About this file
This document is a Request for Information (RFI) Amendment #003 for FODO 253278, providing detailed responses to 43 contractor questions about a federal construction project. Key details include requirements for project execution such as: contractors must issue contract-specific QA/QC and Safety Plans, the project is not tax exempt, and shop drawings are required. Critical scope items involve replacing mechanical systems (all refrigerant systems using R-410a refrigerant), removing and reinstalling roof systems with new tapered insulation, demolishing and reinstalling concrete equipment pads, and potential generator replacements based on Cummins service representative assessments. The project involves comprehensive system replacements across electrical, mechanical, and architectural domains, with specific guidance on what existing systems can remain and what must be replaced or reinstalled. A second site visit is scheduled for November 19, 2025, and contractors are advised to carefully review the Site Condition Survey Report for comprehensive project details.

16 Will any ductwork outside of the main mechanical room need to be removed and reinstalled?
Ductwork noted for replacement in the report is to be replaced. All other ductwork is existing to remain.
The site survey conditions document states that all mechanical equipment and units are to be replaced. Can you confirm this scope is correct?
All refrigerant systems using R-410a refrigerant, including all fan coil units, all condensing units, and all refrigerant piping shall be replaced.
Concrete pads were poured in the mechanical room to support HVAC units and other equipment.
The scope states that these units are installed in the wrong place. Should the concrete pads be demoed or new pads poured in correct locations and leave poured pads as installed?
Demolish 7 inch housekeeping pads and install per design.
It was made known at the site visit that the client is in possession of the elevator to be installed.
The site survey conditions document states that the contractor should provide and install a new elevator.
a. Will the contractor provide a new elevator or install the one the client already has?
No, Elevator is stored in Thyssenkrup Elevators facility in Piperton, Tennessee. Contractor should coordinate elevator installation with Thyssenkrup. Jonathan Hord, Construction Superintendent M: 1-615-405-1629 jonathan.hord@tkelevator.com
b. Will the client be responsible for providing any missing parts or assemblies for the elevator if the client is providing the elevator?
No, Elevator is stored in Thyssenkrup Elevators facility in Piperton, Tennessee. Contractor should coordinate elevator installation with Thyssenkrup. Jonathan Hord, Construction Superintendent M: 1-615-405-1629 jonathan.hord@tkelevator.com c, If the client is providing the elevator then can the contractor assume that we do not have to warranty this item as we have no way of knowing if the manufacturer will warranty this elevator?
Contractor should coordinate all warranty requirements with Thyssenkrup.
The site survey conditions document and some of the mentions at the site visit suggest that all the TPO roofing is to be removed and replaced but only some of the tapered insulation is to be replaced and it is in varying degrees depending on which roof it is. For any contractor to warranty these roofs and to be able to replace these roofs without seeing what amount of insulation is to be removed, the contractors will have to assume removing all insulation and roofing system and replacing it in its entirety for all roofs. Can the scope for this item be adjusted for this?
Remove roof membrane, any cover board and insulation. Install new tapered insulation, cover board and tapered insulation. Roof slope shall be 1/8”/foot.
For any of the pipes that need to be replaced in different locations. Will the old pipe need to be removed or can it be capped and abandoned in place as long as it does not conflict with new systems?
The old (existing) pipes shall be removed where being replaced. Most of the existing pipes are being removed due to conflicts.
Please Confirm if we are required to provide new generators and ATS’s, or if the existing generator and ATS’s systems should be utilized as part of the project?
The Contractor shall contact the local Cummins Service Representative to coordinate an assessment of all existing Cummins units, including evaluation of their operational condition and verification of warranty status. Any unit determined to be out of warranty shall be replaced with new equipment. A written assessment report shall be submitted to the Contracting Officer (CO) for review and approval.
Please confirm new lighting fixtures are required or were they stored offsite, as no existing lighting fixtures were identified at the site.
The contractor has the construction drawings. The report indicates what is installed and what is not installed. The contractor should have enough information to determine what is still required to complete this scope of work. If items are not listed in the document, the contractor is to assume they need to complete 100% of that scope. If items in remaining work articles throughout the report are listed as installed, the contractor is to assume that scope is complete.
NPS, AE and Contracto will perform walkthrough to verify and accept existing conditions.
During the site visit, the 225A/3P circuit breaker was not found in the LDP1 panel.Kindly confirm if this breaker has been removed or if there has been any change in the design?
The 225A/3P circuit breaker is part of the design per the contract documents. This is the overcurrent protective device for the circuit that feeds Panel LM1. There has been no change in the design.
It has been observed that the LDP1 panel is installed as two separate panels at the site.Kindly confirm whether this configuration has been changed and not as per plans?
This configuration is not as intended on the contract documents. Panel LDP1 is a 600-Amp distribution panel and should be installed as a single panelboard.
There is a spec section 26 05 48 SEIMIC CONTROLS FOR ELECTRICAL SYSTEMS will this spec be required to be a part of this project?
Sheet S0.2 indicates that the Seismic Design Category (SDC) for the site is D. Section 26 05 48 Seismic Controls for Electrical Systems applies to this project.
On drawing E1.1 note #9 ask for a power demand meter and there are 7 of them shown on the drawings. We need more information, specs or a part number.
Information for power demand meters can be found under Specification Section 26 27 13
"ELECTRICITY METERING".
On drawing E0.4 site plan note #18 shows an emergency disconnect for the generator. Is this a separate item or part of the generator. Need more information.
The disconnect indicated by special note 18 on sheet E0.4 is specified to be provided with the generator. The disconnect is the "EPO" switch indicated on the one-line diagram on sheet E6.2.
This is the "remote manual-stop shutdown device" specified in Section 26 23 13.16, Article 2.6.E.3.y.
29 On drawing E0.4 site plan note #6 calls for a new 250-gallon LP tank. Who provides? Contractor provide new.
30 Can a full revision of the drawings be provided by the design firm to show current condition of the building across all trades and a list of all new scope to be performed so that all contractors are proposing on the same scope of work without making assumptions?
Refer to the A/E assessment report.
31 Can the client confirm that any work that is considered to already be done and that is not touched by the awarding contractor will not be warrantied by the awarding contractor?
Yes
32 It is our understanding contractors and subcontractors will not be required to warrant work that has been installed previously, accepted and allowed to remain. Please confirm.
Yes
In some instances, the Site Condition Survey Report mentions work which has been deemed unacceptable but does not in turn specify the action required of the contractor. Are contractors to assume all work deemed unacceptable is to be removed and reinstalled per the plans and specifications?
Yes
The Site Condition Survey Report, Page 2, para. 3 states, “The Project Team did not perform an exhaustive on-site inspection to check the quality or quantity of every aspect of the construction work and did not conduct destructive investigation. There may be defects that were not visually apparent and as such were not discovered or noted by our team but are required to complete the work.” It is our understanding contractors are to bid the work as outlined in the Report; work not identified in the Report will be treated as unforeseen conditions following award.
Yes
All work which has been installed and assumed by the Project Team to be in compliance with the contract documents are to be considered accepted and not part of the current project scope, excepting, accepted work which must be removed to address non-compliant items. Please confirm.
