Thank you all for coming, we appreciate you making the trip here to learn more about this great opportunity at Dinosaur National Monument. This construction project is to demolish existing structures at the Yampa District and replace with a new single story multi-operations facility for park staff. This solicitation is under the number 140P2025R0077.
My name is Megan Braunschweig and am from the National Park Service, Denver Service Center – Design and Construction Division. And with me is Daryl Hawkins, the contracting specialist for this project. Some other notable members of our team is Phil Akers, superintendent at Dinosaur National Monument, and our designer of record is OTAK.

General Contract Information
The work shall be conducted from NTP in approximately December 2025– December 2027 (24 months)
No concurrent projects are anticipated
The park will be open to visitors during construction; however, this area is staff use only and so no conflicts are expected
The park will address physical and site security measures at the pre-construction conference meeting and monitor for compliance throughout the contract period of performance
As a project overview to this construction project, the period of performance will be a 2-year timeframe from approximately December 2025 - 2027, dependent upon Notice to Proceed date. We hope to award this project by the end of September 2025. No concurrent projects are anticipated at this time. During construction the park will remain open, deliveries and construction traffic will need to enter through the main park entrance. The park will address physical and site security measures at the pre-construction conference meeting and monitor for compliance throughout the contract period of performance.

Project Issues
In 2013, a structural evaluation was conducted and recommended against rehabilitating the existing building. The existing operations and maintenance building was then condemned for safety reasons since 2014. Shifts in the foundation damaged overall structural integrity, cracked the masonry walls and facade, and resulted in falling loose masonry. Park operations were moved out of the building into temporary facilities, conex boxes, and park housing units, resulting in inefficient operations, substandard working conditions, and dispersed personnel.
There were multiple attempts to stabilize the foundation; steel pile underpinning, steel framing modifications, and adding grout columns; however, the foundation continued to shift. The building continues to deteriorate & pose public safety hazard therefore requiring demolition.

Project Scope
This project will construct a multi-division operational support building to serve facilities, fire, search and rescue, and other park operations. Work includes demolition of the existing Yampa District Operations building and removal of the fuel system and its related components.
The existing Yampa District Maintenance/Operations Support Building is a concrete block building that has served as the primary facility for the Yampa District Maintenance Operations since its construction in 1963. Wildland Fire, Law Enforcement, and River Program joined over the years. During busy seasons, as many as twenty members of the park’s staff shared the facility.
All buildings slated for demolition have been vacated on-site and are ready to be demolished, with no coordination required to move out anything that remains.
Build a new approximately15,000 sf single-story Yampa District Multi-Operations building with all associated site and utility improvements, which includes:
Administrative Office Spaces Adjoining high-bay drive through for maintenance, fire, and operations vehicles Equipment caches Fitness facilities Laundry and kitchen Storage Photo-voltaic ready 2nd level equipment platform

Project Scope
Site work includes all utility improvements needed to serve the new building, parking, paving, site drainage, fence repairs, security gate, and vehicle/boat wash station
Other site improvements include a lift station, water tank, communication system fire optic, generator, and radio tower
The new building will be an approximately 15,000 SF single-story structure which will provide adequate support facilities for critical park programs that provide critical life-safety service beyond the park in three Counties (law enforcement, fire-fighting and SAR). The replacement facility will contain a fire/intrusion alarm system. The project will replace security fencing only at entry gates and replace or repair parking surfaces. Site work includes stormwater drainage improvements. Utility systems to be upgraded or replaced may include water, wastewater, and electrical supply. The existing communication system will be replaced with a fiber optic system. Hazardous materials associated with the demolition will be abated.
The building will serve:
As an incident command center and training facility For the Wildland fire program will have high ceiling bays for fire engines, as well as equipment caches, and offices.
Law Enforcement will have offices in the new building Search and Rescue with a cache Shared fitness facilities with wildland fire, necessitating locker rooms The River Program will have high ceiling bays and a pully system for raft storage, as well as offices & river trip preparation facilities Interpretation will have additional storage for visitor materials Resource Stewardship & Science will have offices and a laboratory that will include animal storage freezers and climate controlled herbarium storage Maintenance program will have offices, welding and carpentry shops with ventilation systems.
The new building will also be made photovoltaic ready with rooftop mounted HVAC systems. Nearby, a back-up generator building, & propane storage tank will be constructed to serve the building. All components will be energy saving & a fire/intrusion alarm system, along with fire suppression system, will be throughout the building. Construction shall be ABAAS compliant. Aesthetics of the exterior will model the Mission 66 architecture of the building that it’s replacing.
The existing Mechanic Shop (constructed as a “temporary” alternative in 2014) will be able to expand to previous capacity once the River Program moves into the new Multi-Operations Support Building. This existing building will have exhaust systems installed, and fire/intruder alarm system.
It will provide adequate support facilities for critical park programs that provide critical life-safety service beyond the park in three Counties (law enforcement, fire-fighting and SAR). Proposed Site Plan
Here is an overall site plan of the Yampa District baseyard. There are some existing buildings to be protected during construction, 2 in the top left for hazardous materials, another one along the left fenceline for kitchen and restroom use, and the bottom left center in the island for maintenance. It is recommended to put contractor and CMR trailers over to the right and contractor parking on the bottom right corner. Staging has some recommended locations, but the site is for overall contractor use. All existing asphalt and concrete to be demolished along with some existing perimeter fencing and gate, fuel tanks, bollards, utilities (fire hydrant, water lines, sanitary sewer).
The new facility itself will have the office space to the north and the garages to the south. The area where there are the (4) pull through garages are located in the hatched area is option A work for conditions garage space, while option B work for making all garage doors as electric roll-up. The site is to be all newly paved with asphalt and striped for parking and circulation. A new transformer and generator are to be placed on a new concrete pad in the bottom right, and a new fire water storage tank and radio tower to go in on the north end. There will be new 6” water lines, and 6” sewer lines serving the building, while having a 4” water line serving the water storage tank. Lastly, there is also a new bio-retention area to the southeast.
For all ground disturbing activities a contractor hired archaeological monitor, who will work with park staff, is required to be on-site to observe activities. Re-vegetation of native seed mix to take place around the perimeter within the dashed lines with a bioretention seed mix to the bottom right.
Proposed Floor Plan
On to the floor plan, on the far right of the garage portion is the welding shop, custodial storage, and carpentry shop. Just to the right of that is bid option A for a conditioned garage space with roll up doors. The moving right to left are 2 MOP vehicle bays, and then 2 WFD vehicle bays with unisex restroom just off the last bay in the top left.
The on the administrative end of the building the largest space in the center is the fire cache and fire equipment. Top left is the fitness room, wellness room, mens and womens restroom, with breakroom. Then there are various office spaces for the maintenance director, water records, law enforcement and evidence processing, river ranger, district range, fire, a couple open office spaces for cubicles and a conference room. Mechanical, fire riser, janitor, electrical, and IT closets are located throughout to service the building and support office spaces. This building is getting fire suppression and fire detection systems that will need to be inspected and signed off by the regional Authority with Jurisdiction in the NPS.

FACTOR 1: Project Experience Submit the attached “Project Experience” form addressing specific experience aspects below for up to three (3) relevant projects completed in the last five (5) years. Submit separate forms for each project.
Teaming Experience: Describe your experience as a prime contractor working with the proposed team (key personnel and key subcontractors). Prime contractor experience is experience as a general contractor managing multiple subcontractors on projects. Previous experience with proposed subcontractors will be rated more favorably.
New Construction Experience: Describe experience in new construction projects you completed on-time and within budget that are similar in scope, magnitude, and complexity to this solicitation. Specifically describe experience working within more remote setting with sensitive cultural and natural resources as required in this solicitation
NOTE: The same projects evaluated for experience under this factor shall also be evaluated for Past Performance (Factor 5) Projects determined more relevant under this factor will be given more weight in the Past Performance evaluation.
FACTOR 2: Technical and Management Approach Technical approach is your means and methods to complete a technical aspect of required work in this solicitation. Submit no more than 10 pages describing your technical and management approach to the specific aspects below. Management Approach is organizational structure and business processes to manage, control, and oversee your firm's operations. Additional pages will not be evaluated. Pictures can be included and will count towards the page limitation. There is no preprinted form for this submittal.
Approach to Critical Contract Requirements: Describe your approach to successfully accomplish the project within proposed contract performance period and budget. Specifically describe your approach to the sequencing of construction and the coordination of subcontractors to ensure the timely delivery of the project. Demonstrate a clear understanding of the project scope and offer realistic strategies and methods for delivering a successful project.
Risk Analysis: Submit a risk analysis identifying critical issues, potential problems, and/or areas of concern with recommended solutions. Include strategies to manage project risks. Identify potential related risks or reasons for project time or cost impacts and your solutions to mitigate and resolve them.
Technical and Management Approach Cont'd:
Natural/Cultural/Historic Protection & Preservation Plan: Describe your approach to the protection and preservation of the natural, cultural, and historic resources as required by the solicitation.

Owner & Regulatory Entity Coordination: Describe proposed coordination with the project owner (National Park Service), and other (State, City, Local) regulatory entities to complete work within all parameters of the solicitation.
FACTOR 3: Schedule Submit your proposed construction schedule for THIS SPECIFIC PROJECT showing completion within the required period of performance contained in this solicitation accompanying schedule narrative. Submit your schedule in MS project Gantt Chart format; for evaluation purposes only assume a Notice to Proceed date of December 15, 2025; and include specific activities required for this project and a clear critical path with major milestones and applicable predecessor activities. In your accompanying narrative, explain schedule logic, critical path activities, key considerations and constraints. There is no printed form for this submittal.
FACTOR 4: Key Personnel Experience Submit no more than 2-page resumes for key personnel as identified in Section H of this solicitation and listed below. All personnel proposed are subject to substitution requirements contained in this solicitation. There is no preprinted form for this submittal.

FACTOR 5: Past Performance Submit Past Performance information for the same projects submitted under Project Experience (Factor 2) using the attached Past Performance Questionnaire. Information may be regarding the Offeror’s firm and/or its proposed subcontractors performing key trades and other construction activities. Subcontractor past performance will only be considered if it correlates to the work the subcontractor will be performing on this requirement.
Complete Section I and II only of the attached Past Performance Questionnaire and forward to your client reference. The reference shall be someone who was substantially involved with the project and can provide a complete, objective assessment of your performance (i.e. project owner). In the case of past performance references for subcontractors, the reference shall not be the prime contractor under which they performed the work for. Direct them to complete and submit the survey to the address and point of contact in Paragraph B above by the due date and time for proposal receipt.
Submit a narrative disclosing any instances of past performance that may be considered less than fully satisfactory. Describe pertinent facts, circumstances and any remedial action taken or to be taken to correct the deficiency. Failure to disclose such instances could result in an unfavorable assessment of the Offeror’s past performance record.

SECTION M EVALUATION PROCESS
The Government will conduct a source selection using the Best Value Continuum Tradeoff Process defined at FAR Part 15.1. The Contracting Officer (CO) will obligate and award a contract to the offeror who submits a proposal the Source Selection Authority (SSA) determines conforms to solicitation requirements; is fair and reasonable; and provides the best value to the government considering all evaluation factors combined as detailed below.
The Government may accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the price differential.
Additionally, pursuant to FAR 52.215-1(f), Contract Award, contained herein:
The Government may reject any or all proposals if such action is in the Government’s interest.
The Government may waive informalities and minor irregularities in proposals received.
The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the CO later determines them to be necessary.

Except when it is determined not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the options.
SECTION M EVALUATION OF OPTIONS
Wage Determination:
Current Wage Determination: CO20250001 – Dated: 05/16/2025 (Section J – Attachment 8) Ensure all subcontractor’s wages incorporate the current wage determination rates into their proposals.
Work Hours:
Ensure the work hours identified in Division 1 are considered when developing your proposed schedule
Self-Performance:
Clause 52.236-1 identifies the prime contractor self-performance requirement, the prime contractor is required to perform on site, with its own organization 15% of the total amount of work to be performed under the contract.
WAGE DETERMINATION / WORK HOURS / SELF PERFORMANCE
Period of Performance Contractor shall begin performance 10 calendar days from Notice to Proceed and shall complete the work within 730 calendar days.
Notice to Proceed Date The Notice to Proceed is expected to be issued in conjunction with pre-construction meeting upon acceptance of all Division 1 submittals.
Liquidated Damages Liquidated Damages will be assessed in the amount of $1,498.00 per day for each calendar day of delay until the work is completed or accepted.
