About this file

This document is a Request for Information (RFI) #001 for an amendment to a federal contract (FODO 253278), providing detailed clarifications and responses to 22 specific questions about a construction project. The RFI covers multiple aspects of the project, including personnel requirements, business size classification, contract scope, and specific technical and installation details. Key points include: the superintendent can also act as the Safety Specialist, but cannot be the Quality Control Specialist; the project is an unrestricted full and open solicitation; and the contractor is responsible for numerous specific tasks such as replacing refrigerant systems using R-410a with new A2L refrigerant equipment, installing new radon fans, assessing and potentially replacing generator and transfer switches, and conducting various tests and inspections including pressure testing of water systems and cleaning of ductwork. The responses indicate that the contractor must provide new materials and installations for many building systems, including electrical, mechanical, plumbing, and fire protection elements, with specific requirements for assessment and potential replacement of existing equipment.

Page 94 – Section “Water System” paragraph “Remaining Work” – states “The entire water system needs to be pressure tested and also have bacteriological testing performed as required by the specifications and to ensure proper functioning of the system.” If the system fails the pressure test or bacteriological tests, how will the additional cost to correct the failed test be handled after the project award?

This will be considered an unforeseen condition. The contractor is responsible for describing the condition in detail and providing proposed alternatives to address it. The Contracting Officer (CO) will review the information and determine whether a contract modification is required.

Page 97 – Section “Overall Building Elements” paragraph Unacceptable – states “However, due to being exposed, a new generator set is recommended for the project.” Please clarify if NPS is requiring bidders to furnish and install a new generator, or if NPS is requiring bidders to contact Cummings to try and obtain an extended warranty, or if NPS is just requiring bidders to try and make the generator operational with no warranty?

The Contractor shall contact the local Cummins Service Representative to coordinate an assessment of the existing Cummins generator, including evaluation of its operational condition and verification of applicable warranty terms. If the generator is determined to be out of warranty, the Contractor shall replace the unit with a new generator. A written assessment report shall be submitted to the Contracting Officer (CO) for review and approval.
