140P2024R0113 – PEFO 267538 - Amendment 0003 - RESPONSES: Q&A_01_NOV_2024
1. Specification section 01 81 13, section D states to see divisions 1 through 49 sections for sustainability requirements specific to work of each section. Section 1.3 Federal sustainability documentation submittal's part B2 calls for certified wood: product data and / or chain of custody certificates. Specification sections 06 do not specifically call out for any chain of custody certificates. Please confirm that FSC lumber is not required in all circumstances for the project. –
NPS Response: FSC wood is not required.
2. Our subcontractors are requesting if we can have at least (1) additional weeks to bid this project?
NPS Response: The solicitation period has been extended; proposals are now due at 1200 hours, MST, FRI
15 NOV.
3. On drawing 09-L205 it shows a 6’ Aluminum Fence per Detail 2 on L601. Also, on drawing 09-L205 it shows a 4’
Aluminum Fence per Detail 2 on L601 Detail 2 on L601 is a 6’ Aluminum Fence. Are both Aluminum Fence to be 6’?
NPS Response: The longer section of fence is 4', and the two shorter sections of fence are 6', per the callout notes on 09-L204, 09-L205 (07-L204 and 07-L205 similar). The 6’ height fence provides a greater level of visual screening for storage areas near bedroom windows. The 4’ height fence provides physical delineation between split housing unit courtyard spaces without blocking off all views, to keep the courtyards feeling open and spacious.
4. On Drawing 09-S102 it shows areas of the existing roof to be demolished, on drawing 09-A111 it shows the entire roof to be demolished. Please confirm that we are to demo the entire existing roof?
NPS Response: Structural drawings illustrate demo of structural components of roof, while Architectural drawings indicate demo of other components of the roof assembly. Per hatch and sheet note 10 on 09-A111, remove roof membrane(s), weather barrier, flashing, furring, down to top layer of sheathing across entire roof. For information regarding demo of structural roof components, please see enlarged roof plans on 09-
S504, 09-S505, and 09-S506, as well as corresponding details on 09-S802. Package 07 has some differences from 09; please see 07 structural enlarged roof plans and corresponding details.
5. Drawings page 02-T-001 : 2-POST OPEN-RELAY/EQUIPMENT RACK (project specific cad block)(manufacturer specific), DOUBLE-SIDED VERTICAL CABLE MANAGEMENT (project specific cad block) (manufacturer specific) -
Neither Cad block nor specifications provide manufacturer or part number for these components. This is important because we need to relocate a rack on the second floor to the new server room.
NPS Response: Racks manufacturer and part number(s) are not specified to allow for open competition.
Provide 19” wide, 84” tall standard two post rack.
6. Drawings page 02-T201 : PULL AND SPLICE EXISTING FIBEROPTIC BACKBONE CABLING FROM EXISTING
DEMARC TO NEW MDF –
a. Is this fiber existing?
NPS Response: Yes, there are existing fiber optic cables from the existing demarcation to the other buildings, and the existing telecom rack in the office located in Administration Building Level 2 per note on 02-T102. These need to be cut and spliced to the new MDF in VC/Admin, Room 107 -
Server.
b. Is it single mode plenum?
NPS Response: Existing ceilings at Visitor Center/Administration Building Level 1 to be demolished per 02-A110 and contractor will have access above ceiling. Pathways to be determined in field.
Existing is multi-mode fiber.
c. How many strands?
NPS Response: Existing is multi-mode fiber (50/125) OM2 Orange (enables +/- 1000g to desktop).
7. COORDINATE WITH SERVICE PROVIDERS TO PULL SERVICE PROVIDER CABLING TO NEW MDF FROM EXISTING
DEMARCATION :
a. Is this existing copper?
NPS Response: Yes, there is existing Frontier copper telephone cabling.
b. CAT3?
NPS Response: Existing is mix of CAT 5 and CAT 6.
c. How many pair?
NPS Response: 4 pair on two are used via R10 jacks.
d. If this is existing fiber and copper, do we have enough to reach the new Server Room 107?
NPS Response: Contractor to assume additional cabling will be required to extend existing length to pull to new MDF. This is service provider-owned cabling. Contractor to coordinate with Frontier and pay costs to relocate Frontier demarc equipment and extend cabling to the new MDF in
VC/Administration Building, Room 107 - Server.
e. If not, we will need to splice at this point in Room 147? Do you want us to include the server room ladder rack, backboards, and ground buss bars?
NPS Response: This is service provider cabling. The service provider will be relocating their equipment and pull their cable. Any service provider owned equipment shall be in their scope of work. Contractor to coordinate with service provider and pay costs for modifications.
8. Plans show the new fire alarm control panel in the maintenance building connecting to all buildings withing the scope. Will the fire alarm system need to be extended into the existing buildings not in the scope as well or do these buildings have existing systems in place and are to remain stand alone?
NPS Response: The existing buildings not included in project scope have newer fire alarm systems and will not need to be replaced.
9. Plans do not show a site plan for OSP cable work, are we to provide any new OSP fiber or cable for this project or are we only to tie into the existing infrastructure in place?
NPS Response: There is no new OSP fiber as part of this project. The scope of this project is to splice into existing infrastructure, install conduit as indicated on drawings, and pull cabling to the new MDF from the existing demarc to the new MDF in VC/Administration, Room 107 - Server.
10. Contract drawing 02-A807 (Attached) shows monolithic glass being replaced with insulated glass. This raises a lot of questions and concerns :
NPS Response: (Response assumes this question was in reference to Exhibit Hall storefront division bar details on 02-A804, not 02-A807 as mentioned)
For details of existing conditions (ALUMINUM STOREFRONT-1), see 1, 2, and 5 / 02-A804. For details of new design (ALUMINUM STOREFRONT-2), see 3, 4, 6, 7, and 8 / 02-A804. The intent of the system detailing is to provide a solution for glass unit replacement and division bar system retainment based on the information that was gathered from both original drawings and on-site field verification. However, the existing storefront mullion system was not disassembled during the design phase. Further field verification will be required following contractor disassembly of existing storefront and findings that vary from assumed as-built condition shown in Construction Drawings integrated into shop drawings.
Structural upgrades to the storefront system were implemented assuming the weight of the new insulated glass units load the concrete slab and foundation below and do not add load to an existing mullion sill system; an underpinned grade beam foundation system was implemented at this location. Additionally, a new steel header and upgraded mullion elements are intended to support the storefront system under out of plane wind loads.
a. Compatibility of the Existing Division Bar System. Are the existing division bars designed to accommodate the additional thickness and weight of insulated glass units? If modifications are required, please provide details on the acceptable methods and materials for reinforcement or adjustments.
NPS Response: See note above for details of existing system and details showing system modifications to support replacement of monolithic glass with IGUs. Modifications are intended to strengthen the existing system and accommodate the added weight and dimension of the 1-inch
IGUs. Detail 3/02-A804 shows strategy for supporting storefront head condition independent from building’s existing primary structure. Detail 4/02-A804 shows modification of sill detail to repurpose existing horizontal mullion and transfer IGU gravity load to the concrete slab. Note the relocation of the single existing horizontal mullion (per 2/02-A804) to the base of the storefront system. 8/02-A804 shows vertical division bar with inserted steel bar stock reinforcement for wind loads and screw replacement to accommodate IGU depth.
b. Structural Integrity : Will additional structural support be needed for the division bar system to handle the increased weight and size of the IGUs compared to the monolithic glass?
NPS Response: See response to question #10a above.
c. Are there specific load-bearing requirements or assessments needed before proceeding with the replacement?
NPS Response: See response to question #10a above.
d. Thermal Expansion and Contraction: Will the change from monolithic to insulated glass affect the system’s ability to manage thermal expansion and contraction? If so, are there recommended materials or components that need to be incorporated to mitigate potential issues (e.g., specific types of gaskets or sealants)?
NPS Response: The details show an approach similar to existing, where the head and vertical mullions allow for expansion and contraction of the IGUs. Existing rubber seals will be replaced throughout with new rubber seals/glazing splines per specification section 08 80 00 Glazing.
e. Sealing and Weatherproofing: What is the recommended approach for sealing and weatherproofing the insulated glass units within the division bar system to ensure maximum thermal efficiency and prevent moisture infiltration?
NPS Response: See response to question #10d above. The new design is not expected to be a code-level storefront system, as the existing (original) division bar system poses inherent thermal efficiency limitations. The modified system is designed to improve thermal infiltration and continue to keep water out of the building interior. See specification section 08 43 13 for field quality control testing requirements of the rehabilitated storefront.
f. Is there a preference for specific sealants or gaskets compatible with both the existing system and the new IGUs?
NPS Response: See specification section 08 80 00 Glazing. Contractor to select sealant from options provided in sections 2.5 and 2.6 based on manufacturer recommendations and stated performance requirements.
11. Factor 1: Please allow at least 15 pages due to the amount of content requested in the Technical Approach.
NPS Response: Please keep the page limitation as outlined the L&M.
12. Factor 2: Please confirm that no additional narrative beyond the Project Experience form for each project is being requested in this factor. For example, teaming experience, remote work, historic preservation, and stabilization work topics are to be discussed as applicable in the Project Experience form.
NPS Response: Please follow instructions at factor 2. Additional narrative(s) are required.
13. Factor 2: Please clarify if Project Experience from Key Trades is being requested. We have interpreted the
Factor 2 requirements to be asking for up to five (5) relevant prime contractor projects and that experience from Key Trades is not being requested or desired.
NPS Response: Project experience is only being request for the Prime Contractor.
14. Factor 4: Please confirm Primavera P6 may be used to present the Gantt Chart schedule.
NPS Response: Specific Gantt Chart Scheduling software is at discretion of Offeror. There is no requirement to utilize a specific brand/software suite.
15. Factor 5: The requirements state “submit resumes for key personnel as identified in Section H” and Section H details both “Key Personnel” and “Key Trades.” Please clarify if resumes for “Key Trades” masonry, structural
(concrete), structural (steel), mechanical, electrical services, and plumbing services are being requested or not.
NPS Response: Resumes are being requested only for key personnel.
16. Factor 5: Please confirm if the On-Site Safety Specialist is allowed to be dual-hatted with the Superintendent and/or the On-Site Quality Control Specialist?
NPS Response: No. On-Site Safety Specialist cannot “dual-hat” with/as Superintendent and/or On-Site
Quality Control Specialist.
17. 01 40 00 Para 1.5.B - Referenced paragraph, subparagraphs 1 and 2 directly conflict each other, please clarify whether the Quality Control Supervisor may perform other duties.
NPS Response: The noted conflicting language is a clerical error. Disregard 01 40 00, 1.5, B, 1. The correct language is contained within 01 40 00, 1.5, B, 2 : “The Contractor’s Quality Control Supervisor shall be assigned no other duties.”
18. 14 24 00 2.1 - Otis Hydrofit is shown in the specifications as basis of design. Please confirm that it is acceptable to provide an elevator of same spec and design by another manufacturer.
NPS Response: YES, any elevator that meets or exceeds Basis of Design salient characteristics and performance characteristics is acceptable.
19. Factor 8: Please provide the Small Business Participation Plan template that NPS wishes offerors utilize.
NPS Response: Small Business Participation Plan template provided as part of amendment 0003.
20. "The remoteness of the project site and intricate detail work associated with the project are impacting the level of interest in the subcontractor market. Additionally, the first site visit occurred prior to receipt of the
Solicitation documents, so the recent second site visit provided much of the benefit that would typically come from the initial site visit. For the reasons outlined above, we respectfully request an extension to the proposal due date, to no earlier than December 5th. This will allow the offerors to continue to work with the regional and national subcontractor marketplace to increase interest, resulting in more and better qualified subcontractor proposals and ultimately more cost effective proposals to the NPS.
NPS Response: The solicitation period has been extended; proposals are now due at 1200 hours MST, FRI 15
NOV.
21. Please confirm that subsequent to any due date extensions, Q&A submission deadline will remain 7-days prior to due date and time for proposals, as identified on page 72 of 79 of the Solicitation.
NPS Response: Confirmed. The deadline for Q&A is 7 days prior to the due date for proposals.
22. Environmental Assessment Report: Is it the intent of this project to remove all hazardous materials identified in the Landmark Environmental assessment report? Or just the materials that will be disturbed as a part of the overall project?
NPS Response: Contractor is required to remove hazardous materials associated with project work locations, not all areas identified in the Landmark report. However, close coordination with the Contracting
Officer will be required during demolition activities to determine specific cutoff points for removal of hazardous materials. Contractor to assume all hazardous material identified in the Landmark report for buildings 02 Visitor Center/Administration/Residential Wing, 07 Housing Block C, and 09 Housing Block A will be removed. Buildings 03 Maintenance Building, 04 Vehicle Storage, and 06 School Building will require selective removal in coordination with Contracting Officer.
23. The Solicitation includes General Decision Number AZ20240007, Construction Type: Heavy Dams. As there is no Dam construction associated with this project, we believe that a different wage decision should govern.
Please provide the correct wage decision.
NPS Response: DOL Wage Determination AZ20240002, Building, has been incorporated into the solicitation.
Previous DOL Wage Determination has been deleted in its entirety.
24. In the room finish schedule for buildings 02, 03, and 06, the floor finish "Conc-Seal-B-1" is noted, however we couldn't find a material specification for this finish. We're using 03 30 00 - 11, 3.7 - C.4.a. , as a reference for a sealer material. Please confirm or clarify. Additionally, we couldn't find any specifications for the wall base (B-
1). Are there any materials specs for this finish?
NPS Response: See specifications section 09 65 00 Resilient Flooring part 2.4.A for wall base B-1 specifications. See below for floor finishes in rooms labeled “Conc-Seal.”

25. 04-A201 referred us to 04-A910 for a room finish schedule but is not included in the plans, same for 05-A201 and 06-A201, are those plans (room finish schedule) available?
NPS Response: Packages 04 - Vehicle Storage and 05 – Community Building do not require a room finish schedule. For Package 06 – School Building, finish information can be found on 06-A501.
26. There are multiple rooms on the different buildings not listed on the room finish schedule, is this meant to be like this?
NPS Response: Rooms where existing finishes are to remain were omitted from room finish schedules.
