. Items fabricated or assembled off-site shall be inspected for quality control at place of fabrication.

3.2 ON-SITE CONTROL

A. Notification:

1. Notify Contracting Officer at least 48 hours in advance of preparatory phase meeting.

2. Notify Contracting Officer at least 24 hours in advance of initial and follow-up phases.

B. Preparatory Phase: Perform before beginning each feature of work.

1. Review control submittal requirements with personnel directly responsible for quality assurance and quantity control of the work. As a minimum, Contractor's Quality Control

Supervisor and foreman responsible for feature of work shall be in attendance.

2. Review applicable specifications sections and drawings related to feature of work.

3. Ensure copies of referenced standards related to sampling, testing, and execution for feature of work are available on site.

4. Ensure provisions have been made for field control testing.

5. Examine work area to ensure preliminary work has been completed.

6. Verify field dimensions and advise Contracting Officer of discrepancies with contract documents.

7. Ensure necessary equipment and materials are at project site and they comply with approved shop drawings and submittals.

8. Document preparatory phase activities and discussions on Contractor's Quality Control

Daily Report.

C. Initial Phase:

1. As soon as work begins, inspect and test representative portion of particular feature of work for quality of workmanship.

2. Review control testing procedures to ensure compliance with contract requirements.

3. Document initial phase activities and discussions on Contractor's Quality Control Daily

Report. Exact location of initial phase shall be indicated for future reference and comparison with follow-up phases.

D. Follow-Up Phase: Inspect and test as work progresses to ensure compliance with contract requirements until completion of work.

E. Additional Preparatory and Initial Phases: Additional preparatory and initial phases may be required on same feature of work for following reasons:

1. Quality of on-going work is unacceptable.

2. Changes in quality control staff, on-site production supervision, or work crew.

3. Work on particular feature of work is resumed after substantial period of inactivity.

F. Testing Frequency

1. Construction Testing: Quality Control testing frequency is at the CONTRACTOR’s discretion, except where tests are specifically required in the technical specifications for individual products and as follows.

i. Field Density: Field density tests of compacted backfill and gravel base course shall be performed at all levels and elevations. At the discretion of the Contracting

Officer, criteria may be revised upon demonstration of performance and consistency of methods and soil conditions.

ii. Water Distribution System: The frequency of Quality Control density testing for trenches and around structures shall be, as a minimum, one (1) density test per 2 vertical lineal feet of backfill per 250 linear feet of placement. Density tests performed to establish rolling patterns shall not be considered as testing to meet the minimum frequency.

iii. Water Service/Hydrant/Spigot Lines: The frequency of Quality Control density testing for water service line trenches shall be, at a minimum, one (1) density test per 2 vertical feet of backfill per every 5 water service lines or per every 200 lineal feet of placement, whichever is less.

iv. Pavement and Base Coarse: The frequency of Quality Control density testing for pavement shall be 1 compaction test per 2,500 sf of pavement area on each subgrade, subbase and base course layer as applicable, per each 1-foot of backfill.

3.3 DOCUMENTATION

A. Maintain Quality Control Daily Reports, Daily Test Report Information Sheets, and Accessibility

Inspection Reports of quality control activities and tests. (Download from DSC Workflows website > Forms/Templates/Samples/Guidelines page > Construction Forms section.)

B. Quality Control Daily Reports shall not be substituted for other written reports required under clauses of contract, such as Disputes, Differing Site Conditions, or Changes.

3.4 ENFORCEMENT

A. Contractor shall stop work on any item or feature pending satisfactory correction of deficiency noted by quality control staff or Contracting Officer.

3.5 REPAIR AND PROTECTION

A. General: On completion of testing, inspecting, sample taking, and similar services, repair damaged construction and restore substrates and finishes.

Comply with Contract Document requirements for Section 01 73 29 "Cutting and

Patching."

B. Protect construction exposed by or for quality-control service activities.

C. Repair and protection are Contractor's responsibility, regardless of the assignment of responsibility for quality-control services.

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Section Includes:

1.3 DEFINITIONS

A. Backfill: Soil material or controlled low-strength material used to fill an excavation.

1. Backfill material obtained from trenches or on on-site excavations free of cinders, ash, refuse, organic or frozen material, boulders, or other deleterious materials.

B. Base Course: Aggregate layer placed between the subbase course and hot-mix asphalt paving.

C. Bedding Course: Aggregate layer placed over the excavated subgrade in a trench before laying pipe.

D. Borrow Soil: Soil imported from off-site for use as fill or backfill.

E. Drainage Course: Aggregate layer supporting the slab-on-grade that also minimizes upward capillary flow of pore water.

1. Authorized Additional Excavation: Excavation below subgrade elevations or beyond indicated lines and dimensions as directed by Contracting Officer.

Authorized additional excavation and replacement material will be paid for according to Contract provisions for changes in the Work.

2. Bulk Excavation: Excavation more than 10 feet in width and more than 30 feet in length.

3. Unauthorized Excavation: Excavation below subgrade elevations or beyond indicated lines and dimensions without direction by Contracting Officer.

Unauthorized excavation, as well as remedial work directed by Contracting

Officer, shall be without additional compensation.

G. Structural Fill: Soil materials used to raise existing grades or replace less suitable material.

H. Rock: Rock material in beds, ledges, unstratified masses, conglomerate deposits, and boulders of rock material that exceed 10 cy for bulk excavation or 5 cy for footing, trench, and pit excavation that cannot be removed by rock excavating equipment equivalent to the following in size and performance ratings, without systematic drilling, ram hammering, ripping, or blasting, when permitted:

1. Excavation of Footings, Trenches, and Pits: Late-model, track-mounted hydraulic excavator; equipped with a 42-inch- wide, maximum, short-tip-radius rock bucket;

rated at not less than 138-hp flywheel power with bucket-curling force of not less than 28,700 lbf and stick-crowd force of not less than 18,400 lbf with extra-long reach boom; measured according to SAE J-1179.

I. Structures: Buildings, footings, foundations, retaining walls, slabs, tanks, curbs, mechanical and electrical appurtenances, or other man-made stationary features constructed above or below the ground surface.

J. Subbase Course: Aggregate layer placed between the subgrade and base course for hot-mix asphalt pavement, or aggregate layer placed between the subgrade and a cement concrete pavement or a cement concrete or hot-mix asphalt walk.

K. Subgrade: Uppermost surface of an excavation or the top surface of a fill or backfill immediately below subbase, drainage fill, drainage course, or topsoil materials.

L. Utilities: On-site underground pipes, conduits, ducts, and cables, as well as underground services within buildings.

1.4 ACTION SUBMITTALS

A. Product Data: For each type of the following manufactured products required:

1. Geotextiles.

2. Controlled low-strength material, including design mixture.

3. Warning tapes.

B. Samples for Verification: For the following products, in sizes indicated below:

1. Geotextile: 12 by 12 inches.

2. Warning Tape: 12 inches long; of each color.

1.5 INFORMATIONAL SUBMITTALS

A. Qualification Data: For qualified testing agency.

B. Material Test Reports: For each on-site and borrow soil material proposed for fill and backfill as follows:

1. Classification according to ASTM D 2487.

2. Laboratory compaction curve according to ASTM D 698.

C. Preexcavation Photographs or Videotape: Show existing conditions of adjoining construction and site improvements, including finish surfaces, that might be misconstrued as damage caused by earth moving operations. Submit before earth moving begins.

1.6 QUALITY ASSURANCE

A. Geotechnical Testing Agency Qualifications: Qualified according to ASTM E 329 and

ASTM D 3740 for testing indicated.

B. Preexcavation Conference: Conduct conference at Project site.

1.7 PROJECT CONDITIONS

A. Traffic: Minimize interference with adjoining roads, streets, walks, and other adjacent occupied or used facilities during earth moving operations.

1. Do not close or obstruct streets, walks, or other adjacent occupied or used facilities without permission from Owner and authorities having jurisdiction.

2. Provide alternate routes around closed or obstructed traffic ways if required by

Owner or authorities having jurisdiction.

3. Do not proceed with work on adjoining property until directed by Contracting

Officer.

B. Utility Locator Service: Notify utility locator service for area where Project is located before beginning earth moving operations.

C. Do not commence earth moving operations until temporary erosion- and sedimentation-control measures, specified in Section 311000 "Site Clearing," are in place.

D. The following practices are prohibited within protection zones:

1. Erection of sheds or structures.

2. Impoundment of water.

3. Excavation or other digging unless otherwise indicated.

4. Attachment of signs to or wrapping materials around trees or plants unless otherwise indicated.

E. Prohibit heat sources, flames, ignition sources, and smoking within or near protection zones.

1.8 CLASSIFICATION OF TRENCH EXCAVATED MATERIAL

A. No classification of trench excavated materials will be made by OWNER or

CONTRACTING OFFICER. Excavation and trenching work shall include the removal and subsequent handling of all earth, shale, loose or cemented gravel, loose rock, solid rock, and/or other material or materials excavated or otherwise removed in performance of the contract work, regardless of the type, character, composition, or condition thereof.

It shall also include the removal and disposal of all vegetation, debris, junk, rock, broken asphalt pavement, broken concrete, brick, stone, muck, and other materials encountered within the trench excavation.

1.9 CONSTRUCTION CONSIDERATIONS

A. GENERAL

1. The CONTRACTOR is solely responsible for designing and constructing stable, temporary excavations and should shore, slope or bench the sides of the excavations as required to maintain stability of both the excavation sides and bottom. All excavations should comply with applicable local, state, and federal safety regulations including the current OSHA Excavation and Trench Safety

Standards. Construction site safety generally is the sole responsibility of the

CONTRACTOR, who shall also be solely responsible for the means, methods, and sequencing of construction operations. Under no circumstances should the information provided below be interpreted to mean that CONTRACTING

OFFICER or OWNER is assuming responsibility for construction site safety or the

CONTRACTOR's activities; such responsibility is not being implied and should not be inferred.

B. EXCAVATION AND SLOPES

1. In no case should slope height, slope inclination, or excavation depth, including utility trench excavation depth, exceed those specified in local, state, and federal safety regulations. Specifically, the current OSHA Health and Safety Standards for Excavations, 29 CFR Part 1926 should be followed. It is the CONTRACTING

OFFICER's understanding that these regulations are being strictly enforced and if they are not closely followed, the CONTRACTOR could be liable for substantial penalties.

2. The CONTRACTOR'S "competent person", as defined in 29 CFR Part 1926, shall evaluate the soil exposed in the excavations as part of the CONTRACTOR'S safety procedures. If an excavation, including a trench, is more than 20 feet deep, it will

be necessary to have the side slopes designed by a professional engineer registered in Montana.

3. The CONTRACTOR shall provide the name of their “competent person”. The

CONTRACTOR's "competent person" shall establish a minimum lateral distance

(two feet or greater) from the crest of the slope for all vehicles and spoil piles.

Likewise, the CONTRACTOR'S "competent person" should establish protective measures for exposed slope faces.

PART 2 - PRODUCTS

2.1 SOIL MATERIALS

A. Native Soils: In situ or excavated material for use in backfill and embankment construction moisture conditioned and compacted as required for area of use.

B. Subbase Material: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D 2940; with at least 90 percent passing a 1-1/2-inch sieve and not more than 12 percent passing a No. 200 sieve.

C. Base Course:

1. Aggregate material shall be furnished by the CONTRACTOR and the gradation of the crushed material shall meet the requirements of the gradations given in the following tables, when tested in accordance with ASTM C117 and C136.

D. Structural Fill: Imported granular soil shall be used as structural fill. The imported structural fill shall consist of ¾-inch minus washed crushed gravel; standard ¾-inch minus road mix; or sandy gravel meeting the following gradation:

E. Imported Pipe Foundation Material: When Imported Pipe Foundation material is authorized by the CONTRACTING OFFICER as specified herein, it shall meet the following gradation:

1. Foundation pipe bedding material shall be used below the bedding zone. This material's purpose is to provide an acceptable foundation for the bedding and pipe, when this is found to be unacceptable per 3.5. It is not intended to assist with the dewatering process. The CONTRACTOR may use imported material to assist with dewatering, but this is at no cost to the OWNER. Any material imported by the CONTRACTOR for use in dewatering shall come from a CONTRACTOR secured source and will be subsidiary to other bid items. The CONTRACTOR shall be responsible for locating the source, excavation, haul, placement, and compaction of the Imported Pipe Foundation Material.

F. Bedding Course: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D 2940; except with 100 percent passing a 1-inch sieve and not more than 10 percent passing a No. 200 sieve.

1. Imported Bedding Material shall consist of sandy gravel, fine gravel, or screened pit run which is free of cementitious substances or thin, flat particles in an amount

which would cause the material to cake, pack or otherwise form an unyielding support for the pipe. When metallic pipe, valves or fittings are used, the material shall also be free of sharp angular particles which may damage coatings or other corrosion protection materials.

2. Imported bedding material shall comply with the following gradation:

3. The aggregate shall be free from vegetable matter, lumps or balls of clay, frozen material, adherent films of clay or other matter which will prevent it from flowing.

The plasticity indes of bedding shall not exceed 10 as determined in accordance with ASTM D4318.

4. Where metallic pipe, valves or fittings are used, the material shall have an electrical resistivity greater than 5,000 ohm-cm in accordance with ASTM G57. This requirement includes metal valves and fittings on PVC/HDPE/Fiberglass pipe.

5. If Imported Bedding Material is used, trench plugs may be required along the pipeline, only as identified in the drawings.

6. In unusual situations, an alternative bedding can be used if proposed by the

CONTRACTOR and approved by the CONTRACTING OFFICER. The

CONTRACTOR may also use flowable fill in lieu of imported bedding, per section

2.2 below.

7. The CONTRACTOR will be responsible for locating the source and obtaining the material as well as the excavation, haul, placement and compaction of the Imported

Bedding Material.

G. Drainage Course: Narrowly graded mixture of washed crushed stone, or crushed or uncrushed gravel; ASTM D 448; coarse-aggregate grading Size 57; with 100 percent passing a 1-1/2-inch sieve and 0 to 5 percent passing a No. 8 sieve.

H. Sand: ASTM C 33; fine aggregate.

I. Impervious Fill: Clayey gravel and sand mixture capable of compacting to a dense state.

2.2 CONTROLLED LOW-STRENGTH MATERIAL (FLOWABLE FILL)

A. Only approved materials, conforming to the requirements of these specifications, shall be used in the work. They may be subjected to inspection and tests at any time during the progress of their preparation or use. The source of supply of each of the materials shall be approved by the CONTRACTING OFFICER before delivery or use is started. Representative preliminary samples of the materials shall be submitted by the

CONTRACTOR, when required, for examination and test. Materials shall be stored and handled to ensure the preservation of their quality and fitness for use and shall be located to facilitate prompt inspection. All equipment for handling and transporting materials and flowable fill must be clean before any material or fill is placed therein.

B. The fine aggregate for flowable fill shall meet the requirements of ASTM C33.

1. The fine aggregate shall be well graded from fine to coarse and shall meet the requirements of the table below, when tested in accordance with ASTM C136.

2. Blending will be permitted, if necessary, in order to meet the gradation requirements for fine aggregate. Fine aggregate deficient in the percentage of material passing the

#50 mesh sieve may be accepted, provided that such deficiency does not exceed 5% and is remedied by the addition of pozzolanic or cementitious materials other than

Portland cement, in sufficient quantity to produce the required workability as approved by the CONTRACTING OFFICER.

C. The fly ash for flowable fill shall meet the requirements of ASTM C311 and ASTM C618.

Prior approval by the CONTRACTING OFFICER will be required for source acceptance based on the following sampling and testing procedures used by the fly ash supplier. All testing shall be performed by an independent testing laboratory.

1. Daily individual samples for five days.

2. Weekly composite samples for four weeks.

3. Monthly composite samples for six months.

D. Cement shall conform to the requirements of ASTM C150 Type II Modified.

1. The CONTRACTOR shall furnish vendors' certified test reports for each carload, or equivalent, of cement shipped to the project. The report shall be delivered to the

CONTRACTING OFFICER before permission to use the cement is granted. All

such test reports shall be subject to verification by testing sample materials received for use on the project.

E. The water used in concrete shall be potable. If the water is of questionable quality, it shall be tested in accordance with AASHT0 26.

2.3 DUST PALLIATIVE

A. Earthbind® Stabilizer: Application rates as recommended by the manufacturer to provide long-term dust suppression upon completion of final grading.

2.4 GEOTEXTILE

A. Geotextile shall be constructed of woven polypropylene containing heavy woven tap/fibrillated yarns, resistant to ultraviolet degradation and to biological/chemical environments normally found in soils. The geotextile shall meet or exceed the below requirements:

2.5 UTILITY WARNING TAPE

A. Shall be APWA color-coded detectable underground marking tape. The width of the tape shall be as recommended by the manufacturer based on depth of installation. Tape shall be plastic-encased metallic foil tape capable of being located by a metal detector. Message and coding shall be per APWA Standards and shall be as follows:

B. Provide new continuous warning tape for each type of utility installed. Also provide new replacement warning tape for utilities encountered and replace any/all damaged sections of existing warning tape for those utilities. Should no warning tape exist on encountered utilities, provide a section of new tape at the crossing.

2.6 LOCATOR WIRE

A. Electrical wire used for locating a buried utility shall be solid or stranded copper, AWG

12 or as show on the drawings. Insulation shall be Type USE Chemically Cross Linked

Polyethylene or Type PF, and shall be listed by a Nationally Recognized Testing

Laboratory. Each conductor shall be color coded per APWA Standards, as noted in Table

31 23 00-17 above.

B. Low voltage splices shall be made with direct bury splice kit using twist-on wire connector and inserted in a waterproof polypropylene tube filled with a silicone electrical insulating gel or heat-shrinkable insulating tubing.
