About this file

This is a Pre-Bid Project Overview for a National Park Service contract to replace the Yampa District Multi-Operations Facility at Dinosaur National Monument. The project involves demolishing the existing condemned maintenance building and constructing a new approximately 15,000 square foot single-story facility. The new building will include administrative office spaces, a high-bay drive-through for maintenance and operations vehicles, equipment caches, fitness facilities, laundry, kitchen, storage, and a second-level equipment platform. Site work includes utility improvements, parking, paving, site drainage, fence repairs, a security gate, vehicle/boat wash station, and additional infrastructure like a lift station, water tank, communication system, generator, and radio tower.

The solicitation (140P2025R0077) is a small business set-aside with a firm fixed-price contract under NAICS Code 236220. The project is scheduled to run from approximately December 2025 to December 2027, with a 730-calendar-day completion timeline. Liquidated damages are $1,498 per day of delay. Offers are due on a specific date in August 2025, with electronic submission to two National Park Service contacts. The evaluation will use a best-value continuum tradeoff process, with technical factors significantly more important than price. Bidders must submit detailed technical proposals covering project experience, management approach, schedule, key personnel experience, and past performance.
