Visitor Center is open to the public.
Work can proceed around the Visitor Center until May 11, 2026 and after October 10, 2026.
C. St Mary Campground
b) Work on GTSR cannot be done from July
1 to September 30. Contractor to maintain traffic during this time. Traffic hold restriction is set to 10 minutes.
c) Full Campground closure allowed from January 1 to June 19, 2026 to accommodate construction.
1. Work Window/Schedules A. Work on this project is not impacted by visitation and can proceed weather permitting.
B. The force main relocation shall be completed upon the NPS winterization/draining of the force main, between October 1st and April 30th.
C. Substantial completion by November 1, 2026, for use in winter.
Work Restrictions– St Mary Winter Septic System Improvements
Work Restrictions– Two Medicine Water System Improvements Work Window/Schedules 2026 Season
a) (Loops A, B, C) will be under a full closure to public access and available for construction.
b) The Day Use Area (concessionaire area, general store, and boat ramp) and Picnic Area, including the Ranger Station, must remain open to administration and public use (with water available) during normal visitation season, May 22 to September 8.
See temporary chlorination provisions
c) Either the Picnic loop or Loop A must remain available for picnic/day use during the visitation season – but water does not have to be available.

Basis for Award The Government will conduct a source selection using the Best Continuum Tradeoff Process defined at FAR Part 15.1. The Contracting Officer (CO) will obligate and award a contract to the Offeror who submits a proposal the Source Selection Authority (SSA) determines conforms to solicitation requirements; is fair and reasonable; and provides the best value to the government considering all evaluation factors combined as detailed below:
The Government may accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the price differential.
Additionally, pursuant to FAR 52.215(f), Contract Award, contained herein:
The Government may reject any or all proposals if such action is in the Government’s interest.
The Government may waive informalities and minor irregularities in proposals received.
The Government intends to evaluate proposals and award a contract without discussions with
Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the CO later determines them to be necessary.

Factor 3 – Schedule MS Project Gantt Chart Format Assume NTP date of April 1, 2026 Include specific activities require for this project and a clear critical path with major milestones and applicable predecessor activities. This shall include but not be limited to Division 1 submittals, commissioning activities, procurement lead time and seasonal shutdowns and float.
Factor 4 – Project Experience Relevant projects for up to five projects.

Solicitation – Important Information
Direct all questions to the CO who requests that they be submitted in writing via email to both the CO, Vicki Freese-Supler, vicki_l_freese-supler@nps.gov and the CS, Kristin Tauber, Kristin_tauber@nps.gov.
Questions and answers will be issued by written amendment posted to the solicitation on SAM.gov. Offerors are required to fill out and sign the acknowledgment of amendments received (SF 1442 Section 19) and include this when submitting offer.
For all other interested vendors not able to attend the pre-proposal virtual conference or site showing, an amendment will be provided which will include this presentation and sign in sheet.

Section L, Factor 2 - Management Plan requires "submission of resumes for key personnel (superintendent, quality control, safety, and project manager). For key subcontractors, submit a signed letter of commitment from the subcontractor…."
Given that Offerors are limited to 10 pages for this factor and resumes and letters of commitment have the potential to require nearly 10 pages alone, can the NPS confirm that key personnel resumes and key subcontractor letters of commitment are exluded from the 10-page limit.

Section L, Factor 5, Past Performance states "submit Past Performance information for the same projects submitted under Project Experience (Factor 4) using the attached Past Performance Questionnaire". Will the NPS accept previously completed Past Performance Questionnaires in lieu of requesting our references to complete a new Past Performance Questionnaire? If so, can you please confirm that Offerors should include previously completed Past Performance Questionnaires in our proposal response with Factor 5 - Past Performance. If CPARS evaluation has been completed, our references will not typically complete a Past Performance Questionnaire. Can the NPS confirm that Offerors are not required to request completion of a Past Performance Questionnaire if a project has an existing CPARS evaluation?

Notice: Refer to FAR Clause 52.217-5, Evaluation of Options, as prescribed in FAR 17. Submit pricing for base price and all options. Failure to do so may render the proposal unacceptable.
