About this file
This document is a Request for Information (RFI) Amendment 0002 for FODO 253278, containing 26 detailed questions and responses related to a construction or renovation project. The RFI covers multiple technical aspects including HVAC systems, electrical equipment, foundation waterproofing, chimney reconstruction, windows, lighting, and compliance requirements. Key responses include mandates to replace all refrigerant systems using R-410a refrigerant, complete removal and replacement of the curtain wall with new fabricated aluminum components, excavation and replacement of foundation waterproofing, and reconstruction of the chimney due to previous damage. The National Park Service (NPS) will provide additional documentation such as submittals, previous RFI questions and answers, and existing foundation photos. An additional site visit is scheduled for review, as noted in Amendment 0001.

FODO 253278
Amendment 0002
RFI #002
Item Question Response 1 Can you provide all submittals for the installed work? Yes, NPS will provide all submittals.
2 Can you provide all RFI questions and answers from the previous contract? Yes, NPS will provide all RFI's.
If an extended warranty can be purchased for the existing HVAC equipment or Electrical equipment, will that be sufficient?
For HVAC, all refrigerant systems using R-410a refrigerant, including all fan coil units, all condensing units, all refrigerant piping and ductwork and conduit shall be replaced. For electrical, the Contractor shall contact the local Cummins Service Representative and Panelboards Manufacturer to coordinate an assessment of all existing Cummins units and panelboards, including evaluation of their operational condition and verification of warranty status. Any unit determined to be out of warranty shall be replaced with new equipment. A written assessment report shall be submitted to the Contracting Officer (CO) for review and approval.
4 Is there any lead base material currently in the building?
NPS understand the previous contractor performed a lead abatement and no lead is currently in the building.
The plans state to remove and reinstall the bricks on the chimney and turn them outside—has it been verified that the brick will work, and is there enough material?
This has become a reconstruction of the chimney, not a restoration of the chimney, since the previous contractor has damaged the exterior face of the bricks with the sealant. If the existing bricks are damaged during the dismantling of the chimney, then the contractor shall submit new or used bricks that match the existing brick as much as possible, for review by the Contracting Officer. The mortar shall match the historic mortar as approved by Contracting Officer, same as Existing Masonry Repointing. The metal chimney cap shall be replaced.
6 For the windows on the front entryway, how are they to be replaced? Contractor shall clarify what windows are in question.
7 Do we need to remove the concrete decking to get these windows out? Contractor shall clarify what windows are in question.
8 Why is there no demo shown for the concrete deck? Contractor shall clarify what windows and concrete deck they are referring to.
9 For the foundation waterproofing, what is the actual scope?
Excavation will be required to expose the bottom of the foundation and allow for the complete removal of the existing waterproofing system. The metal deck and steel framing shall be removed. Upon completion clean the plates of corrosion and paint them with a zinc-rich coating is to protect them until they are covered with new concrete (ref. 5/S4.5)
10 Do we need to excavate and replace all foundation waterproofing?
Excavation will be required to expose the bottom of the foundation and allow for the complete removal of the existing waterproofing system.
11 Do you have any existing photos of the foundation? Yes, NPS will provide.
Regarding the curtain wall, should all of it be demoed and replaced, or is replacing the covers sufficient?
The curtain wall should be removed and replaced with new fabricated aluminum components including door.
The windows are said not to align with others—was this intentional, and were they ever meant to align?
They are supposed to align as shown in the construction documents.
14 For waterproofing, where does it stop? Waterproofing shall be terminated at the top per the specifications.
There are no measurements on the drawings—how do you terminate the waterproofing in the middle of the existing concrete wall?
Waterproofing shall be terminated at the top per the specifications.
16 In room 104, how is the tile transition handled at the window? Per the specifications; open edges are to be bullnose trim.
17 In room 103A, how do we achieve ABA or ADA compliance at the door frame?
Contractor shall clarify why this door frame does not meet ABA or ADA compliance if installed as shown in the construction documents.
Do the HVAC units need to be removed? If the coils are removed, do the condensate lines need a cutoff, or will all plumbing be installed new?
The entire HVAC unit is to be removed. At the end of the project a warranted by the equipment manufacturer and operating system is expected. All refrigerant systems using R-410a refrigerant, including all fan coil units, all condensing units, all refrigerant piping and ductwork and conduit shall be replaced.
19 Is the plumbing material CPVC or PVC?
Neither, see specification section 23200 “Building Services Piping” for piping requirements for Divisions 21, 22 and 23.
What is the threshold amount to qualify for HVAC removal? Same for Electrical, Fire Protection, Plumbing, Drywall, etc
The contractor shall clarify the question. A/E does not understand the question. The Assessment Report states what to replace and what is acceptable to leave in place.
Since nothing is shown in the demo, can any of the HVAC be left in place, or must it all be replaced? Same for all other trades.
All refrigerant systems using R-410a refrigerant, including all fan coil units, all condensing units, and all refrigerant piping shall be replaced. Ductwork noted for replacement in the report is to be replaced. All other ductwork is existing to remain. Contractor should clarify what other trades they refer.
22 If some HVAC can remain, can you provide a quantity? Same for all other trades.
All refrigerant systems using R-410a refrigerant, including all fan coil units, all condensing units, and all refrigerant piping shall be replaced. Ductwork noted for replacement in the report is to be replaced. All other ductwork is existing to remain. Contractor should clarify what other trades they refer.
23 Can you provide data for the remaining HVAC equipment? Same for all other trades.
All refrigerant systems using R-410a refrigerant, including all fan coil units, all condensing units, and all refrigerant piping shall be replaced. Ductwork noted for replacement in the report is to be replaced. All other ductwork is existing to remain. Contractor should clarify what other trades they refer.
24 In room 107, do they want the lights replaced? Install new LED 2x2 flat panel style luminaires.
25 What type of lights are currently installed, and what are their specifications? Install new LED 2x2 flat panel style luminaires. A/E to provide specification.
26 Are additional site visits allowed or scheduled for review? An additional Site visit is scheduled. Please see Amendment 0001 for more details.
