This document contains responses to questions from offerors on a federal solicitation for the replacement of the Oak Bottom Consolidated Ranger Operations Building. Key details include:
-
The solicitation is issued by the National Park Service for project WHIS 267466 to replace the operations building at Oak Bottom Ranger District in California. The project scope involves site work, utilities, a new building, and associated site improvements. Responses provide clarification on concrete specifications, exposed aggregate finishes, waterline connections, generator lead times, parking area usage, and other technical questions from potential offerors. The document also includes water pressure information for the existing hydrant system in response to fire protection questions. Offerors are advised to address known challenges and proposed mitigation approaches in their technical proposals.
-
No award date is guaranteed but funding is expected in the first quarter of fiscal year 2023. Performance periods for long-lead items like generators may require extensions. The parking area can be used for staging until April 15, 2023.
-
Substitution of slag cement for fly ash in concrete is acceptable. Curing times of 56 days for high fly ash/slag mixes are also approved.

Amendment 0005
| Amendment | Number | Question | Response |
| Amd 3 - Issued 9/8/2022 | 1 | Refer to specification section 033300, paragraph 2.1.E calls for a slump of 4” max, however paragraph 2.2.G.1 allows for a high range water-reducing admixture (super plasticizer) which is typically used to bring concrete designed for a 4” slump up to a 6”-8” slump without adding additional water. Will a higher slump than 4” be allowed if a high range water-reducing admixture is used as long as the amount of water isn’t changed from the 4” slump mix design? | Yes. |
| 2 | Specification section 033315.3.7 provides requirements for an Exposed Aggregate finish on site concrete. The plans do not indicate any specific areas with exposed aggregate finish and the existing sidewalks and driveways at Oak Bottom have a standard broom finish. What areas (if any) of the exterior site concrete will require exposed aggregate finish or will all exterior concrete have a standard broom finish? | The project only utilizes broom finish concrete. There is no exposed aggregate finish on site concrete. | |
| 3 | Specification section 033300.3.3.D requires concrete be cast within ninety minutes of adding water, will it be allowed to extend the ninety minute timeframe with the use of a water reducing-retarding admixture per ASTM C494 Type D as specified per 033300.2.2.G.3? | Yes. | |
| Amd 4 - Issued 9/9/2022 | 4 | Please provide a detail for the emergency generator pad/enclosure foundation. | Refer to sheet E5.01 Keynote #3 and Specification Section 26 3214 Parts 2.16(F), 2.2(C), 3.1(A), and 3.2(A). |
| Amd 3 - Issued 9/8/2022 | 5 | We would like to request a Period of Performance (PoP) extension for generator procurement duration as they are currently 50 weeks out on lead time. Also, the duration for acquiring the FAA permit for proposed antenna will require at least 6 months once engineering and an antenna design has been submitted. | If during Contract Performance a Time Extension is necessary, the Selected Awardee would need to submit a Request to the Government that includes an associated duration and Supplier documentation to support the Time Extension Request. |
For the purposes of Proposing and Evaluation, Offerors shall identify any known challenges, potential impacts, proposed approach to mitigate or resolve these issues, as well as key considerations and/or constraints in their Written Narratives for Evaluation Factor # 3 - "Technical Approach and Schedule."
| 6 | When will the 8” water line project be completed for this work to be connected? We foresee the potential for pushing the Oakbottom Ranger Operations Building TCO potentially, if project is not on schedule. | Presently the direction for the waterline project is that if the LE building facility is constructed, connect to existing main west of vale and if the LE facility is not constructed, they will stub out 6 LF from the valve. The waterline project is most likely going first, but Park/Project coordination is still needed for the waterline connection. |
| 7 | (i) Is the parking lot at the park a place of refuge for neighboring residents during fire season and how could this impact the project? |
(ii) Will water availability be impacted if/when people are at the park?
(iii) Same question for services available pertains to temp power available for the construction team. i. NO, the parking lot is not a place of refuge.
ii. NO, water use will not be impacted.
iii. NO, temp power will not be impacted.
| Amd 4 - Issued 9/9/2022 | 8 | Would it be possible to use the existing parking lot to set the Owner trailer to prevent congestion of the site? | On page 01 1000 - 3 section 1.7 advises for direction on construction staging, the contractor shall utilize the 75' x 125' Parking Lot area until April 15 2023. After April 15 2023 the contractor shall utilize the driveway and parking lot foot print of the LE building. |
| Amd 3 - Issued 9/8/2022 | 9 | Has PG&E already completed the design for the added service? Is there a specific contact with PG&E that has been working on this already? If not, the PG&E design to increase of voltage can easily take 6 months, not including scheduling of any PG&E work onsite/installation of the new equipment, which could potentially impact the PoP duration of the project. | Please see page 01 2700 - 1 CLIN No. 4 for all coordination and design effort the contractor will conduct with PG&E. PG&E's Design information (Construction Sketch) was issued with Amendment 001. PG&E contact information is listed on the PG&E Construction Sketch. Ed Normand with PG&E has been the primary point of contact. |
| 10 | Please verify that the project is currently unfunded, but NPS is intending on awarding this project before the end of September 2022 and will require the successful contractor to begin work within 30 days. | This project requirement is currently unfunded, with a high expectation that funding will be available. When and if funds become available, a Contract will be awarded at that time. The Government cannot guarantee that a Contract will be awarded prior to the end of Fiscal Year 2022 / September 30, 2022; however, anticipates an early 1st Quarter / Fiscal Year 2023 Contract award instead. | |
| 11 | Will the Gantt schedule be considered a picture and not count towards the 7-page limit for Factor 3 - Technical Approach and Schedule? | The Gantt Chart Schedule will NOT count towards the 7 page limitation for Evaluation Factor #3. Only the Written Narratives for both the Technical Approach and Schedule, combined, count towards the 7 page limitation for this section of Volume I. | |
| 12 | Will a cover page and/or section divider pages count towards the page limits or is bookmarked PDF document preferred without divider pages? | Cover Pages and/or Section Divider Pages will NOT count towards the page limitations for each Evaluation Factor. Bookmarked PDF Documents are acceptable as well. | |
| 13 | Refer to specification section 033300, paragraph 2.1.E calls for a slump of 4” max, however paragraph 2.2.G.1 allows for a high range water-reducing admixture (super plasticizer) which is typically used to bring concrete designed for a 4” slump up to a 6”-8” slump without adding additional water. Will a higher slump than 4” be allowed if a high range water-reducing admixture is used as long as the amount of water isn’t changed from the 4” slump mix design? | Refer to Question/Response # 1. | |
| 14 | Specification section 033315.3.7 provides requirements for an Exposed Aggregate finish on site concrete. The plans do not indicate any specific areas with exposed aggregate finish and the existing sidewalks and driveways at Oak Bottom have a standard broom finish. What areas (if any) of the exterior site concrete will require exposed aggregate finish or will all exterior concrete have a standard broom finish? | Refer to Question/Response # 2. | |
| 15 | Specification section 033300.3.3.D requires concrete be cast within ninety minutes of adding water, will it be allowed to extend the ninety minute timeframe with the use of a water reducing-retarding admixture per ASTM C494 Type D as specified per 033300.2.2.G.3? | Refer to Question/Response # 3. | |
| Amd 4 - Issued 9/9/2022 | 16 | Please provide a detail for the emergency generator pad/enclosure foundation. | Refer to Question/Response # 4. |
| 17 | Specification section 033300.2.1.A requires concrete contain between 30% and 50% fly ash. The local concrete supplier is not able to obtain fly, can slag cement be used in lieu of fly ash? See attached mill cert for reference. | Substitution of fly ash with slag is acceptable | |
| 18 | Specification section 033300.2.1.A requires concrete contain between 30% and 50% fly ash. Mix designs with that high of fly ash (or slag cement) content are slow to come up to full strength and typically are given 56 days to achieve design strength rather than the standard 28 days. Can the 28 day strength required in section 0333000.2.1.B be changed to 56 day strength for mixes with high fly ash (or slag cement) content? | It is acceptable to use 56 days to come up to the required strength for the mix design. The contractor will need to build this into the schedule. | |
| 19 | Specification section 033300.2.1.A requires concrete contain between 30% and 50% fly ash. The local concrete supplier is not able to obtain fly, can slag cement be used in lieu of fly ash? See attached mill cert for reference. | Refer to Question/Response #17. | |
| 20 | Specification section 033300.2.1.A requires concrete contain between 30% and 50% fly ash. | 21 | What is the water flow information for this project? We need static pressure, residual pressure and GPM. This information is needed to hydraulically calculate the fire sprinkler system. I'm not sure if the existing water storage tanks has enough pressure for the fire sprinkler system. | Please see the attached "B09_Waterline Pressure WHIS Hydrant Info_Amd4.xlsx" document for waterline pressure information of the existing system. | |
| 22 | If we do not have enough water pressure for the fire sprinkler system, then a fire pump will be needed for this project. I do not see a fire pump spec for this project. Please advise if a fire pump spec will be coming out. | Please see the attached "B09_Waterline Pressure WHIS Hydrant Info_Amd4.xlsx" document for waterline pressure information of the existing system. | |
| Amd 5 - Issued 9/16/2022 | 23 | Per the 28 3100 Fire Detection and Alarm specifications, section 1.1.D.1 - Design Criteria states that. “These are Contractors designed systems. Contact AHJ prior to bid to verify systems’ requirements. Design systems in compliance with code as interpreted by the AHJ.” Since Shasta County would not be the AHJ for this project and there is not a City AHJ that would have jurisdiction over this site, whom should we contact to acquire the details and requirement to design the Fire Detection and Alarm system to? | Disregard the prerequisite to "contact [the] AHJ prior to bid to verify systems' requirements," noted in 28 31 00 - 1.1.D.1. Propose in accordance with the Specifications and Drawings for these systems. |
